'Green' walls bad for office worker health: Study

In hot and polluted environments, indoor air
pollution may be worse with 'green' walls.
Going green is a growing trend - but in the case of living 'green' walls in offices, it might be a bad idea.

In fact, they could contribute to poorer air quality indoors, experts say.

Researchers of the University of York recently looked at the levels of ultrafine particles (UFPs) in hot and polluted environments. Such particles are a health concern as they can carry potentially toxic substances into the lungs.

The scientists simulated typical UFP levels in Athens, Helsinki and Milan offices during a heatwave and typical summer temperatures. The three cities were selected to compare contrasting climates and locations across Europe.

The researchers found that indoor concentrations of UFPs were highest in the Milan and Athens offices, reflecting high outdoor air pollution levels in these cities.

The pollutants make their way indoors through doors, windows and ventilation systems as well as through gaps in building materials.

However, indoor UFP concentrations were well above those expected through penetration of outdoor particles alone.

The researchers wanted to know why and realized they were a result of high concentrations of reactive volatile organic compounds (VOCs) outdoors, emitted by plants and trees.

These reactive VOCs include limonene, a naturally occurring compound emitted by plants and trees responsible for the citrusy smell in lemons and oranges, and pinene, emitted by pine trees.

Once in the atmosphere, such compounds rapidly oxidise to form a range of gas-phase and particle-phase products, which exist in a dynamic equilibrium depending on the conditions.

During heatwaves such as that experienced during 2003, emissions of VOCs increase in high temperatures and the formation of the secondary gas and particle-phase products becomes very efficient.

When outdoor air is drawn into an office air inlet, it is often filtered to partially remove outdoor particles. However, removing these particles disturbs the equilibrium of the secondary products and in order to re-establish a balance, new particles quickly form once the air reaches the office environment.

Therefore, indoor UFP concentrations are seen to be much higher if reactive VOCs exist outdoors near an office air inlet, as the impact of air filtration is lessened.

This finding is significant as, for the first time, indoor UFP formation is shown to be linked to the oxidation of outdoor plant and tree species in heatwave conditions.

Given the increasing popularity of green walls covered in plants and vegetation, their prevalence in hot, polluted locations could exacerbate indoor air pollution.

The filtration of air in modern office blocks is also seen to be less effective than expected, and this may explain why expected health benefits are often not realised when particle filters are added to a building.

Chicago has most air-conditioned homes: Study

You might think that hot climates drive the demand for indoor air conditioning.

But the results of a recent study on the prevalence of homes with HVAC systems might surprise you.

When it comes to demand for homes with central air conditioners, it’s not the heat; it’s the humidity.

A RealtyTrac analysis of homes in U.S. cities with more than 100,000 residents showed that cities with high humidity and temperatures, not just one or the other, have the most homes with central air.

Yet Chicago, which is among neither the hottest nor the most humid cities, outranked scorchers like Houston, Miami, and Phoenix on RealtyTrac’s list of “coolest” cities.

Rounding out the list where central A/C is a must-have were Philadelphia; San Antonio, TX; Portland, OR; Las Vegas; Los Angeles; St. Louis, MO; Orlando, FL; Jacksonville, FL; Atlanta; Charlotte, NC; and Indianapolis.

Except for a few West Coast cities with mild, year-round climates, air conditioners come standard in most new homes, according to the U.S. Department of Energy.

As their use increases, builders have been able to upsell more energy-efficient models.

Don't let poor IAQ affect productivity

Company sued for selling formaldehyde-releasing floors

Class-action lawsuits allege Lumber Liquidators sold flooring that contained dangerous chemical

Los Angeles, CA -- It’s bad enough to be facing a parade of lawsuits ranging from allegations of stock price affectations to defective products. However, when Anderson Cooper and the venerable 60 Minutes comes knocking at your door, you know you’re not going to have a good day.

Such are the issues facing Lumber Liquidators, a US vendor of Chinese flooring products that are alleged to have not only failed California’s so-called CARB-2 safety standards, plaintiffs also claim levels of formaldehyde in the products exceed safe limits by serious margins.

The issue takes on greater significance given the adoption of the California Air Resource Board Phase 2 (CARB-2) emissions standard for formaldehyde in manufactured products as the US standard several years ago, which finally comes into effect nationwide later this year.

According to the report aired on 60 Minutes, glue used in the production of laminate flooring can sometimes contain formaldehyde. In low levels it’s not considered a problem, especially when the formaldehyde is encased in the product, preventing emissions from escaping into the air.

The problem with Lumber Liquidators Flooring formaldehyde, according to the allegations, is that a greater level of formaldehyde is used in the production of products for Lumber Liquidators, in an effort to keep costs down.

Such a high level of formaldehyde, according to environmental experts interviewed by CBS News for 60 Minutes, can succeed in escaping from the product into the air, making homeowners ill.

That’s the allegation carried in a Lumber Liquidators Defective Flooring Class Action Lawsuit filed by John and Tracie-Linn Tyrrell in federal court in California March 5.

Customer suffered health effects after floor installation

According to the Richmond Times Dispatch (3/5/15), John Tyrrell began experiencing symptoms that include extreme shortness of breath, weakness, fatigue, and incessant coughing and sneezing shortly after he and his son-in-law installed the laminate flooring.

