Truck drivers and commuters can breathe easier

Most car pollution comes from 25% of cars

When it comes to polluting the environment, not all cars (or drivers) are created equal.

A recent study conducted by University of Toronto researchers found that just 25 percent of cars they measured produced about 90 percent of the total traffic-related air pollution.

Pollutants like carbon dioxide (CO2) are known to have a negative impact on climate change, but cars also emit a wide array of pollutants associated with lung cancer, respiratory diseases, and heart disease. The researchers focused on measuring these types of pollutants, and found that just a quarter of cars produced the majority of particulates and carbon monoxide in the area.

Jonathan Wang, one of the authors of the study and a chemical engineering PhD student at the University of Toronto, said the chief polluters were older cars in need of a tune-up.

“We found it was a large amount of transport trucks, but a good proportion was just cars – a mixture of both,” Wang said. “We suspect they were older vehicles.”

The researchers took real-time measurements of the exhaust of about 100,000 cars driving past air-sampling probes on one of Toronto’s busiest roads. The study was borne out of concern that vehicle fleet emissions spread farther than previously known.

In addition to total particulates and carbon monoxide, the researchers found that a quarter of cars measured produced over 76 percent of pollutants like benzene, toluene, and other known carcinogens.

Besides driving an older vehicle (anything older than seven years), Wang said driving behavior could also have a huge impact on pollution.

“Cruising at normal speeds is better than heavy braking and heavy acceleration,” he said. “Stop-and-go traffic can increase emissions for vehicles.”

The report shows that drivers have pretty good control over local car pollution, Wang said. Modifying your driving behavior, maintaining your vehicle with regular oil changes and air filter replacements, and choosing a newer car with good gas mileage could all impact air quality.

Toxic pollutants in fracking county air

New study finds fracking releases cancer-causing chemicals into the air many times higher than the EPA considers safe

The fracking process releases toxic chemicals into the air.
Emissions generated by fracking operations may be exposing people to some toxic pollutants at levels higher than the U.S. Environmental Protection Agency considers safe for long-term exposure, according to scientists from Oregon State University and the University of Cincinnati.

The researchers took air samples in Carroll County, the home of 480 permitted wells––the most in any of Ohio's 88 counties.

The team found chemicals released during oil and gas extraction that can raise people's risk of cancer and respiratory ailments.

Researchers caution they don't want to create undue alarm with their findings, but they say they hope the results will highlight the urgent need to conduct more in-depth studies of fracking emissions and the potential effects on human health.

"What we see here suggests that more needs to be known about the risks people face when exposed," said study co-leader Erin Haynes, a University of Cincinnati scientist.

Based on the data collected, researchers calculated the cancer risk posed by airborne contaminants in the Carroll County study areas.

For the worst-case scenario––exposure 24 hours a day over 25 years––they found that a person anywhere in the study area would be exposed at a risk level exceeding the threshold the EPA deems acceptable.

The lifetime cancer risk in the study area estimated for maximum residential exposure was 2.9 in 10,000, which is nearly three times the EPA's acceptable risk level of 1 in 10,000, according to the study.

Anderson cautioned that the study numbers are worst-case estimates and can't predict the risk to any individual.

The EPA did not respond to questions about the findings.

The study focused on pollutants known as polycyclic aromatic hydrocarbons (PAH). These are organic compounds containing carbon and hydrogen, found in fossil fuels.

The study mirrored other research conducted in heavily fracked areas of the country, including Texas and Pennsylvania, that have focused on volatile organic compounds. These chemicals, including benzene and toluene, also are carbon-based chemicals in the same chain as those studied in Ohio––and they present similar dangers to human health.

With fracking on the rise across the country, the study authors and other scientists say there are simply too many unknowns about the potential health effects associated with the toxic chemicals released from oil and gas operations.

'Growing Concerns and a Lot of Questions'

The study got its start when a group of citizens approached Haynes, a public health expert at the University of Cincinnati, seeking information about health risks from natural gas extraction near their homes.

None of those people said they were sickened by breathing the air, but they wanted to know more about the potential consequences, Anderson said.

"There was some concern with all of the wells that were starting to go in around their homes," Anderson said. "People want to know; wanted to get answers about how all the [fracking] activity might be affecting them."

Anderson and her associates teamed with Haynes to design a study that relied on volunteers to collect air samples in Carroll County, which is home to about 30,000 people.

After volunteers were recruited through a community meeting and word-of-mouth, air samplers were placed on the properties of 23 volunteers; they lived or worked at sites ranging from immediate proximity to a gas well to a little more than three miles away.

The aluminum box monitors contained specially treated material that absorbed contaminants. The volunteers were trained in proper handling of the samplers and documenting data.

At the conclusion of the study, the samplers were sealed in airtight bags and returned to Anderson's lab at OSU for analysis.

The samplers picked up high levels of pollution associated with fracking in the areas studied, according to the report. Levels taken within one-tenth of a mile of a well were highest; they decreased by about 30 percent in samples taken a little more than three miles from a well.

10 occupations that are bad for your lungs - Part 1

Our lungs work hard for all of us - but
some occupations are worse than others.
Your lungs work hard. Most adults take more than 20,000 breaths a day. But just how well your lungs do their job may be affected by the job you do.

