Smoke warnings saved millions of lives, report shows

Historic smoking report marks 50th anniversary

Fifty years ago, ashtrays seemed to be on every table and desk. Athletes and even Fred Flintstone endorsed cigarettes in TV commercials. Smoke hung in the air in restaurants, offices and airplane cabins. More than 42 percent of U.S. adults smoked, and there was a good chance your doctor was among them.

The turning point came on Jan. 11, 1964. It was on that Saturday morning that U.S. Surgeon General Luther Terry released an emphatic and authoritative report that said smoking causes illness and death — and the government should do something about it.

In the decades that followed, warning labels were put on cigarette packs, cigarette commercials were banned, taxes were raised, and new restrictions were placed on where people could light up.

"It was the beginning," said Kenneth Warner, a University of Michigan public health professor who is a leading authority on smoking and health.

It was not the end. While the U.S. smoking rate has fallen by more than half to 18 percent, that still translates to more than 43 million smokers. Smoking is still far and away the leading preventable cause of death in the United States Some experts predict large numbers of Americans will puff away for decades to come.

Nevertheless, the Terry report has been called one of the most important documents in U.S. public health history, and on its 50th anniversary, officials are not only rolling out new anti-smoking campaigns but reflecting on what the nation did right that day.

The report's bottom-line message was hardly revolutionary. Since 1950, head-turning studies that found higher rates of lung cancer in heavy smokers had been appearing in medical journals. A widely read article in Reader's Digest in 1952, "Cancer by the Carton," contributed to the largest drop in cigarette consumption since the Depression. In 1954, the American Cancer Society announced that smokers had a higher cancer risk.

But the tobacco industry fought back. Manufacturers came out with cigarettes with filters that they claimed would trap toxins before they settled into smokers' lungs. And in 1954, they placed a full-page ad in hundreds of newspapers in which they argued that research linking their products and cancer was inconclusive.

Cigarette sales rebounded

It was a brilliant counter-offensive that left physicians and the public unsure how dangerous smoking really was. Cigarette sales rebounded.

After Terry's report, health officials realized it would take more than one report.

In 1965, Congress required cigarette packs to carry warning labels. Two years later, the Federal Communications Commission ordered TV and radio stations to provide free air time for antismoking public service announcements. Cigarette commercials were banned in 1971.

The 1970s also saw the birth of a movement to protect nonsmokers from cigarette fumes, with no-smoking sections on airplanes, in restaurants and in other places. Those eventually gave way to complete smoking bans. Cigarette machines disappeared, cigarette taxes rose, and restrictions on the sale of cigarettes to minors got tougher.

Tobacco companies also came under increasing legal attack. In the biggest case of them all, more than 40 states brought lawsuits demanding compensation for the costs of treating smoking-related illnesses. The tobacco industry settled in 1998 by agreeing to pay about $200 billion and curtail marketing of cigarettes to youths.

443,000 -- Americans who die prematurely each year from smoking or exposure to secondhand smoke.

In 1998, while the settlement was being completed, tobacco executives appeared before Congress and publicly acknowledged for the first time that their products can cause lung cancer and be addictive.

Experts agree that the Terry report clearly triggered decades of changes that whittled the smoking rate down. But it was based on data that was already out there. Why, then, did it make such a difference?

For one thing, the drumbeat about the dangers of smoking was getting louder in 1964, experts said. But the way the committee was assembled and the carefully neutral manner in which it reached its conclusion were at least as important, said Dr. Tim McAfee, director of the Office on Smoking and Health at the federal Centers for Disease Control and Prevention.

At the same time, he and others said any celebration of the anniversary must be tempered by the size of the problem that still exists.

Each year, an estimated 443,000 people die prematurely from smoking or exposure to secondhand smoke, and 8.6 million live with a serious illness caused by smoking, according to the CDC.

Manufacturers ignore welders’ health: Experts

Welding is linked to various health risks.
A single welder produces 20 to 40 g of welding fumes per hour, which corresponds to about 35 to 70 kg per year.

Most welders understand the many health risks of working in the fabrication industry, which include electric shocks, fire, explosions and radiation exposure, but it appears that one of the biggest threats to a welder’s health - toxic welding fumes - is being ignored by many welders and their employers.

Research shows a lack of familiarity with the gases used or fumes produced during the welding processes can be a serious health risk. Workers can become ill if dangerous fumes are not removed from the workplace.

OHS groups say it is essential welders are familiar with the materials being used (such as gases, base metals, coatings and cleaners) and their possible health impact.

Research reveals fumes produced during welding processes can lead to workers experiencing eye, skin and respiratory system irritation, nausea, headaches and dizziness.

In some cases, the fumes can cause serious lung diseases and increase the risk of asthma and cancer and possibly lead to asphyxiation.

However, despite all these warnings, many manufacturers are unaware of the need for adequate fume extraction to create a safe working place.

