Manufacturers ignore welders’ health: Experts

Welding is linked to various health risks.
A single welder produces 20 to 40 g of welding fumes per hour, which corresponds to about 35 to 70 kg per year.

Most welders understand the many health risks of working in the fabrication industry, which include electric shocks, fire, explosions and radiation exposure, but it appears that one of the biggest threats to a welder’s health - toxic welding fumes - is being ignored by many welders and their employers.

Research shows a lack of familiarity with the gases used or fumes produced during the welding processes can be a serious health risk. Workers can become ill if dangerous fumes are not removed from the workplace.

OHS groups say it is essential welders are familiar with the materials being used (such as gases, base metals, coatings and cleaners) and their possible health impact.

Research reveals fumes produced during welding processes can lead to workers experiencing eye, skin and respiratory system irritation, nausea, headaches and dizziness.

In some cases, the fumes can cause serious lung diseases and increase the risk of asthma and cancer and possibly lead to asphyxiation.

However, despite all these warnings, many manufacturers are unaware of the need for adequate fume extraction to create a safe working place.

An open roller door and a fan on the roof or in the wall may be able to affect the air changes per hour or minute, but welders are still exposed to the fumes. The area needs to be well ventilated to let toxic fumes and gases escape.

Central ventilation systems and even large extraction hoods over workbenches often fail to provide adequate protection, since the fumes still contaminate the general airflow.

Experts say that extraction-at-source is most effective – removing toxins as soon as the fumes are generated.

It has been shown that different welding methods give rise to different amounts of fumes containing different concentrations of hazardous substances.

Among the high-risk elements are hexavalent chromium Cr(VI), manganese, nickel and lead.

The particles at source are often extremely small; 0.01-0.1µm which means they are very easy to inhale deep into the lungs.

Furthermore, not only welders are at risk in unsafe environments. Production equipment, as well as end products, are negatively affected by the lack of adequate safety measures.

During welding, the intense heat of the electric arc vaporises a fraction of the metal in the electrode and weld pool.

Any metal vapour that escapes the arc area condenses as it cools and oxidises into weld fume. The vapour that develops condenses as it cools and oxidises into weld fume containing a complex mixture of metal oxides.

Particulate fume is formed mainly by vaporisation of metal and flux. As it cools, the vapour condenses and reacts with the atmospheric oxygen to form fine particles.

The size of the particles (0.01 - 1µm) tends to influence the toxicity of the fumes, with smaller particles presenting a greater danger.

Additionally, many processes produce various gases (most commonly carbon dioxide and ozone, but others as well) that can prove dangerous if ventilation is inadequate.

About 90% of the fume originates from the consumable, while the base metal only contributes very little.

The fume contains all the elements present in the consumable, but often in very different proportions. Volatile components have a higher concentration in the fume than in the consumable and the opposite is true for components with a high melting point.

The amount of welding fume varies between different welding processes: Fumes from manual metal arc (MMA) welding and fluxcored arc welding (FCAW) contain a high proportion of components coming from the electrode coating or the flux core. Comparatively little comes from the filler metal.

It has also been shown that particles in welding fumes are small enough to be suspended in the air for a long time. They can be inhaled and penetrate into the innermost area of the lungs. Over time, the particles can even reach the bloodstream.

Lawsuit over pool chemical safety reinstated

Pool chemicals may be a health hazard.
A consumer group accused manufacturers of chlorine-detecting pool chemicals of violating state law by failing to disclose a cancer-causing ingredient, but an Alameda County judge dismissed their lawsuit because it failed to precisely identify the actual ingredient - which is also on the state's list of carcinogens.

But a state appeals court reinstated the suit.

The judge's hairsplitting is inconsistent with the disclosure law's purpose, "protection of the public from toxins," the appeals court said.

The suit was filed by Consumer Advocacy Group in 2007 and 2008 against eight makers or distributors of kits that test chlorine levels in swimming pools and spas.

The suit alleged that the products contained a chemical, orthotolidine, or OTO, that is on the state's list of substances known to cause cancer. A 1986 initiative, Proposition 65, requires businesses to warn the public of exposure to any chemical that can cause cancer or birth defects.