“Despite repeated medical tests, his doctors have not been able to identify the cause of these symptoms,” the lawsuit claims.

The proposed class action seeks to represent any consumer who purchased Chinese flooring products from Lumber Liquidators in the last four years. They seek re-imbursement for the material and installation, as well as unspecified damages.

The lawsuit also seeks to force Lumber Liquidators’s hand by having an injunction granted, preventing the company from selling the allegedly defective products.

“Based on lawsuits, articles and blog posts, [Lumber Liquidators] knew or should have known that its laminate wood flooring products were not compliant with [California emissions] standards,” the lawsuit said.

“Despite this knowledge, defendant failed to reformulate its flooring products so that they are compliant or to disclose to consumers that these products emit unlawful levels of formaldehyde.”

Lumber Liquidators, according to the Dispatch report, is “currently reviewing the allegations contained in this lawsuit,” the company said.

“It appears that many of the claims mimic contentions raised in a separate suit that was filed by a law firm that also represents a short-seller, which looks to benefit from decreases in our stock price, in another action against us. We believe in the safety of our products and intend to defend this suit vigorously.”

Out of 31 samples of Chinese flooring products imported by Lumber Liquidators independently tested by 60 Minutes at two certified testing labs, all but one sample presented with seriously high levels of formaldehyde that exceeded state and pending federal guidelines.

Upon dispatching reporters to the manufacturing facility in China, 60 Minutes was told the facility had the capability of manufacturing to the CARB-2 standard, but switched to cheaper manufacturing methods that utilized higher levels of formaldehyde in the wood glue for products manufactured for Lumber Liquidators.

Officials of the manufacturing facility also admitted to 60 Minutes reporters using a hidden camera that products were improperly labeled as CARB-2 compliant, or so it is alleged.

In a filing, Lumber Liquidators said “we believe that ‘60 Minutes’ used an improper test method in its reporting that is not included in California regulations and does not measure a product according to how it is actually used by consumers. We stand by every single plank of wood and laminate we sell all around the country.”

The case is John Tyrrell et al v. Lumber Liquidators Inc., Case No. 2:2015cv01615, California Central District Court.

Air pollution slows cognitive development in children: Study

Traffic-related fumes in schools may
lead to development problems in children.
Attendance at schools exposed to high levels of traffic-related air pollution is linked to slower cognitive development among 7-10-year-old children in Barcelona, according to a study published by Jordi Sunyer and colleagues from the Centre for Research in Environmental Epidemiology (CREAL), Spain, published in PLOS Medicine.

The researchers measured three cognitive outcomes (working memory, superior working memory, and attentiveness) every 3 months over a 12-month period in 2715 primary school children attending 39 schools.

By comparing the development of these cognitive outcomes in the children attending schools where exposure to air pollution was high to those children attending a school with a similar socio-economic index where exposure to pollution was low, they found that the increase in cognitive development over time among children attending highly polluted schools was less than among children attending paired lowly polluted schools, even after adjusting for additional factors that affect cognitive development.

Thus, for example, there was an 11.5% 12-month increase in working memory at the lowly polluted schools but only a 7.4% 12-month increase in working memory at the highly polluted schools.

These results were confirmed using direct measurements of traffic related pollutants at schools.

The findings suggest that the developing brain may be vulnerable to traffic-related air pollution well into middle childhood, a conclusion that has implications for the design of air pollution regulations and for the location of new schools.

While the authors controlled for socioeconomic factors, the accuracy of these findings may be limited by residual confounding, that is, the children attending schools where traffic-related pollution is high might have shared other unknown characteristics that affected their cognitive development.

Library tested for mold problems

Testing was underway after mold was found on a heating and cooling vent at the University of Missouri’s Ellis Library recently.

Environmental Health and Safety tested the area after the fungus was found and confirmed it was mold, according to a notice from library administrators. The vent was in the special collections area of the fourth floor.

“While we have confirmed there is mold in the area, that doesn’t mean anything,” Environmental Health and Safety Director Todd Houts said.

“Mold is in the air everywhere. It becomes an issue when there’s a lot. We’re not sure how much there is yet.”

Houts said workers set up “traps” to collect samples of the mold throughout the week. Later this week or early next week, environmental staff will examine the collected mold spores.

“Mold has a bad name because when people talk about it, they’re usually talking about extreme situations, but mold is present practically everywhere,” Houts said.

There is no imminent threat from the mold found in the library, he said, and no history of mold problems inside the library.

The notice from the library was sent to library staff, members of the Library Committee and the MU Faculty Council, library spokeswoman Shannon Cary said in an email.

“Environmental Health and Safety will be performing additional inspections and tests to make sure all affected areas are identified,” the notice reads.

“Any affected areas will be cleaned immediately by Campus Facilities, and other air ducts in Ellis Library will be cleaned as needed. In addition, MU Libraries administration is working with the Office of Energy Management to make sure that proper temperature and humidity levels are maintained at Ellis Library and the specialized libraries at all times.”

Last fall, mold damaged about 600,000 books the university had in off-site underground storage. Most were saved, with cleanup paid for through grants and a self-insurance fund.

