Welders exposed to toxic substances at storage tank manufacturing company

Welding without proper safety precautions can expose workers
to hazardous chemicals and fumes. 
Workers welding stainless steel and other alloy steels containing chromium metal at a Wisconsin bulk storage tank manufacturer were exposed to hazardous levels of hexavalent chromium.

At high levels, hexavalent chromium can cause lung cancer and respiratory, eye and skin damage.

After a complaint, U.S. Department of Labor Occupational Safety and Health Administration inspectors visited Imperial Industries in Rothschild and identified two willful and 12 serious safety violations.

Proposed penalties total $161,100.

"Each year 50,000 workers die from exposures to hazardous substances like chromium during their careers. Failing to take steps to limit exposure to this dangerous substance is inexcusable," said Robert Bonack, area director of OSHA's Appleton office.

"Workers pay the price when companies don't follow standards to reduce injuries and illnesses. Imperial Industries needs to take immediate steps to comply with safety and health standards."

Inspectors determined employees were exposed to hexavalent chromium at levels exceeding permissible exposure limits while welding steels containing chromium metal. Chromium is added to harden alloy steel and help it resist corrosion.

Additionally, the company failed to implement engineering controls to reduce and monitor exposure levels among workers.

The November 2014 investigation also found workers endangered by amputation and struck-by hazards because machines lacked safety mechanisms. Numerous electrical safety hazards were also identified, and workers were found operating damaged powered industrial vehicles.

Under the Occupational Safety and Health Act of 1970, employers are responsible for providing safe and healthful workplaces for their employees.

OSHA's role is to ensure these conditions for America's working men and women by setting and enforcing standards, and providing training, education and assistance.

Asbestos to blame for Nevada cancer levels: Study

DENVER - Malignant mesothelioma has been found at higher than expected levels in women and in individuals younger than 55 years old in the southern Nevada counties of Clark and Nye, likewise in the same region carcinogenic mineral fibers including actinolite asbestos, erionite, winchite, magnesioriebeckite and richterite were discovered.

These data, published in the Journal of Thoracic Oncology, the official journal of the International Association for the Study of Lung Cancer, suggest that these elevated numbers of malignant mesothelioma cases are linked to environmental exposure of carcinogenic mineral fibers.

Malignant mesothelioma is a fatal cancer associated with asbestos exposure that develops on the outer linings of the lungs.

The 3-year survival rate is only 8% and there are limited therapeutic options. The incidence of malignant mesothelioma is higher in locations with known industrial and occupational exposure and for similar reasons the incidence is higher in men, with a male to female ratio of 4:1 to 8:1.

The latency period for is 30-50 years so those diagnosed from occupational exposure are usually in their seventies whereas those diagnosed younger than 55 are rarely associated with occupational exposure.

Asbestos is a commercial and regulatory term applied to six mineral fibers historically mined for industrial use. Naturally occurring asbestos is a term used to describe fibrous minerals that were not used commercially and therefore were not called asbestos and their use was and still is not regulated.

Like asbestos, these naturally occurring fibers are natural components of rocks and soils and a potential source of exposure especially if these fibers become airborne through natural erosion or human activities producing dust.

Researchers from Hawaii, Nevada, and Pennsylvania examined malignant mesothelioma mortality data from the Centers for Disease Control by gender, age group, state, and counties for the period 1999-2010.

The two southern Nevada counties of Clark and Nye were grouped together and the proportion of women and those younger than 55 years old in these two southern counties were compared to those in all other Nevada counties grouped together as well as the rest of the United States.

The male to female ratio of malignant mesothelioma in all Nevada counties excluding Clarke and Nye was 6.33:1, but in Clarke and Nye counties it was statistically lower at 2.69:1 (p=0.0468), which could not be explained by population demographics, as these were the same.

The percentage of individuals younger than 55 was significantly higher in the southern Nevada counties compared to the remainder of the US counties (11.28% vs 6.21%, p=0.0249).

Tremolite and actinolite, both members of the asbestos family, as well as erionite, winchite, richterite, and magnesioriebeckite are present in southern Nevada and all have been linked to cancer in humans.

The authors acknowledge that women and children can be exposed to fibrous minerals as a result of their husband's or father's occupational exposure when bringing these fibers home on their clothes.