An open roller door and a fan on the roof or in the wall may be able to affect the air changes per hour or minute, but welders are still exposed to the fumes. The area needs to be well ventilated to let toxic fumes and gases escape.

Central ventilation systems and even large extraction hoods over workbenches often fail to provide adequate protection, since the fumes still contaminate the general airflow.

Experts say that extraction-at-source is most effective – removing toxins as soon as the fumes are generated.

It has been shown that different welding methods give rise to different amounts of fumes containing different concentrations of hazardous substances.

Among the high-risk elements are hexavalent chromium Cr(VI), manganese, nickel and lead.

The particles at source are often extremely small; 0.01-0.1µm which means they are very easy to inhale deep into the lungs.

Furthermore, not only welders are at risk in unsafe environments. Production equipment, as well as end products, are negatively affected by the lack of adequate safety measures.

During welding, the intense heat of the electric arc vaporises a fraction of the metal in the electrode and weld pool.

Any metal vapour that escapes the arc area condenses as it cools and oxidises into weld fume. The vapour that develops condenses as it cools and oxidises into weld fume containing a complex mixture of metal oxides.

Particulate fume is formed mainly by vaporisation of metal and flux. As it cools, the vapour condenses and reacts with the atmospheric oxygen to form fine particles.

The size of the particles (0.01 - 1µm) tends to influence the toxicity of the fumes, with smaller particles presenting a greater danger.

Additionally, many processes produce various gases (most commonly carbon dioxide and ozone, but others as well) that can prove dangerous if ventilation is inadequate.

About 90% of the fume originates from the consumable, while the base metal only contributes very little.

The fume contains all the elements present in the consumable, but often in very different proportions. Volatile components have a higher concentration in the fume than in the consumable and the opposite is true for components with a high melting point.

The amount of welding fume varies between different welding processes: Fumes from manual metal arc (MMA) welding and fluxcored arc welding (FCAW) contain a high proportion of components coming from the electrode coating or the flux core. Comparatively little comes from the filler metal.

It has also been shown that particles in welding fumes are small enough to be suspended in the air for a long time. They can be inhaled and penetrate into the innermost area of the lungs. Over time, the particles can even reach the bloodstream.

EPA to reduce federal inspections

The Environmental Protection Agency plans to substantially reduce inspections and civil enforcement cases against industry over the next five years, arguing that focusing on the biggest polluters would be the most effective way to clean up air and water.

In a draft strategic plan, the EPA proposes to cut federal inspections by one-third from the 20,000 inspections it conducted in the last fiscal year, ended Sept. 30.

Moreover, it plans to initiate about 2,320 civil enforcement cases a year, compared with the 3,000 cases initiated last fiscal year, a 23% reduction.

The EPA said the shift for fiscal years 2014 to 2018 is not a retreat from enforcement but a more effective allocation of resources.

Environmental groups are alarmed
over the EPA's plans.
"From our work on the biggest enforcement cases, such as the BP Deepwater Horizon spill, to aggressively pursuing smaller cases that can reduce harmful health impacts and have the greatest environmental benefit, our enforcement work will continue to save lives and protect our environment," said Alisha Johnson, an agency spokeswoman.

Representatives from industry organizations that frequently criticize the EPA, such as the U.S. Chamber of Commerce and the National Mining Assn., had no comment on the proposed changes.

Environmental groups said they were alarmed.

"It is bewildering why the EPA would pull cops off the beat who've been protecting our air and water from big polluters," said Michael Brune, executive director of the Sierra Club. "We urge the EPA to reconsider these proposed cuts."

In the draft strategic plan, the EPA said that focusing on the biggest violators would lead to the greatest cuts in pollution. The EPA also said that it planned to emphasize real-time monitoring of emissions to prevent pollution, which, if successful, would also lead to a decline in enforcement actions.

Still, some former EPA lawyers questioned the strategy. They said the EPA has long proposed real-time emissions monitoring but industry has successfully stymied implementation.

Eric Schaeffer, a former director of the EPA's Office of Civil Enforcement, said that tough enforcement in many ways was the most effective deterrent.

"They want to get at prevention, but the government in general is measured by what it does, and that is enforcement," said Schaeffer, executive director of the Environmental Integrity Project, a Washington research and advocacy group.

"If this is signaling some kind of wind-down in the bigger enforcement cases and bigger pushes that only EPA as the federal regulator can do, then it's worrisome," he said.

In the draft strategic plan, the agency cites budget constraints as a factor in reshaping its approach.

Lack of fracking data a concern: Scientists

Scientists warn about lack of studies
on fracking, or hydraulic fracturing.
A group of scientists and other academics investigating the environmental, climate change and social impacts of oil and gas development, particularly hydraulic fracturing, are calling for both state and federal governments and the oil and gas industry to be more transparent and provide more data about the energy drilling and production processes.