Boston area shop owners opt for carcinogen-free business

When Myra Vargas and her husband took over a dry-cleaning business in Jamaica Plain last spring, they had to make a tough decision: whether to use a common chemical called perchloroethylene, known as perc, or institute a costly change.

Vargas knew that perc, which they’d been using to clean clothes at their Roslindale shop for nearly two decades, was dangerous.

Years earlier, she’d been warned to stay away from it while pregnant. But she’d recently learned that perc probably causes cancer in dry-cleaning workers.

“We went seventeen years using something that was dangerous for everybody,” she says.

Extra encouragement to make the change to a safe system known as wet cleaning came from a group called Jamaica Plain New Economy Transition, but it wouldn’t be easy.

The couple would need to buy all new machinery and pay to get rid of their old, perc-based equipment. And making the switch would cost more than $100,000, a daunting hurdle. Plus, they’d heard conflicting stories about whether wet cleaning worked as well. But then the project helped them get a $15,000 state grant and launch a Kickstarter campaign that raised another $18,000.

On September 11, J&P Dry Cleaners celebrated its grand opening as the neighborhood’s only wet cleaner and one of only about a dozen in the state.

The shop’s opening was the first success in an ambitious effort to rid Jamaica Plain businesses of chemicals likely or suspected to cause cancer.

Across the nation, Main Street businesses routinely use such chemicals: at beauty and nail salons, hair straighteners and polishes that may release formaldehyde, for instance; at auto shops, brake cleaners that can include perc and solvents with trichloroethylene.

By persuading companies to switch to safer alternatives, the JP project aims to create locally what its leaders are calling “a cancer-free economy.”

Although nationally cancer rates are declining slightly, an estimated 1.7 million Americans will be diagnosed with the disease this year and more than half a million will die of it.

But most of us don’t need stats to tell us there’s a lot of cancer around — everyone seems to know someone.

“Not enough effort, not enough research, not enough funds have been directed toward upstream efforts to prevent carcinogens from getting into the human environment in the first place,” says Richard Clapp, an epidemiologist at the University of Massachusetts Lowell Center for Sustainable Production, which is partnering on the Jamaica Plain project.

 “How do we get to the point where we don’t pour this fire hydrant of carcinogenic chemicals into the environment?”

To be sure, exposure to chemicals doesn’t cause all (or even most) cancers. The American Cancer Society attributes 30 percent of US cancers to cigarette smoking and 35 percent to poor diet, inactivity, and obesity.

Other factors, such as genetics and infections, also contribute. But any given cancer case is now understood to have more than one cause, Clapp argues, so the idea of dishing out blame to one factor is flawed.

The JP project, which received a $20,000 grant from UMass Lowell’s Toxics Use Reduction Institute last year and was recently awarded another, is gearing up to approach other neighborhood businesses like auto shops and beauty salons.

And it’s trying to persuade local hospitals, hotels, and senior living facilities to use Vargas’s shop for dry cleaning.

In addition to reducing carcinogens, the project aims to support minority- and immigrant-owned small businesses in JP’s gentrifying economy — communities all too often left out of environmental and health discussions.

The Lowell Center for Sustainable Production is taking an even wider-angle look at creating cancer-free economies.

In partnership with two national groups, it secured foundation support — around $1 million for each of the next three years — to build a network of organizations that will strategize how best to wean the national economy off cancer-causing chemicals, then fund a series of initiatives to help do just that.

Whether the JP project or even the national one can credibly reduce our economic dependence on carcinogens remains to be seen. But we need more of this kind of bold, creative thinking.

And if we want businesses, especially small ones, to change their ways, they are going to need help.

Fortunately, Massachusetts has other like-minded initiatives, including Boston’s Green & Clean small-business certification program and the Toxics Use Reduction Institute’s statewide assistance program.

Without the JP project’s help, Vargas says she would never have given up perc.

But she’s thrilled with the decision: There’s no chemical smell in the shop, wash loads take half the time and less energy, and the whites come out whiter. Her utility bills have dropped, and there are no more fees for disposing of perc.

“At the end, it’s worth it, because now we see the results,” she says. “People like it. It’s better.”

Vargas is planning to send other neighborhood business owners to the group and is helping spread its message of a carcinogen-free Jamaica Plain.

“It’s a big problem and a hard process . . . for them to convince people,” she says. “But I’m hoping they do it.”

Gyms plagued by bad air

A new study of air quality in gyms raises questions about whether the places in which we work out are as healthy as they should be.

Science and common sense tell us that exercising in polluted air is undesirable.

People who frequently run alongside heavily trafficked freeways and breathe great lungfuls of exhaust have been shown to have an increased risk of heart disease, even if they are otherwise in admirably good shape.

But few studies systematically have examined the air quality inside gyms.

So for the new study, which will appear next month in the journal Building and Environment, researchers at the University of Lisbon in Portugal and the Technical University of Delft in Holland decided that they would place air-quality monitoring equipment in gyms throughout Lisbon.

Portuguese fitness sites are similar to those in the United States, said Carla Ramos, a graduate student at the University of Lisbon who led the new study.

Most feature a weight room and multiple, smaller studio spaces for aerobics classes, yoga sessions and similar programs.

