Builders oppose OSHA's proposed silica rule

The proposed rule for silica would be
too expensive, builders say.
In a classic tug-of-war between keeping contractors safe on the job and the cost of that safety, builders are battling the Occupational Safety and Health Administration over its proposed standards for silica.

Crystalline silica is found in soil, sand, granite, quartz, and other natural substances that contractors work with.

When blasted, cut, or drilled, those stones and minerals produce dust that workers can inhale.

Long-term exposure can lead to respiratory problems and silicosis, a chronic lung disease.

OSHA’s plan to require more aggressive protection has been in limbo since the agency introduced it in September 2013.

After multiple extensions, the proposed rule had one of the longest public comment periods in OSHA’s history.

Although the comment period is closed, the Construction Industry Safety Coalition, a consortium of 25 trade associations, sent a report to OSHA last week saying the agency’s proposed requirements for lowering the exposure to silica on job sites could cost the industry billions of dollars more than the government has projected.

In an accompanying letter to Assistant Labor Secretary David Michaels, a lawyer for the Coalition called the proposed rule “potentially… the most expensive OSHA standard ever for the construction industry.”

The government’s case

Both sides agree that contractors working in mining, quarrying, road construction, with cement or flint, and in sand blasting and glass industries are most likely to be at risk.

But they disagree about the best way to mitigate that risk.

OSHA’s proposed construction standard would require employers to measure the amount of silica that workers are exposed to, during an eight-hour work day, to see if it could exceed a level acceptable to OSHA (25 micrograms of silica per cubic meter of air). If the exposure measures more than 50 micrograms, the company must protect workers.

In addition, the proposed rule would require construction firms to limit workers’ access to high-exposure areas; use dust controls to protect workers from inhaling higher-than-acceptable amounts of the powder; supply respirators when those dust controls aren’t enough to limit a worker’s exposure; and offer medical exams, including chest X-rays and lung function tests, every three years to workers who are exposed to high levels of silica for 30 or more days a year.

The rule would also mandate more employee training and careful record-keeping that documents workers’ exposure and medical exams.

At a congressional hearing in mid-March, Labor Secretary Thomas Perez defended the upcoming standard.

“We’re trying to save lives here, and exposure to silica kills,” Perez told the House Labor, Health and Human Services, Education and Related Agencies Subcommittee.

House Republicans questioned the need for the rule, suggesting that OSHA do a better job of enforcing its existing standard. Compliance with the current rule is 70%.

The builders’ response

Builders and trades involved in commercial, residential, road, and heavy industrial construction have partnered to oppose the proposed rule. They back a Construction Industry Safety Coalition request for OSHA to withdraw its planned new standard and instead bolster enforcement of the existing rule.

The cross-sector Coalition claims that the proposed silica standards will cost the industry $5 billion per year—a whopping $4.5 billion more than OSHA has estimated.

“We are deeply concerned about the misguided assumptions and cost and impact errors that OSHA has relied upon in creating this proposed rule that will significantly affect our industry,” Tom Woods, chairman of the National Association of Home Builders, said in a press release.

Woods asked OSHA to put its proposal aside and instead work with the industry on a compromise that is “technologically and economically feasible [and] also works to improve industry workers’ health and safety.”

The Coalition claims OSHA’s cost estimates reflect “a fundamental misunderstanding of the construction industry.”

The Coalition’s report estimates that 80% of the cost of complying with the proposed rule will come from paying for additional equipment, labor, and record-keeping.

The remaining 20% will result from increased prices for materials like concrete, glass, roofing shingles, tile, paint, and countertops, as manufacturers pass their compliance costs on to builders.

In addition, the industry has predicted that the proposed rule will lead to the loss of more than 33,000 full-time jobs among contractors, equipment suppliers, and building products manufacturers, and another 20,000 economy-wide when laid-off construction and supplier workers no longer have earnings to spend.

Add in part-time and seasonal jobs, and the number soars to 80,000 lost positions, the Coalition’s report says.

Asthma on the rise in China's cities

Air pollution is a major risk factor
for asthma, experts say.
Asthma cases have risen dramatically in China over the past decade along with ever deteriorating air pollution, according to leading respiratory specialists.

Nationwide, the prevalence of asthma stands at 1 to 2 percent, while in some cities it can reach more than 10 percent, a leading pulmonary physician said.

Lin Jiangtao, director of the China Asthma Alliance and a physician at China-Japan Friendship Hospital, was citing results from the first nationwide epidemiology survey on asthma, which he led.

The potentially fatal disease has risen quickly across the nation, with Shanghai recording the fastest increase in prevalence of 190 percent over the past decade.

"Given that air pollution is a major risk factor in asthma, the disease is still rising constantly," Lin warned.

In a widely reported case, Chinese mother Shang Yujun moved her son to three different Chinese cites to escape air pollution before finally settling in London to control his asthma.

Lin suggested that patients with the disease limit outdoor activities and heavy exercise on days with high concentrations of pollutants, as such conditions can prompt asthma attacks.

Asthma is the leading cause of hospitalization among children in China and imposes a significant burden on their families. Patients with the condition have increased rates of work absenteeism.