Chemicals. Germs. Tobacco smoke and dirt. Fibers, dust, and even things you might not think are dangerous can damage your airway and threaten your lungs.

"The lungs are complex organs," says Philip Harber, MD, MPH, professor of public health at the University of Arizona in Tucson. "Occupational and environmental exposures can lead to scarring or fibrosis, asthma, COPD, and infection or cancer."

The good news: Many on-the-job lung dangers are preventable. Depending on your line of work, making certain changes can be key: Improve ventilation, wear protective equipment, change the way you do your work, and learn more about hazards, for examples.

Here are 10 jobs where precautions may help you avoid work-related lung damage.

1. Bartending and Waitressing

Secondhand smoke has been linked to lung cancer. It remains a threat to workers in cities where smoking hasn't been banned in public places. Casino workers also can find themselves in a cloud of smoke.

No one's going to wear a respirator while serving martinis or dealing a blackjack game. Separating smokers from nonsmokers, cleaning the air, and ventilating buildings won't keep nonsmokers from being exposed.

Short of working to change policy, the best solution may be to find another job.

"Unfortunately, the individual worker has limited options," says Susanna Von Essen, MD. She's a University of Nebraska Medical Center professor of internal medicine in the division of pulmonary, critical care, sleep, and allergy.

2. Housekeeping and Cleaning

Some cleaning supplies, even so-called "green" or "natural" products, have harmful chemicals that have been linked with developing asthma.

"Cleaners are reactive chemicals, meaning that they react with dirt and also with your lung tissues," Von Essen says.

Some release volatile organic compounds, which can contribute to chronic respiratory problems and allergic reactions. Read labels and follow instructions.

Consider using "simple cleaning agents like vinegar and water or baking soda," Von Essen says. Open windows and doors to keep the area well ventilated, too.

3. Health Care

Doctors, nurses, and other people who work in hospitals, medical offices, or nursing homes are at increased risk for lung diseases such as tuberculosis, influenza, and severe acute respiratory syndrome (SARS).

So, health care workers should keep up with immunizations (including the flu vaccine) that the CDC recommends for them.

Health care workers may also develop asthma if latex is used in gloves or other supplies. Latex-free synthetic gloves are an alternative.

4. Hair Styling

Certain hair-coloring agents can lead to occupational asthma. Some salon hair-straightening products contain formaldehyde, a known carcinogen. It's also a strong eye, nose, throat, and lung irritant.

Good ventilation is important. Because wearing a respirator might cause appointments to cancel, know what's in the products you're working with. If they're not safe, find a safer product.

5. Manufacturing

Some factory workers risk getting asthma or making their existing asthma worse. Asthma not caused by work but made worse by it affects as many as 25% of adults with asthma, Harber says.

Factory workers can be exposed to everything from inhaled metals in foundries to silica or fine sand, which can lead to silicosis, a disease that scars the lung, or increased risk of lung cancer.

A lung disorder called "popcorn lung," or bronchiolitis obliterans, has been seen in plant workers exposed to some of the flavoring chemicals used to make microwave popcorn. Again, respirators and proper ventilation are key for those workers. (No risk of "popcorn lung" has been seen in people who eat that popcorn.)

Scientists rank chemicals according to exposure levels

model to see which chemicals people
are exposed to the most.
An overwhelming number of chemicals from household and industrial products are in the environment – and hundreds are in our bodies.

But for most of them, scientists have yet to determine whether they cause health problems.

Now they've taken the first step toward doing that by estimating which substances people are exposed to the most. Their new method is published in the ACS journal Environmental Science & Technology.

John F. Wambaugh and colleagues note that the risks to human health of any given substance depend primarily on two factors: the potential hazards a chemical presents, and how much of it people are getting exposed to.

But public data on these variables are lacking for many substances already in widespread use.

About 80,000 chemicals are registered in the U.S. under the Toxic Substances Control Act, and industry adds 700 to 1,000 new chemicals every year.

Directly measuring how much of these substances people are getting exposed to would be a Herculean task requiring the time-consuming analysis of thousands of blood or urine samples.

Wambaugh's team sought a more practical approach.

The researchers developed a mathematical model to predict which household and industrial chemicals people are exposed to the most.

They based their method on answering five simple questions about the substances, such as whether they are used in consumer products or whether they are pesticides.

They used this approach to rank nearly 8,000 chemicals, from highest potential exposure level to lowest.

While a few of the top 10 were familiar compounds such as DEHP, a common phthalate that has been shown to cause reproductive problems in rodents, most were substances that scientists know very little about.

The researchers say the ranking could help prioritize future efforts that aim to understand potential health risks of thousands of chemicals.

Dangerous chemical in Southern California air

Polluted outdoor air can become a problem indoors.
Regional air-quality officials are trying to find the source of a cancer-causing chemical discovered recently in Jurupa Valley at levels about four times higher than the average for urban Southern California.

“There is no cause for alarm, but we are looking into it because it is a bit unusual,” said Philip Fine, an assistant deputy executive officer for the South Coast Air Quality Management District.

The chemical is methylene chloride, a common industrial solvent used as a degreaser and paint stripper. It is very volatile, so it’s also used as an aerosol spray propellant and as a blowing agent for polyurethane foams.