For the new study, Ms. Ramos obtained permission from 11 Lisbon gyms to position air-quality monitors in each site’s weight room and several studios. The machines were set to measure pollutants during the late afternoon or evening hours, when the gyms were at their most crowded.

For about two hours at each gym, the monitors measured the levels of commonly found indoor pollutants. These include carbon monoxide, carbon dioxide, ozone, airborne particulates such as dust, and various chemicals released by carpeting, cleaning products, furniture or paint, including formaldehyde.

To gain even more detailed readings, the scientists subsequently placed additional monitors in three of the gyms, which measured air quality throughout the building and throughout the entire day.

Then they checked the pollutant levels from all of the gyms.

Their findings were disquieting. In general, the gyms showed high levels of airborne dust, formaldehyde and carbon dioxide. The concentrations of these substances generally exceeded most accepted standards for indoor air quality. (No government agency in the United States formally monitors air quality in gyms.)

The levels were especially high during evening aerobics classes, when many people were packed into small studios, stirring up dust and fumes and puffing heavily, producing carbon dioxide with every breath.

The high concentrations of dust and chemicals like formaldehyde in the air at the gyms represent perhaps the greatest potential concern, Ms. Ramos said.

In sufficient concentrations, these substances can contribute to asthma and other respiratory problems, she said. Almost all of the gyms in the study had levels of these substances that significantly exceed European standards for healthy indoor air standards.

Carbon dioxide, though not toxic to people, could also be cause for concern. In high concentrations, Ms. Ramos said, it has been found to contribute to bodily fatigue and cognitive fogginess, neither of which is desirable during a high-intensity aerobics class.

Elevated levels of carbon dioxide can also indicate a poorly ventilated building, she said, especially if they remain inflated for hours, as they did in her study.

“We consider that the gymnasiums meet the criteria for a poor indoor quality,” Mr. Ramos said.

Poor indoor air quality is a particular issue in gyms, of course, because people there tend to be breathing heavily.

“When we exercise, we take in more air with each breath and most of that air goes through the mouth, bypassing the natural filtration system” in the nostrils, Ms. Ramos said. “The pollutants go deeper into the lungs compared to resting situations.”

The findings should not, however, discourage anyone from visiting a gym, Ms. Ramos said. None of the sites in the study had measurable levels of carbon monoxide, she pointed out, one of the most dangerous of known air pollutants.

The data might, though, prompt diligent gymgoers to perform a sniff test. If the air at your fitness center smells chemical-laden and stale, consider talking with the site manager, Ms. Ramos said.

Ask about ventilation and if the building has undergone a recent indoor-air-quality assessment.

Inquire, too, about the types of cleaning products used at the gym and whether floors are swept or mopped; the latter is better at reducing airborne dust, Ms. Ramos said.

Nursing home infection rates climbing: Study

researchers say.
Nursing home infection rates are on the rise, a study from Columbia University School of Nursing found, suggesting that more must be done to protect residents of these facilities from preventable complications.

The study, which examined infections in U.S. nursing homes over a five-year period, found increased infection rates for pneumonia, urinary tract infections (UTIs), viral hepatitis, septicemia, wound infections, and multiple drug-resistant organisms (MDROs).

"Infections are a leading cause of deaths and complications for nursing home residents, and with the exception of tuberculosis we found a significant increase in infection rates across the board," said lead study author Carolyn Herzig, MS, project director of the Prevention of Nosocomial Infections & Cost Effectiveness in Nursing Homes (PNICE-NH) study at Columbia Nursing.

"Unless we can improve infection prevention and control in nursing homes, this problem is only going to get worse as the baby boomers age and people are able to live longer with increasingly complex, chronic diseases."

Herzig and a team of researchers from Columbia Nursing and RAND Corporation analyzed infection prevalence from 2006 to 2010, using data that nursing homes submitted to the U.S. Centers for Medicare and Medicaid Services.

While UTIs and pneumonia were the most common, infection prevalence increased the most – 48 percent – for viral hepatitis. Herzig presented findings from the study at IDWeek 2014 in Philadelphia.

More research is needed to determine the exact causes behind the increases in infection prevalence, Herzig said.

But there are several relatively simple interventions that have been proven to help reduce the risk of infection – and that families should look for when selecting a nursing home for a loved one.

UTIs, far and away the most common infection in nursing homes, increased in prevalence by 1 percent, the study found. UTIs can be prevented by reducing the use of urinary catheters and increasing the frequency of assisted trips to the toilet or diaper changes for residents who are unable to use the bathroom.

Families evaluating which nursing home to choose for a loved one should ask what protocols are in place to decrease catheter use, and they should also ask how the staff cares for residents with diapers, Herzig said.

"Nobody wants to think about diapers, but even if your loved one enters the nursing home able to use the bathroom independently, they may need assistance down the line. Seeing how well toileting needs are met is one way to assess infection risk."

Pneumonia climbed in prevalence by 11 percent, the study found. For pneumonia, and other infections that can spread through the air or contact with contaminated surfaces, proper hand hygiene is essential for prevention.

Residents, visitors, and staff should all have easy access to sanitizer or soap and water to clean their hands and be encouraged to do this frequently.

"When you walk into a nursing home for the first time, you should easily spot hand sanitizer dispensers or hand-washing stations," Herzig said. "If you don't see this, it's an indication that infection control and prevention may be lacking at the facility."