The Asia Asthma Development Board said China has the world’s highest mortality rate from asthma, with 36.7 out of 100,000 patients failing to survive.

Wang Chen, a leading respiratory disease expert and an academic at the Chinese Academy of Engineering, said, "Various respiratory diseases have become a public health challenge in China."

But he said public awareness remains poor in a country where only 34 percent of the cases are under control.

Of the more than 30 million patients in China, about 80 percent fail to effectively control the disease and less than 5 percent have received standard treatment, Lin said.

A 36-year-old patient surnamed Wang, from Hebei province, said he used to be hospitalized three times a year in Beijing for serious asthma attacks. He was diagnosed with the disease after having it for more than a year.

"I frequently felt out of breath and had to take a rest when climbing up several steps," he said.

Drug therapy and a surgical procedure called bronchial thermoplasty helped put him back on his feet after he had to use a wheelchair.

Wang Chen called for standardized treatment and improved access to drug treatment for asthma patients.

EPA moves against harmful chemicals in homes and schools

The EPA has taken action to protect consumers from new uses and imports of the harmful chemicals Toluene Diisocyanates (TDI).

These chemicals are currently widely used in residual amounts in the production of polyurethanes and consumer products, such as coatings, elastomers, adhesives, and sealants and can be found in products used in and around homes or schools.

Diisocyanates are well known dermal and inhalation sensitizers in the workplace and can cause asthma, lung damage, and in severe cases, death.

The proposed decision would give EPA the opportunity to evaluate the use of, and if necessary, to take action to prohibit or limit all products containing over 0.1 percent of the chemical including imported products that make their way into the United States.

EPA’s proposed action, a Significant New Use Rule (SNUR) under the Toxic Substances Control Act (TSCA), would require manufacturers (including importers) to notify EPA at least 90 days before starting or resuming new uses of these chemicals in consumer products at levels above 0.1 percent by weight.

EPA would then have the opportunity to evaluate the intended use of the chemicals and, if necessary, take action to prohibit or limit the activity.

10 jobs that are bad for your lungs - Part 2

Knowing the dangers in certain occupations may help decrease the risk factors. The first five jobs that pose a threat to the lungs were:

1. Bartending and waitressing
2. Housekeeping and cleaning
3. Health care
4. Hair styling
Construction workers are often exposed
to chemicals, particles and asbestos.
5. Manufacturing

And the list continues:

6. Construction

Workers who demolish old buildings or do remodeling can be exposed to asbestos used as insulation around pipes or in floor tiles.

Even minimal exposure to its microscopic fibers has been linked to a variety of problems. One is mesothelioma, a form of cancer, Von Essen says.

Exposure also seems to raise the risk of small-cell lung cancer and can lead to asbestosis, or scarring of the lung. Removal should be left to trained and licensed crews.

"Know where the asbestos is," Von Essen says. "Follow all the rules and don't take chances."

7. Farming

Working with crops and animals can lead to several disorders. Hypersensitivity pneumonitis is a rare but serious problem caused by repeated exposures to mold-contaminated grain or hay. The lung's air sacs become inflamed and may develop scar tissue.

Grain in metal bins can get moldy. Breathing dust from this grain can lead to fevers, chills, and a flu-like illness called "organic dust toxic syndrome." Farmers also are more likely to report a cough and chest tightness.

"We think about 30% of farmers who grow crops in this way have had that at some point," Von Essen says. Workers in hog and chicken barns sometimes get an asthma-like syndrome.

"Dust and ammonia levels together seem to be risk factors," she says. Keep grain from getting damp, ensure adequate ventilation, and wear a respirator.

8. Auto Body Spray Painting

People who work in auto body shops are often exposed to chemicals known as isocyanates. They're a significant cause of occupational asthma.

"It's frequently a career-ending disease where they need to leave their profession," Harber says.

alleviate some of the risks.
Using quality respirators that are appropriate for your task can lessen the risk. It also helps to enclose the area being sprayed and to have a ventilated exhaust system. Better yet, replace hazardous materials with safer ones.

9. Firefighting

People who battle blazes are exposed not only to the fire, but also to other materials, including burning plastics and chemicals. Firefighters can significantly lower their risk of lung disease and other problems by using a "self-contained breathing apparatus" (SCBA). These devices should also be used during "mop up" or the clean-up period.

"Many of the chemicals are still in the air," Harber says. Ventilation also is critical.

10. Coal Mining

Underground miners are at risk for everything from bronchitis to pneumoconiosis, or "black lung." It's a chronic condition caused by inhaling coal dust that becomes embedded in the lungs, causing them to harden and make breathing very hard.

"This can cause progressive massive fibrosis and can kill people," Von Essen says.

Again, protective equipment can limit the amount of dust inhaled.

10 occupations that are bad for your lungs - Part 1

Our lungs work hard for all of us - but
some occupations are worse than others.
Your lungs work hard. Most adults take more than 20,000 breaths a day. But just how well your lungs do their job may be affected by the job you do.

Chemicals. Germs. Tobacco smoke and dirt. Fibers, dust, and even things you might not think are dangerous can damage your airway and threaten your lungs.

"The lungs are complex organs," says Philip Harber, MD, MPH, professor of public health at the University of Arizona in Tucson. "Occupational and environmental exposures can lead to scarring or fibrosis, asthma, COPD, and infection or cancer."