The scientists, each presenting at the American Geophysical Union fall meeting in San Francisco, said it is difficult to determine the effects of energy development on water and the climate because little data about fracking are available and energy companies keep their energy extraction and production technology under wraps.

No representatives of the energy industry were present at the AGU presentation.

“The rapid scale of fracking has outpaced the scientific information we have on fracking and the regulatory response we have on unconventional oil and gas development,” said analyst Pallavi Phartiyal of the Center for Science and Democracy at the Union of Concerned Scientists.

A general lack of data and energy industry funding of scientific studies present significant barriers to scientific understanding of the impacts of fracking, she said.

Hydraulic fracturing, or fracking, is the injection water, sand and chemicals into underground shale formations to crack the rock to release trapped crude oil and natural gas into surface-level wells.

“Release of data is still very, very difficult,” said Pennsylvania State University geosciences professor Susan Brantley, referring to the availability of consistent water quality data in Pennsylvania that would allow scientists to fully assess the extent to which the Marcellus shale gas boom may be contaminating groundwater in Pennsylvania.

“I do think my main conclusion is we need to get the data to be more accessible,” she said.

Energy companies decline to give data to scientists

Independent scientists have been asking the industry for data about their technology and operations, but energy companies decline to provide it, Brantley said.

Florida State University College of Law assistant professor Hannah Wiseman said there is a need for more data about energy development to improve both science and the public dialogue about fracking.

“Good technology can reduce the risks that have been discussed previously,” she said, adding that a good well casing can prevent methane from leaking.

“But the public and scientists need more information on the technology currently being used and available in order to understand how they impact risk," she said. "We need more information about what the environment around well sites currently is like. We need to know what is added or changed. We often lack baseline data. We need to understand what is occurring at well sites, what emissions are coming from well sites.”

Cornell University civil and environmental engineering professor Anthony Ingraffea, who was representing six of his colleagues and their work, said his team’s research shows there are numerous questions about oil and gas development that are unanswered because there is too little information available.


Also unknown is whether there’s a connection between higher health care costs in a region and the public’s exposure to hydrocarbons there, he said.

Lack of data and states’ inconsistent regulation of energy development and willingness to engage the public about fracking lead to confusion among the public about what the risks of energy development really are, he said.

The energy industry and state governments should not be allowed to overrule a community’s right to self-determination as permitted in home-rule provisions in state constitutions, he said.

How to avoid germs at the gym

make sure to retain good IAQ.
Wiping down equipment after using it helps reduce exposure to germs, but there are many other hot spots for germs in the gym. Gym-goers and gym staff can help reduce risks.

Wear flip-flops in the shower
Floors in the gym’s shower stalls are germ central. If you’re standing in the stall barefoot and have even the smallest cut in your skin, you can easily introduce a fungus and end up with an infection such as athlete’s foot. Wear flip-flops in the shower so your feet are never in direct contact with the floor. That goes for the floors in the changing room and sauna, too, since a fungal infection can happen anywhere when you’re barefoot.

Drink water from a reusable bottle
Norovirus is a highly contagious intestinal virus that can easily be spread via a communal water fountain. Fellow gym-goers might hit the fountain’s spout with their mouths – and some may even spit in it. Bringing a reusable water bottle (preferably that you’ve filled at home) is a practical solution that keeps you from having to use the public fountain. Also be wary of constantly opening and closing the bottle – you’ll transfer germs from your hands to the bottle, and ultimately, your mouth. Choose a bottle that has a spout you can easily pull open with your mouth instead of your hands.

Regularly disinfect your gym bag
Your gym bag is an item you likely toss around in various places – your car, the change room, or even the floor of a public washroom – without giving it a second thought. Unfortunately, that means you’re increasing your risk of coming into contact with germs. Keep a bottle of disinfectant spray in your car or gym bag that you can use to spritz the bag’s surface before bringing it into the house.

Bring your own workout mat
When using a communal mat during yoga or barefoot workout routines, there is, once again, a risk of contracting a fungal infection. The best option is to bring your own yoga or workout mat and make sure to clean it regularly. If you’re going to use a mat provided by the gym, sanitize it with an antibacterial wipe or hand gel and place a clean towel on top of it. Alternatively, you can purchase non-slip socks or shoes specifically designed for yoga so you don’t have to work out with bare feet.

Keep your distance
Crowded fitness classes make it easy to inhale germs – particularly influenza. As a method of defence, you might want to consider getting the flu shot. You can also try to keep a reasonable distance (for example, two arm lengths) between yourself and anyone with a cough, as they are likely contagious. When heading for the cardio equipment during non-peak periods, choose a machine that’s not right beside someone else.

Wash your hands regularly
Wash your hands thoroughly with soap and water, or use an antibacterial hand gel before and after class. Regular hand washing is a habit worth developing year-round, but particularly important during flu season. Doing so prevents you from bringing germs into the gym, or leaving the gym with germs you may have come in contact with there.