MDRO infection prevalence increased 18 percent, the study found. Screening for MDROs is an important tool for reducing the risk of MDROs, Herzig said. Families should ask whether residents are routinely screened for bacteria like C. difficile and methicillin-resistant Staphylococcus aureus (MRSA).

While some nursing homes may only screen residents who are symptomatic or at high risk for infection, routine screening of all residents upon admission is likely to be more effective, Herzig said.

In addition, it's worth asking whether a nursing home has private rooms to allow for isolation if necessary and whether families are consulted when their loved one shares a room with a resident who has an infection.

"Isolation is a common way to contain MRSA and other infections in hospitals, but in nursing homes this isn't as common because these facilities are tailored to residential needs. Lead paint suit results in $2.1 million award

A Baltimore jury has awarded nearly $2.1 million to a 17-year-old city youth who was allegedly poisoned by lead paint in the 1990s when he was a toddler in an East Baltimore rental home.

The judgment against Elliot Dackman and the estates of Sandra and Bernard Dackman came recently in Baltimore Circuit Court, at the end of the weeklong trial of a lawsuit brought on behalf of Daquantay Robinson by his mother, Tiesha Robinson.

The jury verdict shows the long-running tide of litigation over the widespread use of lead-based paint in Baltimore's older rental housing has yet to ebb, according to Bruce Powell, the Robinsons' lawyer.

Though Maryland lawmakers enacted a law in 1994 meant to protect young tenants from lead-paint risks, Powell said, "Here we are; there are still a lot of cases."

Dozens of cases remain outstanding naming Elliott Dackman as a defendant, for example.

Daquantay Robinson had enough lead in his blood to be considered poisoned for more than 18 months while his family lived in a Darley Park home owned by the Dackman Co., Powell said.

According to documents submitted at trial, blood samples taken every six months and analyzed by Johns Hopkins medical laboratories repeatedly revealed what were then considered to be elevated levels of the toxic metal in the toddler.

Sandra Moses, the youth's grandmother, who testified at the trial, said she noticed flaking and chipping paint in the home when the family moved in just before Daquantay was born. She said she called the landlord to complain about it some time later.

"They didn't send anybody out to do any repairs, and I called several times" Moses, 50, recalled.

Subsequent testing after the lawsuit was filed found that while the home has since been substantially renovated, there are still surfaces there with lead paint on them, the family's lawyer said.

Frank F. Daily, who represented the defendants, declined to comment. Circuit Judge Alfred Nance presided over the trial.

Moses said he "has a hard time keeping up with the other students" in high school.

"Studies have consistently shown that exposure to lead paint, especially in children under the age of 6, can result in a lifetime of medical expenses and financial instability," Powell said in a statement announcing the verdict. "Although no monetary settlement can replace what has been taken from this child, we do feel vindicated when the responsible landlords are brought to justice in court."

It's unclear how much money will actually go to the plaintiff. The jury awarded $1.27 million in economic damages for lost earnings and $818,000 for pain and suffering, the family's lawyer said, but noneconomic damages are capped under state law at $545,000.

The landlord's insurance company also contends it's only liable for a fraction of the damages because it didn't cover the property the entire time he lived there, Powell said.

"There's going to have to be further litigation to get the victim paid," the Robinsons' lawyer predicted.

The award, coming 15 years or more after the youth's alleged exposure to toxic lead paint, highlights the price people continue to pay for Maryland's gradual, at times halting approach to dealing with the health hazards posed by the paint's widespread use in housing decades ago, said Ruth Ann Norton, president and CEO of the Green & Healthy Homes Initiative. The group, formerly known as the Coalition to End Childhood Lead Poisoning, has advocated for stronger lead-paint laws and regulations for decades.

The Darley Park home had been registered with the Maryland Department of the Environment before the Robinsons moved in, as the law required then for all rental units built before 1950. (That was the year lead-based paint was banned in Baltimore city out of concern for its health effects.) Jay Apperson, a state spokesman, said department records contain certification of "full risk reduction" at the property in 1996 before the Robinsons moved in, also as required.

Apperson could not say how the risk reduction was verified. But Norton said that for many years, the state allowed landlords to get by with a visual inspection to certify that lead-paint hazards had been properly dealt with. The only reliable way to check was to swipe window sills and other surfaces for lead-paint dust so fine it couldn't be seen, she said. Lawmakers began requiring lead dust tests in 2012.

Also, in the late 1990s, health standards had yet to require action in cases like Daquantay's. Since 1991, the U.S. Centers for Disease Control and Prevention had said anyone with blood-lead levels of 10 micrograms per deciliter or higher was considered poisoned. But Maryland health authorities were not expected to contact a poisoned child's family or inspect the home unless the level reached 15 micrograms per deciliter, noted MDE's Apperson. Daquantay's highest blood level was a notch below that threshold.

Since then, the CDC has declared that no amount of lead in blood is safe and lowered its "reference" level to 5 micrograms per deciliter.

"The rates this kid had are no longer considered to be a low-level poisoning," Norton said. "These are high."