Jean Ospital, the air district’s heath-effects officer, said the levels found in Jurupa Valley are too low to have short-term health effects.

But the long-term effect is a concern, Ospital said. The cancer risk is estimated at 7 cases per 1 million people over a 70-year lifetime, and the air district wants to eliminate that risk, he said.

“This risk is high for just one chemical, and it’s higher than the other communities in the air basin,” Ospital said.

In Jurupa Valley, the total cancer risk for all other sources of air pollution, including diesel soot, is 385 cases per 1 million people.

Fine said the air district first noted methylene chloride spikes in outdoor air samples taken at the district’s air monitoring station in the Rubidoux area of Jurupa Valley in late 2012 when collecting data for an air toxics study.

He said the district also found elevated levels in recent samples, as well as in samples collected separately by the state Air Resources Board, which monitors air quality for California’s Environmental Protection Agency.

The source, however, remains a mystery.

METHYLENE CHLORIDE
What: A volatile industrial chemical with a chloroform-like odor.
Uses: Paint stripping, paint remover, metal cleaning, degreasing, resin production, solvent distribution.
Industries: Pharmaceutical, adhesive and film base manufacturing.
Health effects: Cancer potential with long-term exposure. Short-term exposure to high concentrations may cause mental confusion, light-headedness, nausea, vomiting and headaches.
 
Air district officials have examined wind directions and other meteorological data, but they have been unable to trace the pollution to a residence or business, Fine said.

In 2004 and 2005, air quality officials found similar spikes in methylene chloride in Long Beach, and never were able to find the source.

Fine said the chemical is found in paint-stripping products readily available at retail stores such as Home Depot and Lowe’s. The air district, he said, may re-evaluate how it regulates such products, he said. It already has rules limiting the volatility of paints and varnishes because fumes contribute to the formation of smog.

While regional air quality is improving, Jurupa Valley has pockets of people living near freeways, railroads and warehouses who are exposed to higher levels of pollution.

Penny Newman, executive director of Jurupa Valley-based Center for Community Action and Environmental Justice, said several industries in the area may be using industrial solvents.

“It is disturbing that they don’t know where it is coming from,” Newman said.

Methylene chloride isn’t the first unusual type of pollution in Jurupa Valley.

In 2008, the air district disclosed that it had found elevated levels of cancer-causing hexavalent chromium in the Rubidoux area.

District officials later traced the pollution to the TXI Riverside Cement plant, which was found to be releasing chromium-tainted cement dust into the community.

TXI was cited for dust violations and agreed to pay $1 million in penalties and to make changes to its operations in ways that greatly reduced dust emissions.

Researchers focus on asthma's mystery triggers

Environmental factors may affect non-allergic asthma.
Researchers are making interesting new discoveries about a particularly confusing type of asthma.

Doctors increasingly are recognizing that as many as half of asthma sufferers have a form of the lung disease known as nonallergic asthma.

Some medications that help control symptoms of the more familiar allergic asthma aren't as effective in nonallergic patients.

There is still much that isn't understood about allergic asthma, which is brought on by an overactive response of the body's immune system to food, pollen and other allergens.

Even more mysterious is the cause of nonallergic asthma, which doesn't involve an immune-system response. Symptoms for both forms of the disease typically include constricted airways, wheezing and coughing.

Researchers also continue to discover substances in the environment that appear to increase the risk for developing asthma.

One of the latest studies, from New York's Columbia University Medical Center, found an association between asthma rates and phthalates, chemicals used in many plastic products that have raised health concerns.

The scientific hunt for the causes of asthma reflects concern about the puzzling rise in rates of the disease.

In the U.S., the percentage of the population diagnosed increased in 2010 to 8.4%—or more than 25 million adults and children—from 5.5% in 1996, according to the most recent data from the Centers for Disease Control and Prevention. Some 1.8 million people visited a hospital emergency department in 2010 for asthma-related treatment.

Scientists studying nonallergic asthma say greater understanding of the molecular pathways in this form of the disease could lead to new targets for drug development.

Stefan Worgall, chief of the pediatric pulmonology, allergy and immunology division at Weill Cornell Medical College, and his colleagues recently discovered that when a normally occurring type of fat, known as sphingolipids, isn't embedded properly in the cell walls in the lungs of mice, the airways constrict.

Dr. Worgall says the finding could help explain why obesity is a risk factor for asthma. Obese people tend to exhibit abnormalities in sphingolipids, he says.

Currently, Dr. Worgall and his team are measuring sphingolipid levels in the blood and breath of asthmatic children. Early findings suggest the levels appear abnormal, he says.

Jeroen Douwes, director of the Centre for Public Health Research, at Massey University in New Zealand, believes nonallergic-asthma patients might have particularly sensitive nerves in the lungs that tell the brain at a lower-than-normal threshold that a noxious substance is in the air and airways need to be constricted.

TAKE A BREATH

Asthma rates have been rising for years, for reasons that aren't understood.

  • About 8.4% of people in the U.S. had asthma in 2010, up from 5.5% in 1996.
  • Boys are more prone to asthma than girls. But as adults, more women have asthma than men.
  • Black children are twice as likely as white children to have asthma.
  • Symptoms of asthma can include coughing, chest tightness, wheezing and difficulty breathing.
  • Dust, mold, pets, exercise and strong emotions are some common triggers of asthma attacks.