The good news: Many on-the-job lung dangers are preventable. Depending on your line of work, making certain changes can be key: Improve ventilation, wear protective equipment, change the way you do your work, and learn more about hazards, for examples.

Here are 10 jobs where precautions may help you avoid work-related lung damage.

1. Bartending and Waitressing

Secondhand smoke has been linked to lung cancer. It remains a threat to workers in cities where smoking hasn't been banned in public places. Casino workers also can find themselves in a cloud of smoke.

waiting staff at risk for lung disease. 

No one's going to wear a respirator while serving martinis or dealing a blackjack game. Separating smokers from nonsmokers, cleaning the air, and ventilating buildings won't keep nonsmokers from being exposed.

Short of working to change policy, the best solution may be to find another job.

"Unfortunately, the individual worker has limited options," says Susanna Von Essen, MD. She's a University of Nebraska Medical Center professor of internal medicine in the division of pulmonary, critical care, sleep, and allergy.

2. Housekeeping and Cleaning

Some cleaning supplies, even so-called "green" or "natural" products, have harmful chemicals that have been linked with developing asthma.

"Cleaners are reactive chemicals, meaning that they react with dirt and also with your lung tissues," Von Essen says.

Some release volatile organic compounds, which can contribute to chronic respiratory problems and allergic reactions. Read labels and follow instructions.

Consider using "simple cleaning agents like vinegar and water or baking soda," Von Essen says. Open windows and doors to keep the area well ventilated, too.

3. Health Care

Doctors, nurses, and other people who work in hospitals, medical offices, or nursing homes are at increased risk for lung diseases such as tuberculosis, influenza, and severe acute respiratory syndrome (SARS).

So, health care workers should keep up with immunizations (including the flu vaccine) that the CDC recommends for them.

Health care workers may also develop asthma if latex is used in gloves or other supplies. Latex-free synthetic gloves are an alternative.

4. Hair Styling

Certain hair-coloring agents can lead to occupational asthma. Some salon hair-straightening products contain formaldehyde, a known carcinogen. It's also a strong eye, nose, throat, and lung irritant.

Good ventilation is important. Because wearing a respirator might cause appointments to cancel, know what's in the products you're working with. If they're not safe, find a safer product.

5. Manufacturing

Some factory workers risk getting asthma or making their existing asthma worse. Asthma not caused by work but made worse by it affects as many as 25% of adults with asthma, Harber says.

Factory workers can be exposed to everything from inhaled metals in foundries to silica or fine sand, which can lead to silicosis, a disease that scars the lung, or increased risk of lung cancer.

A lung disorder called "popcorn lung," or bronchiolitis obliterans, has been seen in plant workers exposed to some of the flavoring chemicals used to make microwave popcorn. Again, respirators and proper ventilation are key for those workers. (No risk of "popcorn lung" has been seen in people who eat that popcorn.)

Exposure to BPA while pregnant linked to children's lung problems

Pregnant women are urged to minimize BPA exposure.
Children of women exposed to the chemical bisphenol A (BPA) during pregnancy may be at an increased risk of lung problems, according to a new study.

In the study of 398 mother-infant pairs, researchers looked at the mothers' exposure to BPA during pregnancy by examining the concentration of the chemical in their urine.

They also assessed how healthy the children's lungs were and whether they developed wheezing by age 5. To measure their lung health, the investigators measured the amount of air they exhaled during the first second of an exhalation.

The researchers found that every tenfold increase in the average BPA concentration in a mother's urine corresponded to a 14.2 percent decrease in the child's lung functionat age 4, but not at age 5.

In other words, BPA may affect lung function during a child's early years, but the effect may disappear over time, the researchers said.

They also found that a tenfold increase in the average concentration of BPA in maternal urine was related to a fourfold-plus increase in a child's odds of experiencing persistent wheezing during the first five years of life, according to the study, published today in the journal JAMA Pediatrics.

"Our results support the conclusion that BPA exposure during pregnancy is associated with persistent wheezing in children and may have a negative health [effect] on lung function," said study author Dr. Adam J. Spanier, of the University of Maryland School of Medicine in Baltimore.

"I would recommend that women of childbearing age and pregnant women try to minimize their exposure to BPA," Spanier said.

BPA is a chemical used to make polycarbonate — a hard, clear plastic that is used in many consumer products, including the lining of metal food containers.

To measure the mothers' BPA levels during pregnancy, the researchers collected urine samples twice, once when the women were 16 weeks pregnant and again at 26 weeks.

The investigators also examined the children's exposure to BPA after birth, by taking their urine samples annually during their first five years, but they did not find a relationship between their exposure during early childhood and their lung health or wheezing risk.

The study did not look at what mechanism might link the prenatal exposure to BPA and children's lung health, Spanier said. However, "[at] least one animal study suggests that BPA might affect the development of the cells in the lung responsible for airway secretions," he said.

Still, it is not clear what the exact mechanism is, he said.

"BPA is also known for its potential estrogen-disrupting effects," Spanier said. "There are many other human health studies which demonstrate associations with other health outcomes,” such as neurodevelopmental and endocrine effects, he said.