However, the authors conclude "in southern Nevada there are no major asbestos industries, thus this seems an unlikely hypothesis. Instead, the presence of asbestos and other fibers in the environment of Clark and Nye Counties, where a lower M:F sex ratio and an increased proportion of malignant mesothelioma are seen in young individuals, suggests that some of these malignant mesotheliomas are caused by environmental exposure which can happen when human activities and natural processes such as wind or water release fibers in the air."

Michele Carbone, senior author on the study, states "further research is needed, including epidemiological, geological, mineralogical and health-based personal exposure studies in order to characterize the residential and occupational history of the malignant mesothelioma cases we studied, to highlight the highest risk areas within Clark and Nye counties, to identify the type of fibrous minerals and their precise distribution throughout Nevada, and to identify the activities responsible for the release of fibers in the air, which may be the cause of some of the malignant mesothelioma in this region."

State of the Air brings good and bad news

The report shows some improvements,
but millions  of people live and work in
areas where the air remains unhealthy.
A new report tries to clear the air on where America stands in its battle with air pollution.

The 2014 State of the Air report out Wednesday from the American Lung Association presents a good news/bad news mix showing improvements in America's air quality compared with previous decades, but more recently an increase in ozone readings since its 2013 report.

Bottom line, the association says, is that 147.6 million people live in areas where air quality remains unhealthy, almost 16 million more than the 2013 report.

The report averaged year-round and 24-hour levels of particle pollution, a mix of tiny solid and liquid particles that come from coal-fired plants and vehicle exhaust, and measured ozone, or smog.

Particle and ozone pollution increase the risk of heart disease, lung cancer and asthma attacks, according to the Centers for Disease Control and Prevention.

Though some improved, all of the most polluted cities have year-round particle levels that violate health standards, according to the report.

Cities that ranked as the cleanest cities in 2010-2012 based on measures of ozone and short- and long-term particle pollution were Bangor, Maine; Bismark, N.D.; Cape Coral-Fort Myers, Fla.; and Salinas, Calif.

In terms of air quality, there have been some wins, such as a court case upholding standards limiting power plant emissions of toxic air pollutants and the Supreme Court's decision on cross-state air pollution. The next step is the Environmental Protection Agency making a decision on a healthier national ozone standard.

Radon — a colorless, odorless, radioactive gas — is one of the most hazardous indoor pollutants.

It is the leading cause of lung cancer among non-smokers. And it might be affecting your children.

Thousands of classrooms nationwide have radon levels above EPA's action level of 4 pCi/l (picocuries per liter), exposing occupants to this serious health risk. The only way to determine if your school building has elevated radon levels is to test.

Using the Framework for Effective School IAQ Management: Key Drivers can help you address radon risk as part of a comprehensive IAQ management program:

  • Organize: Develop a systematic approach by using the IAQ Tools for Schools Action Kit to tie your goals for radon testing to your overarching IAQ, health and environmental program goals. Silica exposure limits on the cutting block

(Reuters Health) - The U.S. government is planning stricter controls on exposure to silica, a carcinogen found in workplaces ranging from dentist's offices to granite quarries, according to a new report.

Silica is powdered quartz, in particles so small they can be inhaled deep into the lungs.

The Occupational Safety and Health Administration (OSHA) estimates that 2.2 million people in the U.S. are exposed to silica at work, including 1.85 million construction workers.

Other occupations carrying a risk of silica exposure include sandblasting, mining, stone grinding, as well as ceramic and glass manufacturing. Dental assistants may be exposed if they grind silica-containing casts and porcelains.

Silica has long been known to cause silicosis, and evidence now confirms that silica exposure can cause lung cancer as well, Kyle Steenland of Emory University in Atlanta, a co-author of the new report, told Reuters Health.

Silicosis causes varying degrees of breathing difficulty, and there is no cure or treatment. Recent research has also shown that non-smokers can get lung cancer from silica exposure, and that people who develop silica-related lung cancer don't always have silicosis, Steenland and his colleague Elizabeth Ward of the American Cancer Society note.

Lower exposure limits

OSHA is planning to lower permissible levels of silica exposure from 0.1 milligrams per cubic meter of air to 0.05 mg/m3, which the agency estimates will save 700 lives per year, and prevent 1,700 cases of silicosis annually. The current standard dates back to 1971.

The preferred approach to reducing silicon exposure is to use less hazardous materials, ventilate work areas where silicon dust is produced and use water-based methods so dust can't escape into the air, Steenland said.