The manufacturers responded that the ingredient in their products was not OTO but another chemical, orthotolidine hydrochloride. That substance, which the appeals court described as a salt related to OTO, is also on the state's Prop. 65 disclosure list.

After a non-jury trial in 2010, Superior Court Judge Robert Freedman ruled that Prop. 65 required the consumer group to prove that the products contained OTO, but it had failed to do so.

He dismissed the suit and ordered the group to pay some of the manufacturers' court costs, which came to $60,000, according to the plaintiffs' lawyer.

In reviving the suit, the First District Court of Appeal said a public-protection measure such as Prop. 65 "must be construed broadly" to accomplish its goals.

The proper question in the case is whether the consumer group can prove that the products "exposed individuals to a listed chemical without a warning," said Justice Maria Rivera in the 3-0 decision.

The justices told Freedman to reconsider the case and decide whether the group's failure to specify the chemical had impaired the manufacturers' ability to put on a defense, and if not, whether they had violated Prop. 65.

Reuben Yeroushalmi, the consumer group's lawyer, said Wednesday that the manufacturers now have a Prop. 65 warning on their labels. He said the suit seeks penalty payments for past violations, which would be split 3-1 between the state and Consumer Advocacy Group.

The pool kits contain "one of the most insidious, dangerous products" sold in California, Yeroushalmi said. He said the group's lawsuits have prompted other companies to remove the ingredient from their products.

Stephen Marsh, a lawyer for the manufacturers, said the defendants are confident that they can show that they complied with Prop. 65.

Nursing home cited for workplace hazards

OSHA fines New Jersey nursing home for exposing workers to excessive heat and health hazards

CARNEYS POINT, N.J. – The U.S. Department of Labor's Occupational Safety and Health Administration has cited Carneys Point Care Center for 10 alleged serious violations and one other-than-serious violation found at the nursing home in Carneys Point.

OSHA's May inspection was initiated as part of the agency's national emphasis program for nursing and residential care facilities.

"The increasing rate of injuries and illnesses among hospital and health care workers underscores OSHA's concern about the safety and health of these workers," said Paula Dixon-Roderick, director of OSHA's Marlton Area Office.

"The workers that care for our loved ones deserve a safe workplace. OSHA is committed to ensuring effective hazard prevention measures nationwide."

Among the serious violations cited involves OSHA's general duty clause because workers in the laundry department were exposed to excessive levels of heat. OSHA proposed a fine of $6,300 for this violation.

Serious violations, carrying $42,300 in proposed penalties, include

  • failing to ensure workers wore appropriate eye protection; 
  • ensure easy access to a sharps container; 
  • correct exposed wires from an industrial washer; 
  • provide suitable eyewash facilities, bloodborne pathogen training, Hepatitis B vaccines and effective information and training on hazardous chemicals in the workplace; 
  • properly use flexible electrical cords and label hazardous chemical containers; 
  • develop a written hazard communication program; and 
  • have material safety data sheets and safety data sheets for each hazardous chemical used in the workplace. 

A serious violation occurs when there is substantial probability that death or serious physical harm could result from a hazard about which the employer knew or should have known.

Follow-up needed to ensure workplace safety, Canada auditor says

HALIFAX, N.S. - Only a small fraction of employers in Nova Scotia were given tickets for workplace safety violations over a one-year period despite missing deadlines, the province's auditor general says.

Provincial auditors found 10 summary offence tickets were issued in 1,228 cases where workplaces failed to comply in time with safety orders between April 1, 2012, and March 31, 2013.

Auditor general Jacques Lapointe says Labour Department inspectors need to do a better job of following up after identifying safety issues.

"The department should focus more on prevention by better enforcing compliance with work orders,'' Lapointe told a news conference after his fall report was released Wednesday.

The department's response in the report says 95 per cent of employers did eventually comply with the orders.

A department spokeswoman said inspectors also used administrative penalties under the Occupational Health and Safety Act as a way to push employers to comply with orders.

Labour Minister Kelly Regan said her department agrees it has to be more consistent in enforcing its rules.

"If people continue to break safety rules we will use the toughest tools we have to protect workers,'' she said in an interview. "Non-compliance is not an option.''