With increasingly tighter regulations and stricter enforcement, the number of lead poisoned children in Maryland has declined dramatically since the late 1990s. The state is moving now to regulate lead paint in rental homes built between 1950 and 1978, when the federal government banned its sale for interior use. The state also is looking to enforce federal regulations requiring house painters and home improvement contractors take precautions when working even in owner-occupied homes.

"Over the past decade, there has been an increase in enforcement" of lead-paint laws and regulations, Norton said. "It's just regrettable it took so long to get those things in place for this particular family. One hopes we see less of this as we move forward with stronger enforcement and stronger laws."

Warehouse workers tested for PCB exposure

A Walmart returns processing center in Indianapolis is contaminated with a toxic substance, and hundreds of workers at the evacuated facility are now undergoing medical testing to see if they were exposed.

The contamination involves a massive warehouse, where logistics company Exel processes merchandise returned from Walmart retail stores.

The warehouse now sits empty after Exel ordered nearly 600 full-time and contract workers to evacuate the processing center on August 20.

On that day, supervisors met with employees at 3:45pm to announce the facility was shutting down immediately.

During the meeting, employees were not told the reason for the shut-down, only that they would continue to receive their normal pay and benefits and would not return to work until further notice, according to a longtime worker who asked not to be identified.

Five days later, Exel managers again met with employees at a nearby hotel to explain Walmart discovered the presence of a strange substance within the facility.

Testing showed the substance to be PCBs or polychlorinated biphenyl, a synthetic organic chemical compound that is highly toxic and classified by the US Environmental Protection Agency as "probable human carcinogens." The EPA says studies in animals provide conclusive evidence that PCBs cause cancer.

Over the past two weeks, Exel employees have been reporting to an east-side medical laboratory for blood tests, which Exel hopes will shed light on which employees were exposed to the PCBs and what impact - if any - the exposure might have on their health.

"It's a situation that continues to evolve, and we're working diligently with Walmart to understand it more," said Exel Vice President of Communications Lynn Anderson.

"We took an overly cautious role and decided we wanted to get out of the building right away. We are really trying to understand the extent of the contamination and the exposure and what it means for the future and the facility."

A Walmart company spokesperson says that Walmart made a joint decision with Exel to close operations "out of an abundance of caution."

"Walmart immediately hired an environmental consulting firm after a contractor servicing a return center we lease discovered the presence of PCBs, or polychlorinated biphenyls. Additional testing confirmed PCBs were present in the building, which is operated by a contractor, Exel Inc. We made a joint decision with Exel to close the facility out of an abundance of caution.

"Both the U.S. Environmental Protection Agency and the Indiana Department of Environmental Management (IDEM) have been informed and are investigating this matter. We are cooperating with the investigation, and early indications suggest that the contaminant is in the building materials.

"We have made arrangements for returned products from our stores to be sent to other return centers."

Unusual particles discovered

Anderson says the contamination was discovered by accident, while equipment was being moved inside the plant. That's when workers found an unusual residue and "particles that didn't look right."

Walmart hired a third-party company to test the residue, and according to Exel, the testing revealed the presence of PCBs.

How much PCBs and where did they come from? Exel and its employees are still looking for answers.

Exel plans to begin its own independent testing at the abandoned warehouse this week. In the meantime, it is actively looking for another facility to resume its operations. Exel has not ruled out the possibility of returning to the contaminated facility, but says that is unlikely - at least in the short-term.

Since the evacuation, Exel has hosted two face-to-face meetings with affected employees to provide them with information, and another meeting is scheduled for early October.

At the last meeting, workers were encouraged to take advantage of free blood tests.

PCBs are considered very dangerous to human health, and they are very hard to destroy. Banned in the United States for decades, they were commonly used as coolants and stabilizers in products such as fluorescent light ballasts, transformers, paints, cements, electrical components, pesticides, lubricating oils and sealants.

A known carcinogen, PCBs are linked to other serious health concerns including negative impacts on the immune, reproductive and neurological systems.

Wildfires lead to costly health problems

Wildfire air pollution worsens respiratory and cardiac
health issues for people far away, scientists warn.
There are plenty of immediate concerns in a fire: protecting homes and businesses, saving lives, limiting the number of acres consumed and so on.

But increasingly, researchers and policymakers are finding that the lingering health and safety impacts of wildfires may be far more worrisome – and more widespread.

Smoke, after all, can travel any way the wind takes it, exacerbating an array of health problems in cities hundreds of miles from the original fire. In 2002, for example, a fire in Canada caused a 30-fold increase in fine particulate matter in the air in Baltimore, 1,000 miles away.

According to Kim Knowlton, a senior scientist with the health and environment program at the Natural Resources Defense Council (NRDC), that level of air pollution can contribute to a variety of respiratory and cardiac issues and has even been correlated with premature death and low birth weights.

In a 2011 study, conducted in partnership with researchers at the University of California at Berkeley and the University of California at San Francisco, Knowlton found that more than 760,000 encounters with the health system between 2000 and 2009 could be attributed to exposure to wildfire smoke.

These health problems carried a steep price tag: $740,000 in direct healthcare costs and more than $14bn in overall health costs once the value of lives lost prematurely was factored in.

The 2003 wildfire season in southern California alone resulted in 69 premature deaths, 778 hospitalizations, 1,431 emergency room visits, and 47,605 outpatient visits, mostly for respiratory and cardiovascular health problems aggravated by smoke exposure.