Avoid touching your face
From using free weights to touching the buttons on the cardio machines, your hands are likely the part of your body that have been in contact with germs the most during your gym workout. Try not to touch your face, since germs you come in contact with can wind up in the openings of your nose, ears and mouth. Make sure to have a clean towel with you so you can wipe sweat away from your face without having to use your bare hands.

Diesel fumes cause 6 percent of lung cancer deaths: Study

The World Health Organization concluded last year that diesel exhaust is carcinogenic

An estimated 6 percent of lung cancer deaths in the United States and the United Kingdom – 11,000 deaths per year – may be due to diesel exhaust, according to a new study.

Emission standards for diesel engines have become more stringent in recent years, but their exhaust still plays a significant role in lung cancer deaths among truckers, miners and railroad workers, the authors wrote. In addition, diesel exhaust still poses a major cancer threat for people living in dense cities or near highways, they said.

Truckers and miners exposed over their careers to diesel exhaust face a risk of deadly lung cancer that is almost 70 times higher than the risk considered acceptable under U.S. occupational standards.

The scientists calculated the lifetime risk for these workers at up to 689 extra lung cancer deaths per 10,000 workers exposed. In comparison, one cancer death per 1,000 workers is used to set federal workplace standards.

In addition, people in urban areas face a lifetime risk of lung cancer that is 10 times higher than the acceptable risk used in U.S. health standards, according to the study.

An estimated 21 per 10,000 people exposed to the amount of diesel exhaust commonly found near U.S. highways would be at risk of dying of lung cancer over their lifetime. That compares to the risk of one death per 100,000 people that is used to set air-quality standards.

To come up with their calculations, the researchers from Emory University and several other U.S. and European institutions used data from three previous studies of workers – two of truckers and one of non-metal miners – as well as national death statistics for the United States and United Kingdom.

They estimated that 4.8 percent of lung cancer deaths in the United States and 1.3 percent in the United Kingdom were due to environmental and occupational exposures to diesel exhaust.

“With millions of workers currently exposed to such levels, and likely higher levels in the past, the impact on the current and future lung cancer burden could be substantial,” the authors wrote.

The researchers said their estimates “are far from precise and depend on broad assumptions.” But they said their findings are “generally consistent” with past findings.

Other factors, such as smoking, were not taken into account. They used the assumption that smoking does not modify effects of diesel exhaust.

The World Health Organization concluded last year, after reviewing health data for workers, that diesel exhaust is carcinogenic.

Diesel emissions have declined substantially over the past few years in the United States and Europe since new engine standards were initiated.

More than 50,000 high-polluting diesel engines were cleaned up or removed from U.S. roads between 2008 and 2010, according to an Environmental Protection Agency report. About 230,000 tons of soot and smog-causing pollutants were eliminated, according to the report.

However, while buses and trucks have largely adopted cleaner technology, it’s taken longer for off-road engines, such as farm and construction vehicles.

Healthy schools: HVAC tips for winter

Quality HVAC system design, operation and maintenance are critical for providing healthy IAQ in schools.

Properly functioning HVAC systems provide adequate ventilation, control odors and reduce the pollutants that cause most IAQ problems inside school buildings. In addition to improving occupant health and performance, regular HVAC maintenance saves energy.


In anticipation of the colder months, schools should pay special attention to their HAVC units, including:
  • Be aware of indoor humidity levels as the outside temperature drops. To protect health, comfort, the school building and its contents, it is important that indoor relative humidity be maintained below 60%, ideally between 30% and 50%.

In colder climates, there can be operating conditions which will cause freezing within the energy recovery heat exchanger and it is often necessary to equip ERV systems with a frost control option.


  • Ensure that facilities and maintenance staff change filters on a regular basis. Air filters should have a dust-spot rating between 35% and 80% or a Minimum Efficiency Rating Value (MERV) between 8 and 13 depending on the compatibility of your air handling unit. The higher the MERV rating, the more particulates will be filtered.
  • Ensure proper ventilation as there are significant spatial and seasonal variations in the volume of air delivered by most HVAC systems. Learn more by checking out the ASHRAE Standard 62-2013.
  • Have a plan to ensure HVAC systems are functioning property over winter and holiday breaks. With intermittent building occupancy over breaks, outdoor air ventilation rates may need to be adjusted. Check all air registers to ensure that they are not obstructed by furniture or large objects that may have been moved inadvertently.

TCE soil vapor intrusion fears in Como

Minnesota health and pollution officials are holding community forums to discuss efforts to discuss efforts to handle TCE, a degreasing solvent that may be invading homes in the Como area of southeast Minneapolis.

TCE, which stands for trichloroethylene, had been dumped from 1947 to 1962 in a pit behind a now-defunct General Mills plant.

The state is asking some 200 property owners near Van Cleve Park to allow testing in their basements to determine whether TCE vapors in the soil below their foundations are finding a way into their homes.