Some previous studies suggest some asthmatics have an inappropriate neural response, which might translate into greater sensitivity, says Dr. Douwes. He is currently reanalyzing samples from previous studies of children followed since birth for asthma and allergy symptoms to look for evidence of neural activation.

An oversensitive neural pathway would help explain such mysteries as why dust or pollen can trigger an asthma attack without causing an allergic reaction and why stress has been found to bring on attacks in some people, Dr. Douwes says.

Not all asthmatics respond to traditional asthma medications. Corticosteroids, such as prednisone, for instance, are usually administered with an inhaler and in other forms to prevent asthma attacks.

The drug is generally effective in people with allergic asthma because it dampens the body's immune response to an allergen. People with nonallergic asthma often get less relief from corticosteroids.

Instead, these patients might be given another type of drug called a beta-agonist, such as albuterol and levalbuterol, which works by relaxing lung muscles.

Environmental factors are among the most studied causes for both types of asthma.

In a recent study of phthalates, researchers studied 300 women and their children living in New York's inner city, where asthma rates are relatively high.

The study measured phthalate levels in the women's urine during pregnancy and in the children at ages 3, 5 and 7 years old.

After taking into account other risk factors, such as maternal smoking, the researchers found significantly higher rates of asthma among the children whose mothers had the greatest levels of phthalates during pregnancy, says Rachel Miller, a co-author of the study and an allergist, pulmonologist and environmental health sciences professor at Columbia University Medical Center.

But there wasn't a correlation between asthma and the children's own exposure to phthalates in the early years after birth, according to the study, which was published in the journal Environmental Health Perspectives in September.

"It's assumed that the prenatal period is going to be your most susceptible period [for disease], including lung development," says Robin Whyatt, a study co-author and a professor of environmental health sciences at Columbia's Mailman School of Public Health.

The researchers cautioned that while the study found an association between phthalates and asthma, it didn't prove causation.

The finding is "potentially very important because exposure to phthalates is widespread," says Neil Pearce, a professor of epidemiology and biostatistics at the London School of Hygiene and Tropical Medicine, who studies asthma but wasn't involved in the phthalate study.

The CDC says people are widely exposed to phthalates but the chemical's impact on human health isn't known and needs more research. Phthalates have been found to affect the reproductive systems of lab animals, according to the CDC.

Phthalates, which make plastics flexible, among other functions, are found in many household products from vinyl flooring to certain types of plastic food containers and scented candles, but aren't listed on labels.

Dr. Whyatt says that to minimize phthalate exposure, people shouldn't microwave in plastic containers and should store food in glass instead.

Micro-monitors to warn of air pollution hot spots

Small air quality monitors can provide valuable information
about local air pollution levels to citizens and the public.
Louisville is planning to monitor air pollution on a micro-level, potentially shedding light on city "hot spots" that could be damaging people's health.

Using new technology tied to the Internet, Louisville philanthropist Christy Brown is helping to deploy a fleet of micro-monitors about as big as a softball that will continuously sniff the air and provide individuals — as well as the public — a quick view of the pollution surrounding them.

Brown announced the program to deploy the first 100 so-called Air Quality Eggs at a cocktail supper for 200 guests at her northeast Louisville home. They will monitor for nitrogen dioxide, carbon monoxide, particulates, temperature and humidity.

The goal, Brown said, is to "find a new way to care for each other." And Mayor Greg Fischer, who frequently speaks about the need for compassion and innovation, is endorsing the effort.

"We are living in an extraordinary time ... with all these new tools we have not had available before," he told those at Thursday's event. "You may not understand this egg thing, but go ahead and become a civic entrepreneur."

While not as reliable as government sensors, the readings do give people an approximate idea of pollution levels immediately nearby, so they can be more informed in seeking better air quality, said Dirk Swart, a co-founder of the company that makes the monitors, Wicked Device LLC of Ithaca, N.Y.

"The goal is to make information actionable," by making it immediate and personal, he said.

Ted Smith, the mayor's innovation czar, said that the party's participants purchased as many as 100 of the monitors. When bought from Brown's new nonprofit Institute for Healthy Air, Water and Soil, each monitor costs $200 a piece. That's less than the $243 that the company charges for the same package on its Wicked Device website.

Smith said people can donate the eggs so a project team can place them in strategic locations. That way they can search for potential pollution hot spots that may be missed by the Louisville Metro Air Pollution Control District's network of six monitoring stations, he said.

"The best possible outcome is a closer connection between health and well-being and our environment," he said.

For those who want to track more pollutants, they may purchase an egg directly from the Wicked Device website, adding packages that detect ozone and volatile organic compounds, which contribute to smog.

All the data will be sent automatically to the Air Quality Egg website, as well as a special website being developed for Louisville, which will include other information such as the location where people who are participating in a related project are having asthma attacks.

The special Louisville website will also compare Egg readings to an index, giving people a sense of what the data means, Smith said.

Accuracy uncertain

The Air Quality Egg was launched in 2012, part of what the U.S. Environmental Protection Agency calls the next generation of air monitoring. There are also businesses that have developed small monitors that connect to smart phone applications, providing instant readings of what their users are breathing.