Lapointe said the department's health and safety division needs to target higher-risk workplaces using Workers' Compensation Board data.

Only 27 of 100 workplaces with the worst safety records were targeted for inspection during the one-year period examined, said Lapointe.

The report says the current system identifies higher-risk workplaces, but it fails to create a specific plan for their inspection over the course of a year.

As a result, some of the province's more dangerous workplaces -- such as health and social services facilities -- aren't receiving enough attention, says the report.

"Part of this involves focusing a little better on inspecting targeted workplaces, the higher risk ones ... and being a little more organized,'' said Lapointe.

Auditors say the department's health and safety division also lacks a system to log and track complaints to ensure they are recorded and investigated.

Tony Tracy of the Canadian Labour Congress said it's clear the province needs more inspectors and described the number of summary tickets that were issued as "ridiculously low.''

"People are stretched very thin,'' he said. "We need to ensure the (inspector) staffing levels are adequate to ensure inspections after an accident as well as pre-emptive inspections.''

Regan says the department is hiring five new employees to bring the total number of investigators and inspectors to 40.

She said with more employees, more unannounced inspections will take place.

But Lapointe said it's premature to conclude the problem is a shortage of staff.

"It's hard to say what the right number [of inspectors] would be,'' he said. "It's a question, first, of making sure that what they're doing is as efficient as possible.''

Hotel owner settles for asbestos violations

BBA Winchester LLC, the owner of a former hotel located in Winchester, Idaho has settled with EPA and agreed to pay a $21,000 fine for asbestos safety and environmental violations from improper demolition of the hotel.

“This is an unfortunate example that when asbestos is not properly removed before demolition, the entire debris pile becomes contaminated, putting people at risk, and greatly increasing disposal costs,” said Scott Downey, Manager of the Air and Hazardous Waste Compliance Unit at the EPA Seattle office.

“Because this owner failed to check for asbestos before demolition, their $2,000 demolition project ballooned into a $55,000 asbestos waste cleanup and disposal problem.”

In response to public complaints, EPA inspected the demolition site of the former hotel in 2012. BBA Winchester LLC demolished the 100-year-old hotel in late 2011 or early 2012, without first inspecting the building for asbestos, removing asbestos materials, or notifying EPA, as required by law.

Unsecured debris prompts health concerns

The demolition was in a residential neighborhood and the contaminated debris was unsecured for more than a year, prompting community concerns about asbestos health risks.

EPA inspectors collected samples from the site that showed the demolition debris contained regulated asbestos waste. After confirming the debris was contaminated, EPA worked with BBA Winchester LLC to clean up the contaminated debris and ensure proper disposal.

Follow-up testing after the cleanup showed that the soil and remaining concrete and glass did not contain asbestos and could be disposed of as normal demolition debris.

Asbestos is a hazardous air pollutant regulated by EPA to protect public health. Building owners and contractors are required to check for asbestos and then remove it before demolition to protect workers and the public from exposure to asbestos fibers.

When inhaled, asbestos fibers can lodge in a person’s lungs and lead to respiratory illness including lung cancer, mesothelioma, a rare form of cancer, and asbestosis, a serious progressive lung disease.

Industry group slams EPA’s formaldehyde regulations

The American Chemistry Council (ACC) has filed formal comments, bashing proposed Environmental Protection Agency (EPA) regulations as arbitrary and reaching well beyond the intent of Congress.

The draft rule in question would create new standards for formaldehyde emissions released during the manufacture of certain wood products, such as plywood and particleboard.

Plants, animals and humans naturally produce small amounts of formaldehyde, though exposure to large amounts could lead to cancer, according to the EPA. The resins used when making composite wood products often contain formaldehyde.

In 2010, President Obama signed into law the Formaldehyde Standards for Composite Wood Products Act, which requires the agency to draft regulations to address the health threat.

The ACC supports a national standard, but favors an approach in line with regulations adopted in California. The EPA’s rule, which sat under review at the White House before it was proposed in May, is more restrictive than the standard applied by the California Air Resources Board (CARB), Jackson Morrill, director of ACC’s Formaldehyde Panel.