"While I think it is important to avoid BPA during pregnancy, it is a difficult task for a consumer," because it is in so many products, he said. Consumers would benefit from a safer chemical management system at the national level, he added.

"But more specifically, given the mounting evidence, I do not see a reason for BPA to be in any consumer products," he told Live Science.

The U.S. Food and Drug Administration said on its website that the current presence of BPA in consumer products poses no risk to the public's health.

"FDA's current perspective is that BPA is safe at the current levels occurring in foods," the website reads. "Based on FDA’s ongoing safety review of scientific evidence, the available information continues to support the safety of BPA for the currently approved uses in food containers and packaging."

Restoration workers exposed to asbestos

have a higher risk of asbestos exposure,
which is linked to lung disease and cancer.
Workers renovating a historical 1887 firehouse in Chicago were exposed to asbestos and electrical hazards, according to an investigation by the U.S. Department of Labor's Occupational Safety and Health Administration.

The inspection found Structure Development Midwest LLC failed to collect and dispose of asbestos-containing material in sealed, labeled and waterproof bags.

The Chicago real estate and management company was issued one willful and seven serious citations carrying proposed penalties of $46,000 for the violations.

"Exposure to asbestos can cause loss of lung function and cancer, among other serious health effects, and workers must be trained in procedures that minimize exposure. Workers should never be put at risk because a company failed to protect them from a known, dangerous substance," said Kathy Webb, OSHA's area director in Calumet City.

The March 25, 2014, inspection found that the company failed to act and comply with existing regulations when employees were exposed to asbestos; did not ascertain whether asbestos work conducted was in compliance with standards; and failed to visibly identify and limit access to areas containing asbestos material.

A willful violation is one committed with intentional, knowing or voluntary disregard for the law's requirement, or with plain indifference to employee safety and health.

Serious electrical safety violations found at the site included lack of ground fault circuit interrupters, open electrical panels and failure to protect temporary wiring. These violations resulted in the issuance of seven serious citations.

An OSHA violation is serious if death or serious physical harm could result from a hazard an employer knew or should have known exists.

Structure Development Midwest has 15 business days from receipt of its citations and penalties to comply, request an informal conference with OSHA's area director, or contest the findings before the independent Occupational Safety and Health Review Commission.

Many clueless about natural asbestos problem

and affect people's health.
U.S. Environmental Protection Agency investigators prompted by a resident's concern in late 2012 tested rocks near a housing development in Burlington, Washington, and found evidence of naturally occurring asbestos.

Prolonged exposure to the substance found inside the rocks has been shown to cause lung cancer, and investigators recommended in a draft report that signs be posted "alerting people to the dangers of asbestos exposure."

Residents, however, were never formally notified of the discovery by federal, state or local officials — a case that experts and others say highlights the challenges authorities face when dealing with naturally occurring hazards.

Jean Melious, an environmental and land-use lawyer who teaches environmental studies at Western Washington University, said natural asbestos is vexing for government agencies, partly because it's not a disaster that calls for immediate action.

"It's a lot easier for government to work when there's a big hue and cry," she said.

Andy Smith, an on-scene coordinate with the EPA, said no government agency has total authority over natural asbestos.

"This kind of problem falls in the cracks," he said.

Natural asbestos occurs throughout US

Natural asbestos is often found in certain types of rocks and near fault zones. It can be released into the air from the rocks when they are broken or crushed, as often occurs during mining or development.

The Washington Department of Natural Resources says naturally occurring asbestos has been found in areas in the northern part of the state and experts say it occurs throughout the United States.

Keith Welch, a resident of the Burlington Hill housing development who alerted federal authorities, said he's frustrated the authorities haven't been more proactive in telling people about the presence of asbestos and doing more comprehensive studies.

"It's one thing to be cautious," Welch said. "Now that it's been identified, somebody needs to do something about it."

The Burlington Hill case has helped agencies discuss best practices for permitting and public awareness, said Katie Skipper of the Northwest Clean Air Agency, which is responsible for enforcing air pollution regulations in Skagit, Whatcom and Island counties.

In June, Skagit County posted information about naturally occurring asbestos in the environmental health section of its website. It mentions the asbestos on Burlington Hill in one sentence, and provides links to other asbestos-related information.

In its March 2013 report, the EPA said it found actinolite asbestos along a road cut on the northeastern side of Burlington Hill. No asbestos was found at three other locations sampled.

Because of the health risks associated with asbestos, the report said people should limit their exposure to the asbestos and that a more thorough study would need to be done to determine how much asbestos might be at the site.

Toxic chemicals a concern for firefighters

Toxic substances released by fires can linger on uniforms
and equipment, leading to high exposure levels.
More than 200 empty pairs of firefighter boots recently lined the steps of the Rotunda in San Francisco's City Hall.

Each pair represented a local firefighter who lost his or her life "with their boots off" due to cancer in the last 14 years, said Tony Stefani, president of the San Francisco Firefighters Cancer Prevention Foundation.

"In just the last three months, we've had two active and four retired firefighters die of cancer," said Stefani, a retired San Francisco Fire Dept. captain and cancer survivor, in an interview before the event.

