Fracking health concerns continue

Air quality complaints and water contamination debated

toxic substances over short periods of time.
There are more than 6,000 active gas wells in Pennsylvania. And every week, those drilling sites generate scores of complaints from the state’s residents, including many about terrible odors and contaminated water.

How the Pennsylvania Department of Environmental Protection handles those complaints has worsened the already raw and angry divide between fearful residents and the state regulators charged with overseeing the burgeoning gas drilling industry.

For instance, the agency’s own manual for dealing with complaints is explicit about what to do if someone reports concerns about a noxious odor, but is not at that very moment experiencing the smell: “DO NOT REGISTER THE COMPLAINT.”

When a resident does report a real-time alarm about the air quality in or around their home, the agency typically has two weeks to conduct an investigation. If no odor is detected when investigators arrive on the scene, the case is closed.

“The time that it takes them to respond is something people are concerned about,” said Matt Walker, a community outreach director for the Clean Air Council in Pennsylvania, an environmental advocacy organization. Waiting a few days to two weeks to respond to odor complaints, he said, is “way too long.”

The concerns of residents are not likely to be eased by a study published in Reviews on Environmental Health, a peer reviewed journal.

The study, researchers say, confirms what they have long suspected about natural gas operations — that emission levels from these sites spike drastically over short periods of time, making it hard to assess the true threat to people’s health.

Researchers at the Southwest Pennsylvania Environmental Health Project collected real-time readings of particulate matter — soot, dust and chemicals — in 14 homes in Washington County, a heavily drilled part of the state.

They found repeated episodes during which measures of contaminated dust rose sharply, to dangerous levels in the course of a day.

David Brown, the lead researcher on the study, said that a person in such circumstances could get what amounted to a full day’s exposure in half an hour.

The Pennsylvania Independent Oil and Gas Association declined to comment on the Environmental Health Project’s study but said that the oil and gas industry is “heavily regulated” and that the association’s member companies “strive to comply with numerous federal and state air quality related rules, regulations, and reporting requirements.”

Information provided by the DEP shows that between 2011 and 2014, the department received over 2,000 complaints about oil and natural gas operations. Water quality issues featured prominently in the list of complaints. The DEP also registered 110 of the complaints as odor issues.

John Quigley, a former director of the Pennsylvania Department of Conservation and Natural Resources, said the need for greater transparency in the oversight of the fracking industry was real and urgent.

Gas drilling operations include several processes that release toxic chemicals into the air. The type and level of chemicals released varies from hour to hour depending on the type of activity taking place on the well pad.

Despite this, researchers and regulators seeking to assess the health threat of fracking operations have typically used measurement devices that capture air emissions over longer periods of time, often 24 hours.

These levels are then, in many cases, compared to the EPA’s National Ambient Air Quality Standards, which were created over 40 years ago at a time when large, 24-hour-a-day sources of pollution such as coal fire plants and steel mills were dominant.

“You can’t use 24-hour standards if the health effect occurs within a few minutes,” said Brown, the lead author of the study released Friday.

The question of whether episodic bursts of contaminated air from fracking could pose an unappreciated but real health menace was first explored in West Virginia in 2010.

West Virginia’s Department of Environmental Protection asked Michael McCawley, then a professor at West Virginia University’s Health Sciences Center, to study air emissions from fracking operations in the state. McCawley found the contaminants he detected at fracking sites fluctuated over a wide range.

Those findings mirror those in the Pennsylvania study published on Tuesday.

Research has shown that fracking operations can release an array of toxic chemicals — some carcinogenic, others capable, at significant enough levels, of causing serious neurological and respiratory damage. The worry, Brown says, is that these chemicals are attached to the microscopic dust particles that he detected and can reach the bloodstream after being inhaled.

McCawley and Brown say that the wide fluctuations that they’re picking up on are also attributable to operators not using the best available technology to limit possibly harmful emissions.

State and federal regulations, for instance, do not require operators to use equipment that would capture all emissions during drilling. Often, gases are vented or flared into the air. The regulations also don’t consider activities, like diesel truck traffic, that degrade air quality at the fracking site.

“The law requires best technology,” said McCawley, and the data, he says, is telling us that the gas drilling industry is “not working according to the strict definition of the law.”

Xylene detected by employees

Xylene and other airborne chemicals
can be harmful to human health.
Located in the southwest corner of Midland County sits the City of Odessa’s Bob Derrington Water Reclamation Plant; almost invisible to anyone driving south on East Loop 338.

It was here that alert employees discovered the presence of a chemical waste that was dumped into the city’s sewers from a manhole cover, according to an Ector County lawsuit.
Ben Jordan, assistant director of utilities for Odessa, said the discovery occurred Jan. 8 and almost by accident.

With employees doing maintenance at the “top of the plant,” or the area where raw sewage initially comes in, Jordan said the employees noticed a difference in the way the air smelled.

Explaining that after working near sewage for many years, Jordan said the employees can usually detect something different in the water by the way it smells.

“It was sweet, almost like Pine-Sol,” Jordan said. “We just knew it was a different smell.”

Taking a sample, they sent a sample off to be tested and did a second sample on Jan. 30. However, because the sample was not the same quality as the Jan. 8 samples, Jordan said they did not send it in for testing.

“I make sure to do it the same way; that way our tests have integrity,” he said, adding a third sample was sent on Feb. 10.

When the results came back, it showed that there were high levels of xylene in the water.

Xylene, a liquid hydrocarbon obtained by distilling wood, coal tar, or petroleum, and used in fuels and solvents, and in chemical synthesis, is also highly flammable and causes irritation of the skin and birth defects if ingested.