“EPA’s proposed rule…is not based on the best available science, greatly overstates any tangible health benefits, and will send confusing messages in the marketplace,” Morrill said. “EPA discounts the scientific evidence of a threshold for health effects, disagrees with findings from international authoritative bodies and presents valuations that are not based on biological evidence.”

The ACC argues that major strides have been made to bring formaldehyde emissions in line with the California standards, including the development of ultra-low emitting formaldehyde (ULEF) resins.

Congress, the group charges, envisioned a system equivalent to the California Airborne Toxic Control Measure (ATCM).

“EPA has exceeded Congressional intent by proposing a regulation that is not technology-based and that differs significantly from the CARB ATCM,” Morrill said.

The groups formal comment period for the draft rule closed this week. The EPA will consider all submissions before finalizing the regulations.

Workers exposed to airborne contaminants at manufacturing plant

LAKE MILLS, Wis. – Fiberdome Inc. has been cited by the U.S. Department of Labor's Occupational Safety and Health Administration for 10 health violations and $49,500 in penalties following a March investigation of the Lake Mills fiberglass manufacturing plant.

Workers were exposed to styrene - a chemical used extensively in the manufacture of plastics, rubber and resins-in excess of permissible limits.

OSHA initiated the inspection after receiving a referral alleging workers were experiencing respiratory irritation due to chemical exposure.

"Workers at this manufacturing plant continue to be exposed to chemical hazards that can cause severe respiratory illness," said Kim Stille, OSHA area director in Madison. "Companies must be aware of the hazards that exist in their facilities and take all possible precautions to minimize the risk of illness."

Seven serious violations include allowing worker exposure to airborne concentrations of styrene in excess of recommended exposure limits, as well as failing to develop a written respirator protection program and provide adequate respiratory protection and training to workers.

Other violations involve failing to conduct a personal protection equipment hazards assessment and train workers on hazards associated with chemicals used in the factory; provide safety data sheets to a physician treating a worker for occupational illness; and to keep the production area free of excess fiberglass and styrene.

An OSHA violation is serious if death or serious physical harm could result from a hazard an employer knew or should have known exists.

Workers who make fiberglass products are potentially exposed to styrene. Health effects from exposure to styrene may involve the central nervous system and include complaints of headache, fatigue, dizziness, confusion, drowsiness, malaise, difficulty in concentrating, and a feeling of intoxication. For more information on this chemical, visit this page.

One repeat violation was cited for failing to require workers to use appropriate hand protection when exposed to hazardous chemicals. A similar violation was cited in 2011 at the same facility.

Two other-than-serious violations were cited for record-keeping deficiencies and failing to properly label containers carrying hazardous chemicals. An other-than-serious violation is one that has a direct relationship to job safety and health, but probably would not cause death or serious physical harm.

Fiberdome Inc. has 15 business days from receipt of its citations and penalties to comply, request an informal conference with OSHA's area director, or contest the findings before the independent Occupational Safety and Health Review Commission.

Import of harmful chemicals used in carpets to be restricted

WASHINGTON--The U.S. Environmental Protection Agency (EPA) is finalizing a rule that will allow the agency to restrict imports of potentially harmful perfluorinated chemicals that could be used in carpets.

The regulation will require companies to report to EPA all new uses, including in domestic and imported products, of these chemicals once used for soil and stain resistance in carpets.

These chemicals have been shown to persist in the environment and bioaccumulate in humans and animals – they represent a potential threat to American’s health.

This action follows the U.S. chemical industry’s voluntary phase out of these chemicals and a range of actions by EPA to address concerns with these chemicals.

“While this category of chemicals has largely been voluntarily phased out by the U.S. chemical industry and not in use in this country, they could still be imported in carpets. Today’s action will ensure that EPA has the opportunity to take action to restrict or limit the intended use, if warranted, for any new domestic uses or imports,” said Jim Jones, EPA’s Assistant Administrator for the Office of Chemical Safety and Pollution Prevention, in a press release.

“This action will also provide a level playing field for those companies who stepped up to cease the use of these chemicals in this country, while at the same time protecting the American public from exposure to these chemicals in imported carpet products.”