Prolonged, substantial exposure to TCE has been linked to certain cancers such as non-Hodgkin’s lymphoma as well as birth defects.

While there is no evidence that cancer or other health problems are more prevalent in the neighborhood, state officials said they are acting out of caution as science has revealed more about the way TCE can evaporate from groundwater and rise through soils.

The neighborhood’s TCE problem has been known since the early 1980s, when the old General Mills property at 2010 E. Hennepin Av. was declared a federal Superfund cleanup site.

General Mills agreed to pay for the pumping and treatment of groundwater to remove traces of the chemical.

Groundwater treatment continued until 2010, when the Minnesota Pollution Control Agency declared it was safe to halt the cleanup — but monitoring since that time found TCE in the soil gas below the surface.

Forty tests were conducted on the soil under sidewalks and streets in a wide section of the Como neighborhood near the old General Mills site. Thirteen sites showed TCE rates above residential air safety standards, allowing health officials to pinpoint a 16-block area trailing southwest from the plant to Van Cleve.


Tests and remedies

General Mills has agreed to arrange and pay for testing for TCE, at a cost of about $1,000 per property, as well as the $2,000-per-property cost of fixing homes or businesses if TCE is found. In most cases, the solution will be a ventilation system similar to the ones used in homes to remove radon.

The company previously paid to remove contaminated soil from the site of its former food and chemical research plant, which has since been sold and redeveloped into small-business offices.

To assess any potential health problems, the Health Department has reviewed data from its registries of all birth defects and cancer cases in the state. The 55414 ZIP code, which includes the Como neighborhood, does not have a higher rate of birth defects.

Class action lawsuit over fumes from paper mill

The Georgia Court of Appeals found that a group of property owners claiming hydrogen sulfide gas emissions from a paper mill had damaged their property had demonstrated sufficient commonality to warrant class certification.

The certified class included the owners of 34 residential properties and 33 parcels zoned for industrial, agricultural and other uses in an area around the mill, who brought nuisance, negligence, and trespass claims alleging injuries from hydrogen sulfide fumes released by the mill.

In addition, plaintiffs also offered the affidavit of a real estate appraiser who testified that the fumes would decrease the market value of the residents’ properties. The trial court issued an order certifying the class, and the Defendants appealed.

Among other arguments, defendants claimed that plaintiffs failed to establish the “commonality” element necessary for class certification because individual landowners were affected in different ways and sustained varying amounts of harm.

In affirming the lower court’s decision, the Georgia high court ruled 4-3 that a number of issues were common to the class, including issues surrounding defendant Georgia-Pacific’s operation of the mill, its implementation of safety programs, as well as the overall effects of the noxious emissions on landowners.

Three dissenting judges raised common injury and damages concerns, noting that the plaintiffs had alleged a variety of medical issues and property damages.

Also, the dissenters warned “significant trial time would be devoted to determining separate issues of liability,” because the plaintiffs had not presented sufficient evidence that the fumes actually affected a majority of the homes in the class area or adequate proof that the fumes were the proximate cause of the alleged property damage.

OSHA provides new tools to protect workers from chemical exposures

OSHA addresses outdated exposure limits with online tools, annotated PEL tables

OSHA has developed new tools to help employers safeguard workers from exposure to hazardous levels of chemicals.

The problem is that permissible exposure limits (PELs) for many chemicals are “dangerously out of date, dating from the 1970s or even earlier and do not adequately protect workers,” according to OSHA Chief Dr. David Michaels.

In a press conference, Michaels explained that the rulemaking process is complex and makes it difficult to keep chemical regulations updated.

In response, the agency has developed two strategies for dealing with the PEL problem. Both are available online at no charge.

The first is a toolkit to identify safer chemicals that can be used in place of more hazardous ones. The content walks employers and employees through information, methods, tools, and guidance to either eliminate hazardous chemicals or make informed substitutions.

OSHA also announced a second new online resource, known as the Annotated Permissible Exposure Limits (or annotated PEL) tables. Its purpose is to enable employers to voluntarily adopt newer, more protective workplace exposure limits than those required by OSHA.

The revised tables provide a side-by-side comparison of OSHA PELs for general industry to NIOSH recommended exposure limits (RELs), California OSHA PELs, and threshold limit values (TLVs) developed by the American Conference of Governmental Industrial Hygienists.

For many chemicals, the alternate exposure limits listed in the annotated PEL tables are significantly lower than OSHA’s PELs. For example, while respirable quartz, a form of crystalline silica, has an OSHA PEL of 10 milligrams per cubic meter (mg/m3), Cal/OSHA’s PEL is 0.1 mg/m3, and NIOSH’s REL is 0.05 mg/m3.

“I advise employers who want to ensure that their workplaces are safe to utilize the occupational exposure limits on these annotated tables, since simply complying with OSHA’s antiquated PELs will not guarantee that workers will be safe,” Michaels said.