"Respirators may be useful for workers in short-term high exposure situations, but are generally not recommended as the primary means of exposure control due to worker discomfort, difficulties in communicating with others, lack of compliance and enforcement, and the fitting and maintenance requirements," Steenland and Ward write in their report, published in CA: A Cancer Journal for Clinicians

Anyone who has been exposed to silica and smokes should quit, Steenland said in an interview. Smoking aggravates the carcinogenic effects of silica, and smokers with high silica exposure can cut their risk of lung cancer up to five-fold by quitting, according to the new report.

People with a history of silica exposure may also qualify to undergo screening for lung cancer using CT scanning, the investigators note.

OSHA recently extended the public comment period for the proposed silica exposure rule to January 27, 2014. [Update: The comment period is now extended to Feb. 11. See more info here.]

While there is always a balance between worker protection and employers' interests, "I'm fairly confident that this standard will be put into place," Steenland said.

Lung societies plead for better health care


Lung diseases affect many people
worldwide, experts say.
Experts from the world's leading lung organizations have come together to call for a worldwide effort to improve health-care policies and systems and care delivery to make a positive difference for the lung health of the world.

Produced by the Forum of International Respiratory Societies (FIRS), the report has been launched on World COPD Day, Nov. 20, providing an overview of lung health across the globe.

Entitled Respiratory Diseases in the World: Realities of Today — Opportunities for Tomorrow, the report features five major disease areas that are of immediate and greatest concern. This includes COPD, which is the fourth-leading cause of death worldwide.

"This report aims to heighten awareness of lung disease throughout the world. We hope that this collaboration will help to shed light on the pervasiveness of these conditions and diseases and will be a call to action for health-care professionals, policy makers, patients, and advocates," said Michael H. Baumann, MD, MS, FCCP, President, American College of Chest Physicians.

Some of the key issues highlighted in this publication include the following:
  • COPD affects more than 200 million people and is the fourth-leading cause of death in the world.
  • Asthma affects about 235 million people worldwide, is one of the most frequent reasons for hospital admissions among children, and leads to approximately 180,000 deaths each year.
  • Respiratory infections account for over 4 million deaths annually, disproportionately in children, and are the leading cause of death in low-income or middle-income countries.
  • TB kills around 1.4 million people with about 8.7 million new cases of TB annually.
  • Lung cancer is the most commonly diagnosed cancer in the world, accounting for 13% of the total reported cancers and affecting over 1.6 million people annually.

Diesel fumes cause 6 percent of lung cancer deaths: Study

The World Health Organization concluded last year that diesel exhaust is carcinogenic

An estimated 6 percent of lung cancer deaths in the United States and the United Kingdom – 11,000 deaths per year – may be due to diesel exhaust, according to a new study.

Emission standards for diesel engines have become more stringent in recent years, but their exhaust still plays a significant role in lung cancer deaths among truckers, miners and railroad workers, the authors wrote. In addition, diesel exhaust still poses a major cancer threat for people living in dense cities or near highways, they said.

Truckers and miners exposed over their careers to diesel exhaust face a risk of deadly lung cancer that is almost 70 times higher than the risk considered acceptable under U.S. occupational standards.

The scientists calculated the lifetime risk for these workers at up to 689 extra lung cancer deaths per 10,000 workers exposed. In comparison, one cancer death per 1,000 workers is used to set federal workplace standards.

In addition, people in urban areas face a lifetime risk of lung cancer that is 10 times higher than the acceptable risk used in U.S. health standards, according to the study.

An estimated 21 per 10,000 people exposed to the amount of diesel exhaust commonly found near U.S. highways would be at risk of dying of lung cancer over their lifetime. That compares to the risk of one death per 100,000 people that is used to set air-quality standards.

To come up with their calculations, the researchers from Emory University and several other U.S. and European institutions used data from three previous studies of workers – two of truckers and one of non-metal miners – as well as national death statistics for the United States and United Kingdom.

They estimated that 4.8 percent of lung cancer deaths in the United States and 1.3 percent in the United Kingdom were due to environmental and occupational exposures to diesel exhaust.

“With millions of workers currently exposed to such levels, and likely higher levels in the past, the impact on the current and future lung cancer burden could be substantial,” the authors wrote.

The researchers said their estimates “are far from precise and depend on broad assumptions.” But they said their findings are “generally consistent” with past findings.

Other factors, such as smoking, were not taken into account. They used the assumption that smoking does not modify effects of diesel exhaust.

The World Health Organization concluded last year, after reviewing health data for workers, that diesel exhaust is carcinogenic.