The final rule issued today, known as a Significant New Use Rule under the Toxic Substances Control Act, requires that anyone who intends to manufacture (including import) or process any long-chain perfluoroalkyl carboxylic (LCPFAC) chemicals for use in carpets or carpet products submit a notification to EPA at least 90 days before beginning the activity, providing the agency with an opportunity to review and, if necessary, place limits on manufacturers or processors who intend to reintroduce or import products with these chemicals.

Today’s action is one of several EPA has taken to protect the public from perfluorinated chemicals.

EPA to act on leaking containers at New Jersey facility

EPA obtains warrant to address over 1000 drums and containers at New Jersey facility; Ongoing investigation reveals presence of hazardous materials

(New York, N.Y.) The U.S. Environmental Protection Agency has obtained a federal warrant to do the necessary cleanup work at the Superior Barrel & Drum company facility in Elk Township, New Jersey, where more than a thousand unlabeled or improperly labeled drums and other containers have been left in a state of disrepair.

Many of the drums are leaking their contents onto the ground and are exposed to wind and rain.

The EPA and the NJDEP are currently investigating the drums and containers at the site under a warrant that was previously issued by a federal judge when the facility owner refused to give the EPA access to the facility.

The EPA is working with Elk Township, the local fire and police departments and the NJDEP on the investigation and cleanup of the facility.

The EPA is currently evaluating what substances are present in the drums and containers and assessing whether they could cause a chemical release or fire. The site is partially in a federally protected wetland.

Hazardous materials can cause health issues


The EPA began its investigation on August 30, 2013. Field tests indicate that some drums contain hazardous materials, including corrosive and flammable chemicals.

The preliminary results of samples sent to the laboratory show the presence of volatile organic compounds such as benzene and other hazardous substances such as lead.

Exposure to these pollutants can have serious health effects. Benzene is known to cause cancer and lead is a toxic metal that is especially dangerous to children because their growing bodies can absorb more of it than adults. Lead in children can result in I.Q. deficiencies, reading and learning disabilities, reduced attention spans, hyperactivity and other behavioral problems.

The EPA is continuing to sample the contents of containers and drums at the site. The first set of final laboratory data is expected in the next few weeks. The EPA has secured the facility by installing fencing, warning signs and round the clock surveillance.

Once it completes its investigation, the EPA will work with state and local agencies to take appropriate steps to remove the hazardous waste and protect the public.

US moves to improve safety of chemical storage

EPA, OSHA and ATF provide information and lessons learned about the safe storage, handling and management of Ammonium Nitrate 

WASHINGTON – The U.S. Environmental Protection Agency (EPA), the Occupational Safety and Health Administration (OSHA) and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) issued a chemical advisory that provides information on the hazards of ammonium nitrate (AN) storage, handling and management.

This action supports the goals of President Obama’s August 2013 executive order on “Improving Chemical Facility Safety and Security.”

The advisory provides lessons learned for facility owners and operators, emergency planners and first responders from recent incidents, including the explosion in West, Texas, involving AN in order to prevent similar incidents.

“Understanding and minimizing the hazards posed by solid ammonium nitrate used in fertilizers is a key component of this advisory,” said Mathy Stanislaus, assistant administrator for EPA’s Office of Solid Waste and Emergency Response. “In addition, the community emergency planning and response information in this document provides a valuable tool that will help protect workers, first responders and communities throughout the country.”

“Ammonium nitrate can be very dangerous, and it’s imperative that employers, workers and first responders all understand the hazards,” said Dr. David Michaels, Assistant Secretary of Labor for Occupational Safety and Health. “With this understanding, together they can control these hazards and save lives and limbs.”

The advisory takes steps to reduce the risks associated with AN to workers, first responders and communities.

It is part of an ongoing coordinated federal government effort to improve chemical safety with regards to AN and includes information on ensuring proper building design, storage containers and fire protection at their locations; learning from other accidents; and knowing and understanding the hazards that exist when developing their emergency response plans.

EPA pushing home radon testing for 2013: Elevated levels found in 1 of every 15 homes in the U.S.

As part of National Radon Action Month, the U.S. Environmental Protection Agency (EPA) is encouraging Americans to test and fix radon problems to help prevent lung cancer and potentially save lives.