A brewing health crisis

Scientists fear that, as climate change intensifies, the conditions that make wildfires likely – namely heat, drought, and shifting weather patterns – are becoming increasingly common, laying the foundation for more wildfires and a major public health crisis.

In fact, there is evidence to suggest that we may already be in the midst of one: a 2011 brief from the NRDC found that two-thirds of US citizens live in counties affected by smoke conditions.

In its most recent report, the National Climate Assessment addressed the potential costs and risks of wildfire-related health concerns, noting that smoke from a fire could contribute to health impacts in regions far from the original disaster.

Moreover, the report argued, particulate matter from wildfire-related smoke could affect atmospheric properties and thus weather patterns.

The National Institute of Environmental Health Sciences, NIEHS, has also addressed this side of the wildfire issue.

For the past five years, it has taken a particular interest in research that examines climate change-related health impacts on vulnerable populations, and in 2010 launched dedicated funding for this research. The first of those grants began in 2011, including a project at Yale that aims to pinpoint which populations are most vulnerable to the health impacts of forest fires under a changing climate.

Still more research attempts to quantify the financial impact of wildfires. The 2008 fire season led to almost $2.2m in hospital costs in the Reno-Sparks area of Nevada, while the 78,000 wildfires in California between 1999 and 2013 burned approximately 3.8m acres and incurred more than $4bn in suppression costs, a recent Union of Concerned Scientists study reports.

And these impacts are likely to increase. In a Harvard University study on the effects of wildfires on US air quality, researcher Xu Yue estimates that by the middle of this century wildfires will have increased the amount of fine particulate matter in the air from 46% to 70%, and the amount of black carbon from 20% to 27%, relative to today’s numbers.

Not only are respiratory and cardiac issues expected to rise, but also, in a seemingly endless and vicious loop, the particulate matter and other chemicals contained in wildfire-smoke will further exacerbate climate change.

A 2010 study from the National Center for Atmospheric Research and the University of Colorado at Boulder estimates that wildfires in the contiguous US and Alaska release about 290m metric tons of CO2 a year, which is the equivalent of 4%-6% of the nation’s CO2 emissions from burning fossil fuels.

Learning to live with fire

The Clean Air Act has gone a long way toward reducing the amount of particulate matter and other pollutants emitted into the air by companies.

However, the act doesn’t cover air pollution caused by wildfires, and the combination of climate change and continued development in fire-prone areas could negate much of the improvement that it has brought about.

In a recent research brief, the Nasa Air Quality Applied Sciences Team alluded to this problem. It began by pointing out that US air quality has vastly improved in recent years: “Eight-hour averages of surface ozone (O3) have declined by nearly 20% since 1990, while 24-hour averages of fine particulate matter (PM2.5) have dropped by 25%.”

The report then noted, however, that these improvements are vulnerable to atmospheric disturbances: “Unusual weather can interrupt that trend, as was seen in the hot dry summer of 2012, when Chicago and St Louis experienced double the average number of O3 episodes from the previous four years.”

Given the difficulty of regulating fire-related air pollution, state and local agencies have focused instead on better communicating health risks to the public, creating early-warning systems, and integrating wildfire risks into climate adaptation plans.

That means looking at everything from land-use management and development permits to forest management in an effort to minimize the impacts of wildfires in the future.

Even shifting the time of year that fire departments conduct controlled burns could have an impact; recent research has shown that extreme heat exacerbates the health impacts of fires, and thus recommends that controlled burns happen in the spring.

TCE to be regulated by EPA, unless industries take action

The Environmental Protection Agency will regulate uses of trichloroethylene that pose health risks to workers or consumers unless companies voluntarily stop using the solvent or find ways to reduce exposures, according to a senior agency official.

“Voluntary efforts are frequently quicker and more cost-effective than regulations,” Wendy Cleland-Hamnett, director of EPA's Office of Pollution Prevention and Toxics (OPPT), said during a recent workshop. “But where we can't do it through voluntary efforts, we will pursue regulations.”

In the U.S., most trichloroethylene is used in refrigerant manufacturing, which poses minimal exposure risks and isn't an application the EPA is focusing on.

The EPA is concerned about worker exposure in commercial degreasing operations and dry cleaning, as well as consumer exposure through various products that contain TCE.

The EPA held a workshop July 29-30 to discuss alternatives to trichloroethylene use as a degreaser. Participants also discussed ways to reduce exposures if the solvent must be used. In future forums, the agency will address TCE alternatives for dry cleaners.

Companies make about 250 million pounds of trichloroethylene in the U.S. or import it into this country annually, said Tala Henry, director of OPPT's Risk Assessment Division. The vast majority, 83.6 percent (209 million pounds), is used to make refrigerants in well-controlled and contained workplace environments, Henry said.

The EPA estimates 14.7 percent (36.75 million pounds) of the remaining trichloroethylene is used as a commercial degreasing solvent, and 1.7 percent (4.25 million pounds) has consumer applications such as automotive degreasing products, home office toner aids, home mirror edge sealant and arts and crafts fixatives or cleaners, Henry said.

Risk assessment identified health concerns

OPPT organized the workshop as its initial response to its analysis of risks TCE poses when used in degreasing, dry cleaning and some arts and crafts applications.