The display is one of at least 15 "Give Toxics the Boot" events around the country this week. From Spokane, Wash., to Augusta, Maine, firefighters are calling for stricter regulations on flame retardants and other toxic chemicals they say are causing cancer and other diseases among their ranks.

"We take every precaution we can to minimize our exposure and risk, yet we're still being exposed to these chemicals on a daily basis," said Emmett McNamee, a 20-year veteran Spokane firefighter. "And these are bio-accumulative. They build up in our systems."

Public health advocates are standing alongside firefighters in the heated battle.

"Our first responders and firefighters are disproportionately exposed and affected by the chemicals that are in our homes," said Lindsay Dahl, deputy director for the non-profit Safer Chemicals, Healthy Families, one of the organizations participating in the campaign.

"They serve, just like pregnant women and children, as canaries in the coal mine for the health effects we're seeing from chemicals we're exposed to every day."

To fight a fire means confronting a toxic soup of burning chemicals and their byproducts, including dioxins, furans and formaldehyde.

Many of the most toxic fumes released by today's fires actually come from chemicals added to everything from clothes to couches to computers in an effort to retard flames.

But, as an investigation by the Chicago Tribune uncovered, those additives may offer no meaningful fire protection.

A firefighter's exposure to chemicals can continue long after the blaze is out. Chemicals may linger on the skin, uniform, respirator, helmet and other gear. And if a firefighter wears any of that stuff home, their family may be exposed as well.

Scientists recently tested the blood of 12 California firefighters immediately after they responded to an alarm.

The results, published in June, showed significantly greater concentrations of flame retardants and other modern household chemicals in the firefighters compared with average Americans. Levels of polybrominated diphenyl ethers, or PBDEs, one common flame retardant, were three times higher in the firefighters' blood.

A separate study, published in October by the National Institute for Occupational Safety and Health, evaluated the health of nearly 30,000 career firefighters in San Francisco, Chicago and Philadelphia.

Researchers found higher rates of prostate cancer, kidney cancer, multiple myeloma, and other cancers compared with the general population.

Stefani, the former San Francisco captain, said he has a message for the chemical lobbying industry: "We are sick and damn tired of being your canaries sent into the cave every time we fight a fire. We're sick and tired of seeing the men and women of our profession contracting and dying of this insidious disease.

"We're not only concerned about firefighters," added Stefani. "We're concerned about the population in general with ongoing, daily chemical exposures."

Silica dust regulations spark outrage

Exposure rules provoke row with senators

Senate accusations of prejudice have forced a US government agency to defend its actions over a proposed tightening of regulations concerning industrial workers’ exposure to deadly silica dust.

The row blew up late last year when the Occupational Safety and Health Administration (OSHA) began a public consultation on setting new limits for working with the dust, which is a major hazard for construction workers, causing serious lung disease.

The agency ruffled feathers in the Senate when it asked that those submitting evidence should declare their funding sources.

Last November, a group of 16 senators wrote an open letter to OSHA criticizing the move for its implication that the agency might prejudge submissions. The consultation period closed on 11 February, and OSHA is now vigorously defending its request.

“What I’m doing here is essentially saying the information that we will base our standard on has to be of the highest integrity, and we have to do it in a transparent manner, and conflict-of interest disclosure is an important component of both of those,” David Michaels, the head of OSHA, told Nature.

“It would be surprising right now if a scientific journal didn’t ask for that information.”

Produced by tasks such as grinding concrete and sandblasting, used in the construction and other industries, crystalline silica dust can cause silicosis — an incurable disease involving inflammation of the lungs — and lung cancer.

The dust is thought to kill or disable thousands of people in the United States every year, but guidelines on working with it have not been updated for more than 40 years.

“Our current standard is antiquated,” says Michaels. “There are literally millions of workers in the United States who are exposed to dangerous levels of silica.”

The present rules generally advise limiting exposure to roughly 100 micrograms of crystalline silica per cubic metre of air, averaged over 8 hours. OSHA has proposed halving this limit.

Workers would also have to be better protected, for example by dust being ‘wetted down’ and with the use of extraction fans.

OSHA estimates that the new regulations will cost about US$640 million a year, with employers picking up most of the tab, but the agency believes that the rules will save up to 700 lives a year. US standards are also influential in other countries, some note, potentially saving many more workers’ lives.

The proposals were published in the Federal Register last September, at the start of the consultation period.

The Associated General Contractors of America, an industry group based in Arlington, Virginia, called the proposals “significantly flawed” and “rife with errors and inaccurate data”.

And shortly after they were published, the group of senators, led by Lamar Alexander (Republican, Tennessee), a senior member of the Senate Committee on Health, Education, Labor, and Pensions, wrote to OSHA saying that they were “very concerned about OSHA’s attempt to have commenters disclose their financial backers”.

They added that the request “raises questions” about whether OSHA would prejudge submissions on the basis of who was sending them.

There is also support for the new silica standard. Tee Guidotti, a physician in Washington DC and a member of the American Thoracic Society’s Environmental Health Policy Committee, says that the scientific case for the proposed limit is “close to being bulletproof”.

He adds that, if it is successful, it could provide a template for how OSHA deals with similar hazards, such as dust and radon.