"In the last two years, we have seen an explosion around these technologies," said Ron Williams, a research chemist with the EPA's Office of Research and Development.

He said EPA has been conducting laboratory and field tests to determine how accurate the personal monitors are, and said "that has yet to be determined. It's certainly not regulatory grade."

Without commenting specifically on the Air Quality Egg, he said "most of these devices have value for low-cost citizen science."

Swart acknowledged that their data can't match the quality of official government monitors.

"We are not trying to be the EPA," he said.

Similar community initiatives are underway with the Air Quality Egg in Boston and the country of Georgia, he said.

Arnita Gadson, executive director of the Kentucky Environmental Quality Commission, said officials working on new air-monitoring initiative will have to be careful about how they communicate with the public, because there are many types of air pollution, and the personal monitors only track a few.

In addition to Louisville's six official monitoring stations, Indiana and Kentucky run several others in the region that are used to determine the community's compliance with federal clean-air rules.

They sample for a variety of pollutants, such as ozone and the smallest of particulates, and have shown that in recent decades, air quality locally has improved.

While those monitors are meant to characterize air quality across a region, air pollution can be different from neighborhood to neighborhood.

Search for hot spots

That's where the micro-level reporting may be especially helpful — helping to identify potential hot spots and their sources.

In general, people who live in more polluted cities don't live as long, said Aruni Bhatnagar, a professor of medicine at University of Louisville.

And there can also be places in cities where air quality is worse, he said, calling them hot spots where air pollution can also damage people's bodies and make them sick.

The effort harkens back more than a decade when Louisville was gripped in a fight over toxic air from industrial sites.

Smith said he plans to seek advice from the Louisville air district and and its health department on where to place the air monitors that people donate.

Air district staff are willing to do that, said Keith Talley Sr., executive director of the agency.

He said it's too soon to evaluate the citizen monitoring program but said it "could point out some stuff we need to look at."

The biggest impact, he said, may be "the community awareness it will bring."

Texas gas town wants to ban fracking

Oil and gas production has
fueled concerns over air
and water quality.
Natural gas money has been good to the Texas city of Denton: It has new parks, a new golf course and miles of grassy soccer fields. The business district is getting a makeover, and the airport is bustling, too.

For more than a decade, Denton has drawn its lifeblood from the huge gas reserves that lie beneath its streets. The gas fields have produced a billion dollars in mineral wealth and pumped more than $30 million into city bank accounts.

But this former farming center north of Dallas is considering a revolt. Unlike other communities that have embraced the lucrative drilling boom made possible by hydraulic fracturing, leaders here have temporarily halted all fracking as they consider an ordinance that could make theirs the first city in the state to permanently ban the practice.

If the city council rejects the ban, it will go to voters in November.

The college town has preserved much of its agricultural past. Historic downtown streets lined with 19th-century buildings open up to expansive fields with greenhouses and grazing cattle. But drilling is never far away, with some 275 active gas wells piercing the earth.

The willingness to reject fracking in the heart of oil and gas country reflects a broader shift in thinking.

In place of gas drills, some of Denton's 120,000 residents envision a future in which their city is known for environmentally friendly commerce and the nation's largest community garden.

They've even embarked on a campaign to persuade the maker of Sriracha hot sauce to expand its massive pepper-grinding business here — a prospect that appeals to the local farm-to-table culture.

Fracking involves blasting a mix of water, sand and an assortment of chemicals deep into underground rock formations to free oil and gas. The method has long stirred concerns about its effect on air and water quality, and whether it releases cancer-causing chemicals and causes small earthquakes.

Around the time fracking began in Denton, in 2000, the population started to swell, along with doubts about the drilling.

The Denton Drilling Awareness Group proposed tighter fracking rules and even won a series of temporary bans on new drilling permits.

At the same time, drillers defied city rules that required them to line wastewater pits and prohibited them from burning off, or "flaring," waste gas in residential areas.

"All that did was make people so fired up," McMullen said. "We had no choice" but to call for an outright ban, she said.

It also helped that only 2 percent of Denton's residents see royalties from the drilling, McMullen said, citing an analysis of city appraisal records on mineral property values between 2002 and 2013.

Scores of other cities and some states have considered similar bans, but few, if any, have Denton's close ties to the oil and gas industry. The issue could test whether any community in Texas — the nation's biggest oil and gas producer — can rebuff the industry and still thrive.

The debate comes as the city tries to wean its business community off fossil-fuel revenue. The Sriracha campaign is the highest-profile part of that effort. Another example is Tetra Points Fuels, which produces ethanol from expired soda and other sugary drinks that have been thrown away.

If the fracking ban is adopted, it's unclear whether the law would hold up in court. Cities in Colorado and California are being sued by drilling operators over similar bans, and owners of mineral rights here are already making their case for more drilling.

Ed Ireland, director of the Barnett Shale Energy Education Council, a pro-industry group, said Denton can't implement a ban because the city in 2000 began issuing drilling permits to operators "in perpetuity."

Land in Texas is split between the surface and the minerals below. In Denton, most of the mineral rights are held by estates and trusts outside Texas, according to a preliminary study by University of North Texas researchers who support the ban.