“Testing for radon is one of the easiest and smartest things people can do to protect their homes and families from this serious health risk,” said Gina McCarthy, assistant administrator for EPA's Office of Air and Radiation. “Addressing high radon levels greatly reduces exposure to the second leading cause of lung cancer.”



Radon occurs naturally from the decay of uranium in the soil and can accumulate to dangerous levels inside the home. Elevated levels of the colorless, odorless gas are the leading cause of lung cancer among non-smokers.

Elevated levels of this health hazard in workplaces, homes, schools, and other buildings can be prevented through these simple steps:

  • Test: All buildings with or without basements should be tested for radon. Affordable Do-It-Yourself radon test kits are available online and at home improvement and hardware stores, or a qualified radon tester can be hired.
  • Fix: EPA recommends taking action to fix radon levels at or above 4 picoCuries per Liter (pCi/L) and contacting a qualified radon-reduction contractor.
  • Save a Life: 21,000 Americans die from radon related lung cancer each year, but by addressing elevated levels, you can help prevent lung cancer while creating a healthier home and community.

Retirement homes: For a greener future

Seniors are at greater risk for
respiratory and auto-immune diseases
As people live longer, the need for retirement homes, nursing homes and adult congregate living facilities increases.

To date, approximately 10 million seniors in the United States are or will live in one of these types of homes.

For the average healthy person, exposure to harmful chemicals found in cleaning products, furniture and paints may not have immediate or long-term effects. Seniors, however, are particularly at risk.

As we age, our immune systems become less effective, making us more vulnerable to disease and infection. As a result, autoimmune diseases and cancers are more prevalent, as are cardiovascular and respiratory diseases.

What the experts suggest

Indoor environmental experts have come up with three important elements necessary for ensuring good indoor air quality:         
  • Source control
  • Ventilation
  • Air cleaning

Source Control

Source control is the process of eliminating the causes of air pollution at the source, such as in building materials. The EPA agrees that source control is the only way to eliminate indoor air pollution, but it is impossible to completely rid the air of contaminants. As a result, it is suggested that buildings are outfitted with furniture, paint and cleaning products that are low in volatile organic compounds. It is also important to regularly test for high humidity. This is a sure-fire way of detecting early signs of mold. By starting as simply as that, the quantity of pollutants will be reduced.

Ventilation

A good HVAC ventilation system will allow for a constant flow of air to pass. It can also aid in minimizing the threat of mold. But an HVAC system alone is not enough. It can bring in pollutants, such as pollen and dust from the outside as well as circulate pollutants that are already indoors. Ensuring a regular cleaning of the filters in the HVAC system will aid greatly in reducing built-up contaminants indoors.

Air Cleaning

Poor air quality = Poor productivity

A British lighting company has been prosecuted for subjecting its employees to poor working conditions. 

Despite specialists giving recommendations on how to improve standards, and a Health and Safety Executive (HSE) inspector uncovering multiple areas where the company was not meeting health guidelines, it continued to function under the same circumstances for at least eight more months. 

The company was recently fined for sub-standard bathroom facilities, defects in the electrical system, little to no heating in the building, and no ventilation in the welding and powder-spraying sections.

These failings highlighted the extreme risks workers took when going to work every day. One inspector even stated he had never seen such poor conditions in the ten years he’d been an inspector. 

This company is representative of poor indoor air quality sometimes found in the industrial sector. Many health hazards surrounded the workers, such as bacteria from the bathrooms, the risk of being electrocuted by the faulty systems, catching various colds or flus due to a lack of proper insulation and heating, and breathing in toxic fumes in both the spray booths and the welding area.

In 2010/2011, statistics revealed that work-related illnesses affected approximately 100,000 people in Yorkshire and Humber, England.

Exposure to chemical fumes from evidence leaves police officers ill

The risks for those working in law enforcement don’t stop at the street level – they can lurk in evidence rooms and exhibit centers where old drugs, chemicals and other materials are stored.

The story of two Australian police officers who got sick after being exposed to toxic fumes is an extreme example of what can happen when inadequate health and safety measures are in place.

The two policemen were asked in March 2009 to perform a drug audit in the Sydney Police Centre’s drug exhibit center.

The room was about 4 x 5 meters big, not ventilated and was crammed with drugs and other chemicals up to 15 years old.