Diesel emissions have declined substantially over the past few years in the United States and Europe since new engine standards were initiated.

More than 50,000 high-polluting diesel engines were cleaned up or removed from U.S. roads between 2008 and 2010, according to an Environmental Protection Agency report. About 230,000 tons of soot and smog-causing pollutants were eliminated, according to the report.

However, while buses and trucks have largely adopted cleaner technology, it’s taken longer for off-road engines, such as farm and construction vehicles.

Landmark ruling on asbestos compensation

Insurance companies will have to pay compensation
to families that are affected by asbestos exposure.
The Supreme Court in Britain decided that insurers who had offered coverage at the time asbestos victims inhaled fibers will have to honor that and pay compensation.

Four insurance companies have been fighting in court to pay the least amounts possible to 6,000 families, who have a family member that either died or suffers from mesothelioma caused by exposure to asbestos.

The Supreme Court’s decision could bring the compensation bill to more than 600 million pounds and even up to 5 billion pounds if up to 25,000 families enter their claims in the future.

The lawsuit went from High Court to the Court of Appeal and has been running since the year 2006.

Many cancer patients that initially started the claims have died, and their family members have kept pursuing the case.

Asbestos exposure has turned out to be one of the biggest killers in the British workplace even though it has been banned for a while.

The fibers can be in a person’s lungs for half a century before causing cancer, so that experts predict a peak of deaths only in 2016. Currently, about 4,000 people die of asbestos-related diseases in the UK each year.

It has been common knowledge since 1955 that inhalation of asbestos fibers can cause fatal lung cancer.

Employers or their insurers are liable to compensate those who are affected, even if it takes decades to develop.

Observers of the controversial drawn-out case say that a lot of money was wasted in the courts, which could have been given to victims’ families. The average compensation payments for mesothelioma are 200,000 pounds.

Before the lawsuit went to court, insurance companies were paying claims from 1967 until 2006.

Asbestos and air quality concerns

Air contamination occurs when unwanted or hazardous materials, such as asbestos, affect the air around us.

Asbestos is odorless, tasteless and the fibers are invisible to the naked eye. In comparison to a human hair, an asbestos fiber is about one ninth of the width.

Exposure to asbestos fibers can cause severe health problems including mesothelioma cancers, lung cancer and asbestosis, as well as other conditions.

Airborne asbestos fibers are the most dangerous because they can be easily inhaled into the lungs. The fibers can become lodged in the lining of the lungs and are unable to be broken down or expelled by the body’s natural defenses.

There are no immediate symptoms of an asbestos-related disease, in fact mesothelioma symptoms may take 20-50 years to develop.

Could you be at risk for exposure? 

Asbestos was widely used as a building material for insulation and fireproofing up until the late 1980’s.

Rooms with poor ventilation keep fresh air from circulating in, making it hazardous for people entering into rooms with asbestos such as attics and basements. Also, workers that installed asbestos-containing products are at a greater risk due to the large disturbance of loose fibers.

Concentration of fibers in homes, schools, or other buildings can range from 30 to 6,000 fibers per cubic meter. It is important to know if the buildings you spend time in contain asbestos.

The presence of loose or disturbed asbestos in your work or home creates a larger danger since you generally spend the majority of your time in those places.

Home renovations on houses built before the 1990’s can be another potential dangerous situation due to the likelihood of asbestos being present.

Canada’s ongoing affair with asbestos

The medical community agrees that asbestos
can scar the lungs and cause illness.
It seems to be a question of profits vs. conscience.

At this point, everyone has to admit that asbestos is a dangerous product.

According to WHO (World Health Organization), more than 100,000 people die every year from lung cancer and other respiratory diseases due to asbestos exposure.

The numbers will continue to grow because 125 million people are exposed to asbestos in their workplaces today and every day.

While Canada has banned asbestos from being used, it still happily exports it to other countries where the health standards still have to catch up.

Canada’s province of Quebec was operating two asbestos mines, but a recent CBC article says both have halted production for the first time in the industry's history (see link below).

The industry has changed a lot over the years. Once touted as a miraculous substance that could not be burned or damaged by fire, asbestos soon appeared everywhere – in homes, at workplaces, in cars, in industrial and household products. It seemed to be the perfect material - until the first illnesses became apparent.

It takes up to 40 years after exposure to asbestos fibers to affect people’s health, but the tiny fibers can scar people’s lungs and lead to asbestosis, mesothelioma and other cancers.