Lab reports done by Ana-Lab Corporation indicate the test in January reported that the water had 17.04 micrograms per liter of xylene in the water.

In a separate test conducted in February, water from the plant again showed elevated levels of xylene, this time at 14.14 micrograms per liter.

The U.S. Environmental Protection Agency’s website states that federal law allows no more than 10 microgram per liter of xylene in the city’s sewer system.

But the xylene also did more than that. Jordan said it killed all the microorganisms that are used to treat the sewer water.

As the raw sewage comes in, various types of microorganisms start eating at the sewage, and each other, eventually dropping all the fecal matter out of the water as it goes through the process, Jordan said.

Next, chlorine is poured into the water and then taken out with sulfur dioxide because any runoff from the plant goes into the Monahans Draw, which is about a mile south of the plant, Jordan said.

“The state says you can’t have water with chlorine go back out,” Jordan said.

But once the xylene hit the plant, Jordan said it started to kill off the microorganisms, which started to slow down how fast the plant could process water.

Sitting in the tanks halfway through the process is a large amount of dried sludge, which sits on top of the pools, and forces the running water to go under it. But at the end of the process, Jordan pours out some water which is clear.

Because of state standards, Jordan said the water is tested every day, with the employees walking around the plant during shifts to make sure everything is flowing smoothly.

The xylene that came into the plant was the result of 90 barrels of the waste poured into the sewer system by employees with Roywell Services Inc., a lawsuit filed by Ector County alleges.

When Odessa and Ector County law enforcement officials did their investigation, an unnamed employee with the company said he saw two employees use a pump to drain the contents of a lined pit —identified as a mixture of acid, chemicals and water — from the property and into a manhole, the lawsuit stated.

The mixture that was reportedly dumped into a manhole cover at the property located at 2425 West Interstate 20 was “hot,” and was dissolving caliche rock and dirt.

Additional interviews with employees stated that they dumped about 90 barrels of the waste into the sewer system and lifted the manhole cover with company-owned equipment at the direction of one of their managers, the lawsuit stated.

Chemical plant odors worries residents

A chemical leak was to blame for the strong
odors affecting nearby citizens.
Residents living near the Imperial Oil refinery and chemical plant are wondering why a hydrocarbon gas leak sent workers to safe havens within the plant while citizens were left to go about their routines despite a strong odor wafting through much of the southwestern Ontario city.

Warning sirens went off at the Imperial site after a vapor release began at 3 p.m. Friday, caused by a release of “light hydrocarbons,” according to a company news release.

The leak came from a small pipe in the site’s chemical plant.

Imperial’s air monitoring showed no measurable levels of hydrocarbon or hydrogen sulfide, the release said.

A strong odor wafted over the city, prompting a rash of 911 phone calls, said Sarnia Mayor Mike Bradley. Calls were also fielded by a local radio station.

The leak was contained immediately and did not go off-site, according to Sarnia police news release, and Imperial Oil staff ensured that the odor smelled by neighbors was in no way toxic or harmful.

The all-clear was given at 8:30 p.m. Friday, according to the company.

Company officials should have warned the city that the leak would have an effect on people outside the site, the mayor said Saturday.

Imperial has not specified what the leaked material was or how much of it leaked. An investigation is underway, said a spokesman, but he did not know how long that might take.

Regulatory authorities, including the provincial Environment Ministry, have been notified.

Bars still invaded by smoke, study shows

secondhand smoke even if a smoking ban is in effect: Study
Bars and pubs that have implemented a smoking ban have taken steps into the right direction, but their patrons may still be exposed to secondhand smoke, a Wellington (New Zealand) study shows.

Even years after smoking bans came into effect, the bars’ indoor air quality may suffer from smoke seeping into the indoor environment from outdoor smoking areas.

The Wellington researchers tested the air quality in seven establishments, seven years after the bans were implemented and measured the particulate levels in the outdoor smoking areas, inside the bar close to the area and further inside the bar.

The results showed poor air quality for all those areas, at higher pollution levels than recommended by the World Health Organisation (WHO).

The exposure to smoke affected bar patrons but also especially bar staff, the researchers say.

Based on the study’s results, the researchers said outdoor areas require tighter regulations, too.

Green hotel chains lead the way

Hotels can make big and small changes
to be more green and profitable.
Big hotel chains seem to have the advantage when it comes to going green, a new analysis by Washington State University researchers shows.

Chain hotels often have more green practices in place, including:

  • Energy efficient light bulbs
  • Staff training to conserve energy by turning off lights, heaters and air conditioning in unoccupied rooms
  • Bulk purchasing to save on packaging
  • Using less toxic cleaners and chemicals
  • Offering tips to guests on how to save water and energy during their stay (reusing towels and sheets, for example)

The researchers found that the appearance of being green impacted a guest’s decision when it came to similar rooms at the same price.

Traditionally, hotels have had large environmental footprints in the hospitality industry because they use so much water and cleaning chemicals, electricity by keeping lights on all night, etc.

The green hotel movement has become more and more popular since the 1990s.

"It's a smart practice for hotels," says Dennis Reynolds, Ivar B. Haglund Endowed Chair in the WSU School of Hospitality Business Management.

"When it started, no one acknowledged that. They said, 'This is a green practice. We're doing it for the environment.' That caught on very quickly because, yes, it's good for the environment but it's also good for the bottom line."

Greener buildings with better insulation, improved ventilation systems and increased control over room temperature and air quality can cut energy costs significantly.

Take steps to prevent illness and injury in the lab