Following OSHA’s chemical standards isn’t enough

Avoiding chemical exposures is critically important. According to OSHA, workers suffer more than 190,000 illnesses and 50,000 deaths each year related to chemical exposures.

Workplace exposures have been linked to cancers and other lung, kidney, skin, heart, stomach, brain, nerve, and reproductive diseases.

Establishing a chemical management system that goes beyond compliance with OSHA standards and aims to reduce or eliminate hazards at the source is the best way to protect workers.

Air pollution news: EU report finds emissions above UN standards

Air pollution can lead to respiratory
and other diseases as well as death.
Emissions of particulate pollution have fallen, but 88 percent of European urbanites receive exposure to levels above UN recommendations.

The European Environment Agency (EEA) emphasized microscopic specks of dust and soot in its annual report. Particulate matter (PM) measuring less than 10 microns, or 10 millionths of a meter, can lodge in airways. Still smaller particles, measuring under 2.5 microns across, can enter deep into the lungs and even cross over into the bloodstream.

"European citizens often breathe air that does not meet the European standards," the Copenhagen-based EEA has announced. "The current pollution levels clearly impact on large parts of the urban population."

PM emissions fell EU-wide between 2002 and 2011. However, 33 percent of urbanites live in areas where levels bust Europe's requirements for maximum exposure to PM10 - a benchmark measured on exposure averaged over 24 hours – and 22 countries exceeded the daily limit in 2011.

Pollution linked to death, illness and economic losses

The figure rises to 88 percent if measured under the far tougher, but nonbinding, guidelines for PM10 set by the UN's World Health Organization. Pollution results in deaths, ill health and economic losses linked to reduced crop yields, according to the EEA.

The EEA also reported that 98 percent of European urbanites lived in areas that were above UN guidelines for ozone, a molecule that, at ground level, is caused by a chemical reaction between sunlight and fossil-fuel emissions and is another irritant for the airways.

"Air pollution is causing damage to human health and ecosystems," EEA Executive Director Hans Bruyninckx said. "Large parts of the population do not live in a healthy environment, according to current standards."

A study published in The Lancet Respiratory Journal found that even low PM2.5 during pregnancy increases risk of low birth weight: less than 2.5 kilos (5.5 pounds) after 37 weeks of pregnancy and linked to respiratory problems in childhood and cognitive difficulties. The data come from 14 studies in 12 European countries involving 74,000 women.

High level emmissions of harmful particles owe partially to more diesel cars and a rise in wood burning as a cheap alternative to gas.

Some schools adopting air quality flag program

PITTSBURGH (KDKA) – With more and more children suffering from conditions like asthma, parents and teachers are paying close attention to air quality.

Now, some students are keeping an eye on the levels as well.

There are two flags outside of the Environmental Charter School in Regent Square – the American flag and a smaller, colorful flag.

Depending on the day, you may see purple, red, orange, or green. Each color is an indication of the air quality.

The students monitor the air quality and raise the flags according to what the air quality is like in the city for the day. Green means good air quality, yellow is moderate and orange means be cautious.

The program is sponsored by the Southwest Pennsylvania Air Quality Partnership and the Group Against Smog and Pollution.

The school flag program is currently in 10 schools around the region, but the goal is to expand that number over the school year.

Study to examine firefighter exposure to chemicals

A dirty turnout suit after a fire used to be a point of pride for firefighters.

The times have changed, and research now shows firefighters are at a greater risk of developing cancer because of exposure to toxic chemicals while fighting fires.

A recently published study of firefighters in California from Dr. Susan Shaw, an environmental scientist based in Blue Hill, found higher levels of chemicals from commercial flame retardants and other household materials than expected, increasing firefighters’ risk of developing cancer later in life.

Showing the actual health outcomes of the chemical exposure, however, is the goal of a new 15-year study Shaw presented Thursday morning to Ober, other municipal officials and firefighters and fire chiefs from across the state at the annual meeting of the Maine Fire Chiefs’ Association at the Augusta Civic Center.

The meeting was part of the annual Maine Municipal Association Convention held Wednesday and Thursday.

Shaw, founder and president of the Blue Hill-based Marine Environmental Research Institute, said the study will follow 50 Maine firefighters over a 15-year period, analyzing their blood after fires to determine the levels of chemicals and cancer indicators.

The California study found two to three times higher levels of chemicals from flame retardants — polybrominated diphenyl ethers, or PBDEs — than most of the population.

The high levels of toxic chemicals place firefighters at a higher risk, but the longer-term study will try to identify the chemicals that factor in the development of cancer. Shaw said the study is the first of its kind.

“Exposure has not been adequately assessed in firefighters, and the relationship between firefighter and cancer risk is not well understood,” she said, “so the research we’re going to do here in Maine will be a model for future studies.”


Toxic chemicals found in most homes


She said some chemicals have been phased out of production, and several states, including Maine, have banned some types of flame retardants. Yet the chemicals still are commonly found in homes in plastics, foam, furniture, carpets, mattresses, TVs and computers.