The viewpoints contained in the 1,600 or so comments received through the consultation will be discussed in public hearings starting on 18 March. It will probably be several years before a final rule is enacted.

Work performance suffers from poor IAQ: Study

New research shows air pollution might make you bad at your job

the lungs and cause health problems.
In 2011, researchers at UC San Diego and Columbia University were the first to demonstrate a link between air pollution and reduced productivity among outdoor agricultural workers.

Now those researchers are back with a new study, entitled “Particulate Pollution and the Productivity of Pear Packers.”

The study shows, for the first time, a significant link between air pollution and the productivity of indoor workers.

The pollutant in question is fine particulate matter, or PM2.5. It’s notable for its tiny size (less than 1/30th the width of a human hair), which allows it to infiltrate deep into your lungs and potentially even your bloodstream, where it can cause all sorts of health problems.

The authors note that PM2.5 can easily enter buildings: “Unlike other pollutants, which either remain outside or rapidly break down once indoors, going inside may do little to reduce one’s exposure to PM2.5.”

To figure out how this affected indoor workers, the authors drew on data from an indoor pear-packing factory in northern California.

“We focused on pear packing for this study since it was located near an air pollution monitor and paid workers piece rate, which allowed us to measure individual worker productivity on a daily level,” author Joshua Graff Zivin told me.

What they found was that every 10-microgram per cubic meter increase in PM2.5 levels decreased worker productivity by 0.6%, as measured by the number pear boxes packed by each worker.

Since workers were paid piecemeal, this translated to a decrease of roughly 41 cents per hour, per 10 micrograms of PM2.5 relationship between worker productivity and air pollution.

Moreover, the effect increased at higher PM2.5 levels: levels between 15 and 20 micrograms reduced earnings by $0.53 per hour, levels between 20 and 25 micrograms decrease earnings by $1.03 per hour, and when levels exceed 25 micrograms/cubic meter earnings shrink by $1.88 per hour.

One key point is that these levels are all well below current U.S. air quality standards for PM2.5, which stand at 35 micrograms/m3. The U.S. didn’t even start regulating this pollutant until 1997.

Across the U.S., PM2.5 levels routinely cross this 35 microgram threshold every day. Airnow.gov, an EPA website that tracks air quality in U.S. cities, is currently showing PM2.5 levels of 69 micrograms in Atlanta, 72 in Cleveland, and a whopping 140 in Albuquerque, NM.

If those figures seem high be thankful you don’t live in Beijing, where PM2.5 levels topped 250 micrograms today.

One major implication of the study is that reductions of PM2.5 can have significant economic benefits. The authors estimate that across the entire U.S. manufacturing sector, reductions in PM2.5 since 1997 has led to an aggregate labor savings of $19.5 billion – a previously-unknown benefit of fine particulate regulation.

The larger question, of course, is whether these findings extend even to workers in retail and other regular office settings.

“We are very curious about this,” Graff Zivin told me. “Whether more cognitive indoor activities are subject to similar effects is an important area for future research, but there is certainly a plausible channel through which these could occur.”

Asbestors inspectors overloaded in Iowa

Most people were unaware of the dangers of asbestos decades ago, and many construction workers were working with materials without breathing apparatuses — something that today be considered a violation of federal regulations.

In fact, many construction workers may look the other way regarding possible asbestos violations, perhaps not comprehending the long-term ramifications of their inaction.

In Iowa, one inspector enforces U.S. Environmental Protection Agency asbestos removal regulations and oversees as many as 4,500 asbestos removal projects each year.

His job with the state’s natural resources department is primarily centered on protecting public health under the National Emission Standards for Hazardous Air Pollutants, also known as NESHAP.

Another asbestos inspector is part of the Iowa Division of Labor. That inspector focuses on worker protections under federal Occupational Safety and Health Administration regulations.

While the agencies frequently communicate and sometimes share information, the regulations they enforce are separate and often require separate reviews, officials from both agencies said.

City and county government officials are also responsible for assisting in asbestos oversight. State and federal regulations, for example, sometimes require an asbestos survey to be completed and those regulations may require removal of material that can become airborne prior to the issuance of a demolition permit.

A contractor’s complaint has prompted closer scrutiny of possible asbestos exposure involving workers at a downtown Des Moines renovation project, but an inspector doesn’t even visit hundreds of sites across Iowa each year where workers could face risks from the cancer-causing material.

The routine lack of asbestos-handling inspections at construction sites in Iowa and across the nation represents a widespread failure to protect the public, environmental safety advocates say.

In Iowa, one inspector enforces U.S. Environmental Protection Agency asbestos removal regulations and oversees as many as 4,500 asbestos removal projects each year. Another inspector must try to enforce federal Occupational Safety and Health Administration asbestos regulations.

Some say the number of OSHA asbestos inspectors in Iowa should increase to five or 10. Minnesota’s OSHA agency, for example, has 15 inspectors who are trained to sample and assist with asbestos investigations.

Manufacturers ignore welders’ health: Experts

Welding is linked to various health risks.
A single welder produces 20 to 40 g of welding fumes per hour, which corresponds to about 35 to 70 kg per year.