The officers walked in without wearing protective equipment and were hit with the toxic fumes instantly.

Three years later, they are unable to work and allege they were not given any training, special equipment or instructions.

The officers claim they were exposed to old methamphetamine in a particularly toxic exposure incident. Not only did they develop severe headaches, coughing, burning sensation in nose and throat and other symptoms during the drug audit, but their health continued to deteriorate over time, they say.

They are suing the police force for dozens of negligent acts and more than 50 breaches of the duty of care.

Toxic cleanup: When no one feels responsible

Vapor intrusion is a serious health
hazard, experts warn.
The U.S. Army, activists and regulators seem unable to agree on who should clean up a TCE plume underneath Orion Park just outside Moffett Field.

The site contains a former housing complex where contaminants have been found in the groundwater as well as in the indoor air of the homes.

The Army says it’s not responsible for the cleanup based on their own site investigation, which found no on-site source of the toxins. They say it must be someone else’s responsibility.

However, the EPA and other experts are not convinced by the report and demand a cleanup by the Army. Even the Department of Defense has ordered the Army to take action on Orion Park’s environmental condition.

What is TCE and how does it affect people’s health?

TCE stands for Trichloroethylene, a carcinogenic solvent that was used by the nearby defense department and computer industry operations, which leaked into the ground.

In underground plumes, TCE becomes an enormous health hazard when fumes enter buildings or homes through a process called vapor intrusion, taking advantage of tiny cracks and fissures in the foundation.

Inside homes, it can build up to dangerous levels.

According to the EPA, TCE is carcinogenic to humans by all routes of exposure and it can cause a wide range of health effects, including neurological, immunological, reproductive and developmental effects.

Off-site and on-site sources of pollution possible

There is acknowledgment that part of Orion Park’s toxics came from nearby plumes that were being cleaned up by the Navy and tech companies, but the EPA says the Army’s claim of no on-site sources was not substantiated.

Meanwhile, the area in question now houses a new Army reserve and command post with buildings that have vapor barriers and ventilation systems installed to help prevent soldiers’ exposure to TCE vapors.

In the long run, it is cheaper to clean up the toxic rather than to maintain vapor intrusion barriers and special ventilation systems in buildings.

The negotiations between parties are ongoing.

Agency clamps down on lead work violators

Lead rules need to be enforced to protect workers and
homeowners as well as children, the EPA says.
The United States Environmental Protection Agency (EPA) has announced three enforcement actions for violators of the Lead Renovation, Repair and Painting Rule (RRP) as well as other important rules.

The rule has been put in place to protect workers from lead exposure during renovation activities like sanding, cutting and demolition. Inhaling lead dust has been linked to human health problems.

Lead exposure can cause behavioral problems, learning disabilities, seizures and even death and young children are particularly at risk because their bodies and nervous systems are still developing.

The rule took effect on April 22, 2010, and now administrators are looking for ways to enforce it to protect workers and children from hazardous lead dust.

Lead was a common ingredient in paints used before the 1950s and could therefore still be present in older homes and buildings.

Workers could be exposed to lead when removing old paint from a building’s exterior, for example, and by not properly containing the dust, it could also get into neighboring homes and contaminate the ground.

Home repair companies and contractors are required to train workers under the rule and make sure people understand the dangers of lead and ways to protect themselves.

The EPA will evaluate a company or individual’s ability to pay a penalty and adjust it accordingly.

Hazardous chemicals at work: Will new labeling rules protect workers?

New labels on hazardous chemicals can help
protect workers, OSHA says.
The United States government aims to make improve labels on hazardous chemicals and make them conform to international guidelines developed by the United Nations, a recent AP report says.

According to OSHA, these new labels could help prevent 40 deaths and about 500 workplace injuries and illnesses related to exposure to harmful chemicals each year.

Hazardous materials are a common sight for US workers: About 43 million people come in contact with hazardous substances on the job.

The new labels will be less confusing and generally easier to understand.

Some companies might also benefit by saving on training costs and paperwork, OSHA says, since chemical manufacturers currently have to produce two sets of labels, one for U.S. standards and one for U.N. standards.