Shaw said the flame retardants have been shown to save only a few seconds of ignition time; but when burned, they produce twice as much smoke, 13 times as much toxic carbon monoxide and thousands times more soot.

The Maine study is in the planning phase, Shaw said, but it’s set to begin next year. The firefighters haven’t been chosen yet, and the study probably will select them from larger departments, she said.

Firefighters participating in the study will learn of their blood results but will have the option of whether they want them shared, Shaw said. As in the California study, the firefighters’ names will remain confidential.

Shaw told the audience that in order to reduce the risk of exposure, fire departments should decontaminate gear after each fire; enforce the wearing of air-packs, even after the fire has been put out; not allow firefighters to take dirty gear home; regularly clean the interior of trucks; and have spare turnout suits to use when the others are being cleaned.

Augusta Fire Department Chief Roger Audette, who attended the presentation, said his department took steps in the last two years to reduce the risk for its firefighters by purchasing gas meters and ensuring the air is safe before allowing firefighters to take off their air-packs.

The department also has washing machines on site for the firefighters’ gear. Audette said now it’s common for newly built fire stations to have separate rooms to store suits and equipment between calls, a contrast to the prior practice, and current practice in other fire departments, of air-drying turnout suits in the station.
“It’s a big change,” he said.

Workers exposed to airborne contaminants at manufacturing plant

LAKE MILLS, Wis. – Fiberdome Inc. has been cited by the U.S. Department of Labor's Occupational Safety and Health Administration for 10 health violations and $49,500 in penalties following a March investigation of the Lake Mills fiberglass manufacturing plant.

Workers were exposed to styrene - a chemical used extensively in the manufacture of plastics, rubber and resins-in excess of permissible limits.

OSHA initiated the inspection after receiving a referral alleging workers were experiencing respiratory irritation due to chemical exposure.

"Workers at this manufacturing plant continue to be exposed to chemical hazards that can cause severe respiratory illness," said Kim Stille, OSHA area director in Madison. "Companies must be aware of the hazards that exist in their facilities and take all possible precautions to minimize the risk of illness."

Seven serious violations include allowing worker exposure to airborne concentrations of styrene in excess of recommended exposure limits, as well as failing to develop a written respirator protection program and provide adequate respiratory protection and training to workers.

Other violations involve failing to conduct a personal protection equipment hazards assessment and train workers on hazards associated with chemicals used in the factory; provide safety data sheets to a physician treating a worker for occupational illness; and to keep the production area free of excess fiberglass and styrene.

An OSHA violation is serious if death or serious physical harm could result from a hazard an employer knew or should have known exists.

Workers who make fiberglass products are potentially exposed to styrene. Health effects from exposure to styrene may involve the central nervous system and include complaints of headache, fatigue, dizziness, confusion, drowsiness, malaise, difficulty in concentrating, and a feeling of intoxication. For more information on this chemical, visit this page.

One repeat violation was cited for failing to require workers to use appropriate hand protection when exposed to hazardous chemicals. A similar violation was cited in 2011 at the same facility.

Two other-than-serious violations were cited for record-keeping deficiencies and failing to properly label containers carrying hazardous chemicals. An other-than-serious violation is one that has a direct relationship to job safety and health, but probably would not cause death or serious physical harm.

Fiberdome Inc. has 15 business days from receipt of its citations and penalties to comply, request an informal conference with OSHA's area director, or contest the findings before the independent Occupational Safety and Health Review Commission.

Hotel rooms can make you sick

A hotel room may look clean, but the reality is the stuff of nightmares.

The Healthy Hotels Program, which provides hotels in Australia and New Zealand with certification of their health and hygiene standards, has compiled some facts to find out just how much hotels can affect health.

In the guest room, door handles, swipe keys, carpet, glasses, light switches, remotes, key board, furniture, bedding, curtains, taps and fittings, the toilet, shower, ice bucket, refrigerator, chair, bed and pillows each present a potential for transmission.

The desk in a hotel room will be home to 400 times more bacteria than the toilet, the reason being that most toilets are disinfected, while furniture typically is not.

Equally one of the greatest potential threats to health in the guest room is the air we breathe.

The resting adult will inhale between 10,000 to 20,000 litres of air per day including sleeping time, where the face and mouth are pressed directly onto the pillow.

Air can be home to any number of micro-contaminants, including mold spores, fine dust, pollen and volatile organic compounds (VOCs). Some of the most dangerous airborne pollutants, which are also the easiest to avoid, are air fresheners, pesticides and many conventional cleaning products.

The most common VOC sources in the guest room are cleaning chemical residue and the byproduct of a process called ‘off-gassing’. Typical of newer building materials such as fresh carpets or furniture, gases from the glues, sealants and coloring agents can leech into the air for a period of time, often being mistaken for that fresh new carpet smell.