Most welders understand the many health risks of working in the fabrication industry, which include electric shocks, fire, explosions and radiation exposure, but it appears that one of the biggest threats to a welder’s health - toxic welding fumes - is being ignored by many welders and their employers.

Research shows a lack of familiarity with the gases used or fumes produced during the welding processes can be a serious health risk. Workers can become ill if dangerous fumes are not removed from the workplace.

OHS groups say it is essential welders are familiar with the materials being used (such as gases, base metals, coatings and cleaners) and their possible health impact.

Research reveals fumes produced during welding processes can lead to workers experiencing eye, skin and respiratory system irritation, nausea, headaches and dizziness.

In some cases, the fumes can cause serious lung diseases and increase the risk of asthma and cancer and possibly lead to asphyxiation.

However, despite all these warnings, many manufacturers are unaware of the need for adequate fume extraction to create a safe working place.

An open roller door and a fan on the roof or in the wall may be able to affect the air changes per hour or minute, but welders are still exposed to the fumes. The area needs to be well ventilated to let toxic fumes and gases escape.

Central ventilation systems and even large extraction hoods over workbenches often fail to provide adequate protection, since the fumes still contaminate the general airflow.

Experts say that extraction-at-source is most effective – removing toxins as soon as the fumes are generated.

It has been shown that different welding methods give rise to different amounts of fumes containing different concentrations of hazardous substances.

Among the high-risk elements are hexavalent chromium Cr(VI), manganese, nickel and lead.

The particles at source are often extremely small; 0.01-0.1µm which means they are very easy to inhale deep into the lungs.

Furthermore, not only welders are at risk in unsafe environments. Production equipment, as well as end products, are negatively affected by the lack of adequate safety measures.

During welding, the intense heat of the electric arc vaporises a fraction of the metal in the electrode and weld pool.

Any metal vapour that escapes the arc area condenses as it cools and oxidises into weld fume. The vapour that develops condenses as it cools and oxidises into weld fume containing a complex mixture of metal oxides.

Particulate fume is formed mainly by vaporisation of metal and flux. As it cools, the vapour condenses and reacts with the atmospheric oxygen to form fine particles.

The size of the particles (0.01 - 1µm) tends to influence the toxicity of the fumes, with smaller particles presenting a greater danger.

Additionally, many processes produce various gases (most commonly carbon dioxide and ozone, but others as well) that can prove dangerous if ventilation is inadequate.

About 90% of the fume originates from the consumable, while the base metal only contributes very little.

The fume contains all the elements present in the consumable, but often in very different proportions. Volatile components have a higher concentration in the fume than in the consumable and the opposite is true for components with a high melting point.

The amount of welding fume varies between different welding processes: Fumes from manual metal arc (MMA) welding and fluxcored arc welding (FCAW) contain a high proportion of components coming from the electrode coating or the flux core. Comparatively little comes from the filler metal.

It has also been shown that particles in welding fumes are small enough to be suspended in the air for a long time. They can be inhaled and penetrate into the innermost area of the lungs. Over time, the particles can even reach the bloodstream.

Lung societies plead for better health care

Lungs affected by fumes during shooting practice

Exposure to fumes released during the firing of military small arms can lead to a decline in lung function, according to a new study.

The research, which was presented at the European Respiratory Society (ERS) Annual Congress in Barcelona in September 2013, suggests that members of the armed forces who are regularly firing small arms could be putting their lung health at risk.

Over the last 5 years, the armed forces in Norway have started to report ill health after live firing training. This new study aimed to characterize the health effects from the use of these weapons and investigate which components in the emissions were causing the health effects.

Researchers from Oslo University Hospital and the Norwegian Defence Research Establishment examined 55 healthy, non-smoking men from the Norwegian Armed Forces. They tested the exposure to fumes from three different types of ammunition, one leaded and two lead-free, used in an assault rifle.

Related to occupational respiratory diseases: asthma, silicosis and asbestosis

Each participant had a spirometry test, which measures lung function, before the shooting, immediately after and 24 hours after. A tent was used during the shooting to control other exposures.

The findings revealed that there were no significant differences in the types of ammunition used, but all groups experienced a decline in lung function shortly after shooting and at 24 hours after exposure, compared with the pre-test levels.

The results showed that lung function, measured by FEV1 (FEV1 is the maximal amount of air you can forcefully exhale in one second. It is then converted to a percentage of normal. This is the standard measure of lung function), declined by a mean average of 5% across all groups at 1 hour after shooting and by 7% at 24 hours after shooting.

Anne-Katrine Borander, lead author of the study from the Oslo University Hospital, said: "The findings from our small sample show that fumes from military arms are causing a decline in lung function shortly after firing practice."

"These lung function changes are comparable to the effects caused by other occupational risk factors, such as organic dusts in farming and cotton workers. Although we noticed this decline for all types of ammunition, further research can now be undertaken to look at specific exposure components to help design better ammunition, and to continue implementation of other measures for avoiding these effects."

Better air reduces death and disability rates: Study

Death and disability from air pollution down 35 percent in the U.S.

mortality rates and cardiovascular disease,
research has shown.
A study by BYU professor Arden Pope concludes that improvements in U.S. air quality since 1990 have sparked a 35 percent reduction in deaths and disability specifically attributable to air pollution. Pope was a member of a large research team who co-authored the study for the Journal of the American Medical Association.