The Rayzor Co., which has one of the largest mineral holdings in Denton, stands to lose about $1.75 million a year if it's barred from fracking on its former cattle ranch. Chief executive Phillip Baker insists that fracking is the only process capable of retrieving gas from the mineral rights held by Rayzor and others.

Meanwhile, city councilman Kevin Roden has different hopes for the future. He launched the Sriracha campaign despite the company's problems in Irwindale, California, where residents complained about odors and fumes that burned their throats and eyes.

"There's a big distinction," Roden said he tells skeptics, "between the toxins emitted from oil and gas and the irritation that comes from chopping tons of onions and jalapenos.

OSHA works to update chemical exposure limits

In an apparent effort to kickstart agency action on updating permissible exposure limits for hundreds of chemicals, the Occupational Safety and Health Administration asked the White House April 15 to approve a request to gather information on ways to address chemical exposure.

OSHA cited widespread agreement that the majority of the agency's exposure limits are decades out-of-date and need revising.

But agency attempts have gone nowhere since a 1992 appeals court decision scuttled a blanket measure on exposure limits for nearly 400 chemicals.

The specifics of OSHA's request for information (RIN: 1218-AC74) won't be publicly available until the White House Office of Management and Budget completes its review.

Agencies typically issue formal requests for information in the context of setting up future rulemaking, but OSHA may be soliciting views on a range of alternatives.

The problem of outdated exposure limits seems to need a creative solution, given the legal, political and practical restrictions that OSHA faces.

Working on exposure limits one chemical at a time is nearly impossible given the agency's limited resources, said Aaron Trippler, director of government affairs at the American Industrial Hygiene Association.

Changing the law to update the limits and amend the process to make it easier for OSHA to update the limits moving forward is complicated by the reality of Congress actually drafting, introducing and passing legislation, Trippler said.

“That doesn't leave too many other options,” so OSHA is putting out a request for information, Trippler told Bloomberg BNA. “By chance there may be something no one has thought of to date.”

Alternatives to Rulemaking?

OSHA has tried non-regulatory efforts to mitigate the potential for worker harm that results from out-of-date exposure limits.

In October 2013, the agency launched a pair of online tools to help employers substitute safer chemicals and use more protective exposure limits on a voluntary basis.

Some employers have been using exposure limits that are more protective than OSHA's as a matter of good practice or by agreement in union contracts, Jim Frederick, United Steelworkers' assistant director for safety and health, told Bloomberg BNA.

But Frederick said OSHA-enforced limits create a level playing field for employers, since competing businesses all have to make the investments to meet the same limit, and for workers, who would be afforded the same degree of protection no matter where they work.

OSHA has permissible exposure limits for various forms of about 300 chemicals, established in 1971, that are based on science from the 1950s and 1960s. In 1989, the agency issued a rule that revised 212 existing limits and established 164 new ones. But that rule faced a legal challenge from industry, which said the limits were too stringent, and from labor, which said some were too weak.

The agency resumed enforcing the 1971 limits.

Should the agency decide to move forward with rulemaking on updating the exposure limits, it would be a long process that would probably require the commitment of whoever takes over the White House after the 2016 presidential elections. The Government Accountability Office found OSHA rulemaking took an average of more than seven years.

New ways to detect diseases that are linked to polluted air

Good health and personal registers in combination with model calculations of air pollution down to an individual address has helped Danish researchers to become among the very best in the world to detect harmful diseases deriving from polluted air

At rest, we breathe approx. 12-15 times per minute, and for each inhalation we change approx. one litre of air. Depending on the activity level, this makes up a daily quantity in the order of twenty cubic metres of air that - with its content of pollution in the form of particles and different gases - can make us ill depending on how polluted the air is.

Asthma attacks, wheezing, cardiovascular diseases and lung cancer are some of the more glaring examples of diseases we - in worst case - can get from the domestic air.

The list of injuries due to air pollution in Denmark is long. This appears from a brand new article that professor Ole Hertel from Aarhus University, has written with a number of Danish colleagues at University of Copenhagen, the Danish Cancer Society and Aarhus University.

"So the list of diseases detected in Denmark is long, but it does not mean that we have the world's most polluted air. This is to be found in Asia, Africa and South America. Here, you typically find a yearly mean value of the particle pollution (PM10) of 50-200 micrograms per cubic metres of air, while the content in Copenhagen and other Western European Megacities typically is at a lower level - about 20-50 micrograms per cubic metre. But even in a "moderately polluted" air as we call it in Danish towns and cities, we find many serious injuries which come from the air that we breathe every day," explains Ole Hertel.

Studies on polluted air and health effects

In the article "Utilizing Monitoring Data and Spatial Analysis Tools for Exposure Assessment of Atmospheric Pollutants in Denmark", Ole Hertel and his colleagues review the Danish experiences in combining measurements and models.

By combining measurements on relatively few but well-chosen places with advanced models for spreading of air pollution, the researchers can calculate the air pollution down to the individual addresses.

Hertel and Co. review a number of Danish studies of the coherence between air pollution and injuries to health.

A total of nine short-term studies have been published in Denmark, where researchers have demonstrated respiratory and cardiovascular diseases after episodes with increased air pollution, etc.