Any substance which is not considered toxic to the touch must be considered completely differently if inhaled. Only 30 per cent of contaminants inhaled are ever exhaled, the remainder are broken down by the body, usually within the liver.

There’s no avoiding the fact that any indoor environment which is home to human activity will ultimately be contaminated with the presence of human proteins, body fluids, bacteria and most likely the presence of mold and dust mites.

The average hotel bed will be home to more than 1370 people over a five-year period. We shed up to 3.6 kilograms of skin each year and an average bed can contain anywhere from 100,000 to 2,000,000 dust mites.

The Ohio State University entomology department says the weight of a two-year-old pillow can be comprised of up to 10 per cent dust mites and their excrement.

In addition, carpets and beds which are not regularly or correctly sanitized have been found to contain high concentrations of mold spores and bacteria such as Escherichia coli (E. coli).

To add to the equation, when examined with black light most hotel room bed heads or head walls have been found to show evidence of human proteins.

A smell indicates poor indoor air quality -
but some dangers aren't easy to identify.
While it’s the ‘germ statistics’ that form the common rhetoric and always have, guests and hoteliers alike deserve to know the difference between the ‘gross factor’ and the elements which are more likely to cause potentially serious health concerns.

It’s unrealistic for any guest room not to show evidence of human habitation, however the presence of VOCs such as certain mold spores and chemical compounds within the air and furnishings should be taken far more seriously due to the demonstrated health implications they can represent from both short and long term exposure.

Certain species of mold represent arguably the greatest and most common threat to respiratory health in any guest room. Although the number is improving, comparatively few accommodation operators sanitize their beds and carpets correctly if at all, making these areas a haven for basic allergens and bacteria, through to potentially dangerous VOCs.

How to minimize risks in hotel rooms


If you’re a guest, there are several things you can do to have confidence before your stay:

  • Ask about sanitizing practice before booking. Are the beds, pillows and carpets sanitized and if so, is it with a low moisture process or with steam which is counter-productive?
  • Ask if housekeeping typically use bleach-based products or are there other safer alternatives in place such as vinegar or cloth cleaning?
  • Ask if the property has their air quality measured regularly.
  • Take your own pillow, have it either professionally sanitized or at the very least, vacuum it and leave it in direct sunlight for an hour.
  • Ask if there’s an independent health certification in place.

During your stay:
  • Open the windows if possible — fresh air is best.
  • Wash hands regularly and avoid touching the nose, eyes or mouth unnecessarily.
  • Wipe down items and switches with a disinfecting wipe.
  • Take your own drinking water or boil the water and let it stand for a while.
  • Turn off and unplug unnecessary devices, particularly before bed.
  • Stay hydrated and be mindful to consume foods (preferably raw) with antioxidants such as most berries, prunes, apples and green tea.
  • Avoid bright lights and device screens an hour before bed

Home health care workers get recognition

may limit access for some families.
The Obama administration approved rules that extend minimum wage and overtime pay to nearly 2 million home health care workers who help the elderly and disabled with everyday tasks such as bathing, eating or taking medicine, according to an AP report.

Home care aides have been exempt from federal wage laws since 1974, when they were placed in the same category as neighborhood baby sitters. But their ranks have surged with the aging population and the field is now one of the fastest-growing professions.

Labor unions and worker advocacy groups have been seeking the change for years, arguing that nearly half of caregivers live at or below the poverty level or receive public benefits such as food stamps and Medicaid.

But some health care companies claim new overtime requirements will make it tougher for families to afford home care for their aging parents. Lobbyists for the $84 billion industry argue the new requirements could reduce the quality of care and even lower the take-home pay of caregivers if companies decide not to send workers out for shifts longer than eight hours.

The new rules will take effect in January 2015, which will give time for states and industry providers to adjust to the new requirements. New wage and hour rules typically take effect within 60 days after final approval. The rules cover home health aides, personal care aides and certified nursing assistants that provide care to the elderly and people with injuries, illnesses and disabilities.

President Barack Obama first proposed the rules nearly two years ago as part of broader effort to boost the economy and help low-income workers struggling to make ends meet. More than 90 percent of home care aides are women. About 30 percent are black, and 12 percent are Hispanic.

Experts estimated that by 2020, the country would need about 4 million home care aides to meet the needs of its graying population. The number of Americans over 65 is expected to nearly double over the next 20 years.

Fifteen states already extend state minimum wage and overtime protections to home care workers, and another six states and Washington, D.C., mandate state minimum wage protections.

The current median pay for home care workers is about $9.70 per hour, higher than the federal minimum wage of $7.25 an hour, according to Labor Department figures. But overtime pay could help lift wages substantially for those who work more than 40 hours a week.

The new rules will continue to exempt from minimum wage and overtime requirements those workers who mainly visit the elderly to provide company or engage in hobbies and are employed directly by the person or family receiving services.