"Some of the best news relative to the air pollution research over the last few years is the evidence that our reducing air pollution in the United States has resulted in measurable improvements in life expectancy and public health," said Pope in a press release.

It's no coincidence that 1990 is a point of reference in air quality research. In the late '80s, a steel mill in Utah Valley shut down for one year due to a labor strike. Pope spotted a research opportunity that found big problems caused by small particles floating in the air. Known as "particulate matter," this kind of pollution is produced by combustion of car engines, power plants and steel mills.

Air pollution impacts lungs, heart and brain


Pope and other scholars found in successive studies that dirty air impacted hospital admissions, mortality rates, and cardiovascular disease – including the risk of heart attacks.

"One of the biggest surprises of this research was that air pollution contributed to cardiovascular disease and not just respiratory disease," Pope said. "In fact, we're learning that air pollution not only impacts our lungs but it impacts our heart and our brain."

The research caught the attention of scientists and regulators, which lead to automobile emissions standards and cleaner manufacturing processes.

Now a world-renowned expert on the topic, Pope was asked this year to evaluate the credibility of an intriguing study on China's air quality by scientists at MIT, Peking University, Tsinghua University and Hebrew University of Jerusalem. Editors of the Proceedings of the National Academies of Science invited Pope to write a commentary that accompanied a research paper on China's Huai River policy.

The Huai River runs west to east and is regarded as the geographical dividing line between northern and southern China. In winter, the Chinese government provides free coal to residents north of the river to heat their homes.

In denying coal to people who live south of the river, the Chinese government actually did them a favor. The researchers found that air pollution is 55 percent lower on the south side. They also estimated that life expectancy was five years lower on the north side because of the extra air pollution.

"While their results tend to be a bit higher than what we'd expect based on the rest of the literature, it's still roughly consistent with what we would expect based on the other studies that we've been doing," Pope said.

Indoor pools exposing swimmers to chlorine may be tied to lung damage similar to that seen in people with mild asthma, according to a study cited in a Reuters article.

The French/Canadian study involved 23 elite swimmers, 10 mild asthmatics and 10 healthy, non-allergic people, who had to perform breathing tests and have their lung tissue tested. The samples were taken during the off-season.

The researchers found that the swimmers’ lung tissue samples had almost six times as many immune cells associated with asthma and allergies, compared to the lung tissue of healthy participants.

It was a similar amount to the lung tissue in mild asthmatics.

Unlike the healthy participants, both swimmers and asthmatics groups had evidence of scar tissue in the lungs.

The results do not mean that elite swimmers will develop asthma later, as inflamed lung tissue was not associated with asthma symptoms like coughing and wheezing.

However, more research may need to be done about the effect of chlorine in water and air as well as the chlorine byproducts that are formed when chlorine reacts with human sweat, urine and hair, for example.

Some of these byproducts may be hazardous to human health escape into the air just above the waterline, where swimmers breathe them in, the researchers say.

The chemical exposure may also make swimmers more sensitized to allergens like pet dander, pollen and dust. More than half of competitive swimmers are sensitive to these allergens, the researchers say.

Still, the benefits of physical exercise may still outweigh any concerns.

The researchers’ tips for reducing chemical exposure in pools include:
  • Avoid pools with a strong chlorine smell in the air. This is a sign that pool chemicals are badly managed
  • Try saltwater pools (although they also use chlorine)
  • Practice good hygiene: Always take a shower before entering a pool; never use it as a urinal

Canada’s ongoing affair with asbestos

It seems to be a question of profits vs. conscience.

At this point, everyone has to admit that asbestos is a dangerous product.

According to WHO (World Health Organization), more than 100,000 people die every year from lung cancer and other respiratory diseases due to asbestos exposure.

The numbers will continue to grow because 125 million people are exposed to asbestos in their workplaces today and every day.

While Canada has banned asbestos from being used, it still happily exports it to other countries where the health standards still have to catch up.

Canada’s province of Quebec was operating two asbestos mines, but a recent CBC article says both have halted production for the first time in the industry's history (see link below).

The industry has changed a lot over the years. Once touted as a miraculous substance that could not be burned or damaged by fire, asbestos soon appeared everywhere – in homes, at workplaces, in cars, in industrial and household products. Lung problems most pronounced in India: Study

Many lung problems can be blamed on
air pollution, doctor says.
A worldwide study of lung functions in people from 17 different countries showed that India was the country with the unhealthiest lungs, according to an article in the Deccan Chronicle.

Dr Salim Yusuf, professor of medicine at McMaster University, conducted the year-long ground-breaking study. His findings showed that the lungs of people in India are 30 percent less effective than those of Europeans, who had the healthiest lungs.

India’s growing problem of outdoor air pollution and deteriorating indoor air quality may be to blame, Yusuf explained.

The study’s results follows in the footsteps of other studies that have linked air pollution to respiratory disorders, heart disease, cancer, diabetes and other health conditions.

The study was presented at the American Thoracic Society meet 2011 held at Denver and though the abstract admits that genes and nutrition patterns vary in different ethnic groups, for the first time a direct co-relation has been drawn between poor environment and declining lung capacity.