Similarly, eleven studies demonstrate long-term injuries due to air pollution, e.g. lung cancer, cardiovascular diseases, diabetes and mortality.

Improved information, surprising results

The scientists' ability to detect a wide range if different types of damages of the Danes' health is due to the fact that Danish researchers represent some of the very best to demonstrate illnesses caused by air pollution on human health.

This is obvious when we look at the model for spreading of air pollution, OSPM, which was developed by Danes and is now used in approx. twenty countries. This is also why Ole Hertel was invited to give an overview of the diseases detected to be a consequence of the air pollution in Denmark, first on a major international conference and afterwards in book form.

Ole Hertel points out one of the Danish results as particularly notable:

"It came as a surprise to me that the studies showed a connection between air pollution and diabetes. It is rather new information that air pollution can cause diabetes, and we are working on finding a biological explanation for this correlation. This is an example of the fact that our very detailed way of working in Denmark leads to precise results."

Import of harmful chemicals used in carpets to be restricted

WASHINGTON--The U.S. Environmental Protection Agency (EPA) is finalizing a rule that will allow the agency to restrict imports of potentially harmful perfluorinated chemicals that could be used in carpets.

The regulation will require companies to report to EPA all new uses, including in domestic and imported products, of these chemicals once used for soil and stain resistance in carpets.

These chemicals have been shown to persist in the environment and bioaccumulate in humans and animals – they represent a potential threat to American’s health.

This action follows the U.S. chemical industry’s voluntary phase out of these chemicals and a range of actions by EPA to address concerns with these chemicals.

“While this category of chemicals has largely been voluntarily phased out by the U.S. chemical industry and not in use in this country, they could still be imported in carpets. Today’s action will ensure that EPA has the opportunity to take action to restrict or limit the intended use, if warranted, for any new domestic uses or imports,” said Jim Jones, EPA’s Assistant Administrator for the Office of Chemical Safety and Pollution Prevention, in a press release.

“This action will also provide a level playing field for those companies who stepped up to cease the use of these chemicals in this country, while at the same time protecting the American public from exposure to these chemicals in imported carpet products.”

The final rule issued today, known as a Significant New Use Rule under the Toxic Substances Control Act, requires that anyone who intends to manufacture (including import) or process any long-chain perfluoroalkyl carboxylic (LCPFAC) chemicals for use in carpets or carpet products submit a notification to EPA at least 90 days before beginning the activity, providing the agency with an opportunity to review and, if necessary, place limits on manufacturers or processors who intend to reintroduce or import products with these chemicals.

Today’s action is one of several EPA has taken to protect the public from perfluorinated chemicals.

P&G halts use of 2 chemicals in personal care products

When it comes to beauty and personal care products, the promises may not be worth the possible health effects. In recent years, consumers have become more concerned about what kind of chemicals they are exposed to on a regular basis.
Companies are slowly phasing out
toxic chemicals from beauty products.

It seems to be working.

Procter & Gamble has announced it is phasing out the use of two chemicals by 2014 from its beauty and personal care products.

The chemicals are phthalates and triclosan, which advocates say have been linked to birth defects and infertility.

“We made a strategic choice to exit the use of these two ingredients for a couple of reasons, including feedback from some of the people who use our products,” company spokesman Dr. Scott Heid was quoted in a Cincinnati News article.

The company recently updated its timetable for discontinuing the chemicals’ use on its web site.

The company says the chemicals are safe and approved by regulators.

P&G says it will stop use of diethyl phthalate (DEP), the only phthalate it still uses. The chemical evaporates slowly and helps scents and colors last longer in products such as soap and shampoo.

Other types of phthalates called DBP and DEHP have been banned by the European Union and dropped by consumer product companies.

The consumer products giant also says it will stop using triclosan, an ingredient that slows or stops the growth of germs such as bacteria and mildew. P&G uses the antibacterial chemical in some of its dish soap, professional hand soap and other personal care products.

US moves to improve safety of chemical storage

EPA, OSHA and ATF provide information and lessons learned about the safe storage, handling and management of Ammonium Nitrate 

WASHINGTON – The U.S. Environmental Protection Agency (EPA), the Occupational Safety and Health Administration (OSHA) and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) issued a chemical advisory that provides information on the hazards of ammonium nitrate (AN) storage, handling and management.

This action supports the goals of President Obama’s August 2013 executive order on “Improving Chemical Facility Safety and Security.”

for workers and communities.
The advisory provides lessons learned for facility owners and operators, emergency planners and first responders from recent incidents, including the explosion in West, Texas, involving AN in order to prevent similar incidents.

“Understanding and minimizing the hazards posed by solid ammonium nitrate used in fertilizers is a key component of this advisory,” said Mathy Stanislaus, assistant administrator for EPA’s Office of Solid Waste and Emergency Response. “In addition, the community emergency planning and response information in this document provides a valuable tool that will help protect workers, first responders and communities throughout the country.”

“Ammonium nitrate can be very dangerous, and it’s imperative that employers, workers and first responders all understand the hazards,” said Dr. David Michaels, Assistant Secretary of Labor for Occupational Safety and Health. “With this understanding, together they can control these hazards and save lives and limbs.”