The new rules will be phased in over a period of time and will come into full effect in the year 2016.

The rules aim to improve protection for workers, employers and chemicals users and they also require companies to include hazard information about combustible dust.

Combustible dust can become an occupational hazard when tiny particles catch fire as a result of producing chemicals, plastics, metals and foods. In the future, there may be a separate rule specifically geared to combustible dust hazards.

Asbestos and air quality concerns

Air contamination occurs when unwanted or hazardous materials, such as asbestos, affect the air around us.

Asbestos is odorless, tasteless and the fibers are invisible to the naked eye. In comparison to a human hair, an asbestos fiber is about one ninth of the width.

Exposure to asbestos fibers can cause severe health problems including mesothelioma cancers, lung cancer and asbestosis, as well as other conditions.

Airborne asbestos fibers are the most dangerous because they can be easily inhaled into the lungs. The fibers can become lodged in the lining of the lungs and are unable to be broken down or expelled by the body’s natural defenses.

There are no immediate symptoms of an asbestos-related disease, in fact mesothelioma symptoms may take 20-50 years to develop.

Could you be at risk for exposure? 

Asbestos was widely used as a building material for insulation and fireproofing up until the late 1980’s.

Rooms with poor ventilation keep fresh air from circulating in, making it hazardous for people entering into rooms with asbestos such as attics and basements. Also, workers that installed asbestos-containing products are at a greater risk due to the large disturbance of loose fibers.

Concentration of fibers in homes, schools, or other buildings can range from 30 to 6,000 fibers per cubic meter. It is important to know if the buildings you spend time in contain asbestos.

The presence of loose or disturbed asbestos in your work or home creates a larger danger since you generally spend the majority of your time in those places.

Home renovations on houses built before the 1990’s can be another potential dangerous situation due to the likelihood of asbestos being present.

Go for professional inspections and removal services

If you are conducting a home renovation remember to keep your working area well ventilated, and if you come across a substance that might be asbestos or contains asbestos, stop and get it inspected. Asbestos removal should be performed by a professionally trained contractor.

As you can see, air contaminated with asbestos poses severe risks to your health. No amount of asbestos exposure is safe.

Chemical exposure: Businesses looking for safer solutions

Smaller businesses listen to clients' concerns about toxic chemicals in household products and materials
Clients and businesses demand safer products and materials.

Small businesses need to be tuned into their clients’ preferences and concerns in order to survive.

Since chemical exposure and indoor air quality is now ranking high as a public health concern, it is no wonder many small businesses are supporting their clients’ wishes for safer alternatives and better regulations.

In Maine, for example, more than 100 businesses have signed or written letters urging government officials to take action on this issue, saying they are worried about recalls and their liability when toxic chemicals are revealed in the products they are using or selling.

More than 150 businesses also participated in a survey, which showed that businesses regularly encounter clients asking about toxic chemicals or potential hazards.

Many consumers and businesses have been calling for an updated federal standard, which would require chemical companies to demonstrate the safety of their products before they are widely used, allow more public information on chemicals and their health impacts, give EPA the best available science to do research on chemicals and support businesses that are developing safer chemicals.

The new Safe Chemicals Act would update the Toxic Substances Control Act from 1976.

A great idea: State grants that help address health hazards in homes

Almost all homes have some kind of
indoor air quality concern.
The Minnesota Department of Health has awarded a quarter of a million dollars to seven health agencies in order to reach out to homeowners about health hazards in the home.

The initiative hopes to raise awareness of common indoor health hazards such as:
  • Lead
  • Radon
  • Indoor air pollutants such as tobacco smoke
The funds are supposed to support local efforts  to encourage prevention activities as well as providing guidance and support.

The program builds on another initiative that is already addressing lead poisoning prevention for people moist likely to be exposed.

It was expanded because many homes that have one type of health hazard also suffer from other indoor air pollution issues, officials say.

The grants are set up to help target high-risk population groups, including young children, low-income and minorities, the elderly and areas with high levels of radon or lead hazards.

The local agencies that received a grant will set up healthy home networks in their communities consisting of professional staff, community members and other members.

The goal is to raise awareness of indoor air quality issues and to help people get healthy homes for a healthy population.