The advisory takes steps to reduce the risks associated with AN to workers, first responders and communities.

It is part of an ongoing coordinated federal government effort to improve chemical safety with regards to AN and includes information on ensuring proper building design, storage containers and fire protection at their locations; learning from other accidents; and knowing and understanding the hazards that exist when developing their emergency response plans.

Office vapor intrusion spurs lawsuit

Five female office workers say gasoline fumes harmed their unborn children

JACKSON (AP) -- Texaco Inc. has settled a lawsuit with five women who alleged the oil company was responsible for ailments of children born after they were exposed to leaded gasoline fumes.

Both sides informed the Mississippi Supreme Court on Aug. 15 the settlement was reached. Terms were not released.

The Supreme Court dismissed an appeal last week and sent the case to Jefferson County for approval of the settlement.

A jury had returned a $17 million verdict for the women in 2010.

The women said they were pregnant when they worked in an office building in Fayette that had been a gasoline station affiliated with Texaco, and were exposed to fumes from tanks left in the ground.

As result, they claimed, their children were born with disabilities and illnesses.

Wayne Drinkwater of Jackson, an attorney for Texaco, now part of Chevron, argued before the Supreme Court the company didn't own or operate the station and leaks were not its fault.

Eduardo Flechas, representing the families, said the court record showed Texaco had control of the tanks when the leak occurred between 1974 and 1976.

Fragrance company claims to be committed to health and safety measures

A Japanese fragrance manufacturer plans to relocate operations from New Jersey to Harriman, officials say.

The international fragrance manufacturing company will spend $10 million dollars to renovate the 130,000-square-foot former Manhattan Beer site, which will employ 80 workers.

The company plans to open in stages and to be fully operational by the end of this year.

Concerns over possible odor problems in Harriman, which used to have some problems with chemical companies and the sewer district plant, have been met with assurances that odor controls will be in place.

Takasago International Corporation was founded in in Japan in 1920, and has developed flavors and fragrances for some of the world’s most successful food, beverage, fine fragrance, household and personal care products, according to the company’s Web site. It operates in 24 countries and has more than 3,000 employees worldwide.

Cleaner air in chemical laboratories

Receipts as an occupational hazard

Workers handling a lot of paper receipts may be exposed to endocrine disruptors such as bisphenol A (BPA) or its structurally related alternative BPS.

Recent research and growing awareness about the possible harmful effects of BPA exposure have pushed many manufacturers to produce BPA-free products.

But researchers caution that the typical replacement BPS may pose a similar exposure threat.

In a recent study, researchers found that paper products with a BPA alternative could expose workers to just as many chemical compounds as before and that toxicology research into the BPA alternative is urgently needed.

Sales receipts can be a big source of exposure to BPA because manufacturers use it to help develop ink. Workers and clients handling the receipts can readily absorb BPA through the skin, experts say.

However, studies (mostly on animals) have shown that BPA is an endocrine disruptor that can cause many health problems, including obesity and cancer.

The BPA alternative BPS has similar endocrine-disrupting functions, the researchers warn.

Fracking air pollution rules to curb airborne chemicals

The Environmental Protection Agency has finally issued air pollution rules for fracking wells last week, regulating the smog-producing compounds and gases that are released when the wells are first tapped.

In the United States, some 13,000 wells are drilled every year to collect natural gas and oil from shale formations through a process called hydraulic fracturing or “fracking.”

The rules will go into effect in about two months and apply during the first period after a well has been drilled when natural gas is venting but production hasn’t started.

This phase-in of a green completion of new fracking wells will give enough time to companies to adjust, regulators say.

Right now, fracking wells release smog-related chemicals that have been linked to asthma, respiratory ailments and cancer and the new rules aim to curb that pollution.

Water is by far the largest component of fracking fluids. The initial drilling operation itself may consume from 6,000 to 600,000 US gallons (23,000 to 2,300,000 l; 5,000 to 500,000 imp gal) of fracking fluids.

Over its lifetime an average well will require up to an additional 5 million US gallons of water.

Chemical additives used in fracturing fluids typically make up less than 2% by weight of the total fluid. Still, there could be as many as 632 chemicals used in natural gas operations.

Some may be harmless, but others vary widely in toxicity. Some are known carcinogens, some are toxic, and some are neurotoxins.

Vapor intrusion in Ohio spurs health concerns

People living in Moraine, Ohio, could be inhaling toxic vapors left over from a General Motors plant, EPA warned after testing 60 homes.

It may not be safe to keep living in homes where they found a high level of toxic vapors, experts said in a public meeting at the end of August.

Pamela Barnett, a Cleanup Manager with Revitalizing Auto Communities Environmental Response Trust (RACER), described the chemicals as, "It's solvents. Very similar to dry cleaning solvents".

RACER is a company working with the EPA to clean up the site.

The chemicals in question are Tetrachloroenthylene (TCE) and Trichloroethylene (PCE). Long-term exposure to TCE and PCE has been linked to liver and kidney tumors and increased chances of developing leukemia and lymphoma.

The cleaning chemicals enter the homes through cracks and fissure sin the foundation and may be inhaled by the residents.

EPA is installing vapor intrusion mitigation systems that are designed to vent the fumes outside.