Thousands of workers in small commercial degreasing shops and dry cleaning facilities face an increased risk of contracting cancer and giving birth to children with cardiac or other health problems, OPPT concluded.

Employees who don't work with TCE directly, but work near where it is used, also faced increased health risks, the assessment said.

The offspring of pregnant consumers who inhale brief high concentrations of TCE-containing arts and crafts sprays or other materials may also face risks, the assessment found, although many companies have stopped using TCE in consumer goods, according to information presented at the workshop.

Trichloroethylene is found at more than half of the nation's superfund sites, according to the Agency for Toxic Substances and Disease Registry, which focuses on human health risks of hazardous waste sites.

TCE also is a volatile organic compound and hazardous air pollutant, said Margaret Sheppard, an environmental scientist with EPA's Office of Air and Radiation.

Alternatives for degreasers

Alternative ways of degreasing equipment include water-based cleaners that may contain small amounts of surfactants, rust inhibitors and other compounds; acetone; a coating that could be peeled off to remove contaminants; and frozen crystals of carbon dioxide called “snow.”

EPA warns of TCE exposure

Agency releases final risk assessment on Trichloroethylene (TCE), begins process to address potential human health risks

The U.S. Environmental Protection Agency (EPA) released a final risk assessment for trichloroethylene (TCE). The assessment identified health risks from TCE exposures to consumers using spray aerosol degreasers and spray fixatives. 

It also identifies health risks to workers when TCE is used as a degreaser in small commercial shops and as a stain removing agent in dry cleaning.

“EPA calls on Congress to enact legislation that strengthens our current federal toxics law,” said Jim Jones, assistant administrator for chemical safety and pollution prevention.

“Until that time, we are using the best available science to assess and address chemical risks of TCE that now show that it may harm human health and the environment.”

The final TCE risk assessment was developed as part of the agency’s Toxic Substances Control Act (TSCA) Work Plan, which identified chemicals for review and assessment of potential risks to people’s health and the environment.

EPA developed the draft TCE risk assessment based on the best available information and finalized the assessment after careful consideration of comments from the public and experts during an independent, scientific peer review of the assessment.

TCE is the first chemical to complete the work plan risk assessment process under TSCA.

EPA is conducting a workshop from July 29-30, on potential TCE degreaser alternatives and risk reduction approaches.

EPA will also conduct other activities to address TCE uses as a stain removing agent in dry cleaning and as a clear protective spray fixative.

In the meantime, EPA recommends that people take precautions that can reduce exposures, such as using the product outside or in an extremely well-ventilated area and wearing protective equipment to reduce exposure.

Another health risk in nail salons

Nail dryers joins risks such as fumes from polishes and gels

Nail salons often use nail dryers to

Nail salon dryers, which use ultraviolet light to speed the drying and hardening of nail polishes and gels, emit varying levels of radiation that can lead to risky skin damage in as few as eight visits to the manicurist, a new study shows.

The nail dryers emit primarily UVA light — the same kind of ultraviolet light used in tanning beds — and are used to dry nail polish or to harden a gel manicure. Gel manicures are popular because they create long-lasting, shiny nails through a chemical gel that is painted on the nail in layers and cured under UV light after every coating.

Case reports of two women who developed squamous cell skin cancers on their hands have suggested an association between cancer and the UV nail light devices, but most doctors agree the risk is low.

In the new study, researchers from Georgia Regents University in Augusta conducted a random sampling of 17 different UV nail lamps found in salons to determine how much ultraviolet radiation is being emitted when clients dry their nails under the lights.

The study, published as a research letter this week in the journal JAMA Dermatology, found wide variation in the dose of UVA light emitted during eight minutes of nail drying or hardening. The dose, measured in joules per centimeter squared, ranged from less than one to eight.

“There is a vast range in the amount of light coming out of these devices,” said Dr. Lyndsay R. Shipp, the study’s lead author and a postgraduate resident at the university’s Medical College of Georgia. The amount of UV exposure ranged from “barely” to “significant,” she said.

DNA damage that can lead to skin cancer is known to occur around 60 joules per centimeter squared, and none of the nail lamps came close to that number. However, the researchers estimated that for most of the lamps tested, eight to 14 visits over 24 to 42 months would reach the threshold for DNA damage to the skin.

The study authors noted that the “risk from multiple manicure visits remains untested,” but the study suggested that “even with numerous exposures, the risk for carcinogenesis remains small.”

Dr. Shipp said, “There is a theoretical risk, but it’s very low.”

Lamps with higher-wattage bulbs emitted the highest levels of UV radiation, but it would not be easy for a salon client to check the wattage before using a machine. Dr. Shipp said she sometimes uses the nail lamps and will continue to do so.

“I do use them every couple of months,’’ she said, noting that “you can get that amount of exposure when driving down the road in your car.”

Clients who are concerned about the risk but want to continue getting gel manicures, which require UV light, have a few options. They can skip the lotion-and-massage portion of the manicure and instead coat their hands with sunscreen before having gel nails applied. Another option is to wear UV-protective gloves with the fingertips cut off so only the nails are exposed to the light. Users of regular nail polish can try fans or air-drying if they want to avoid the devices.

Schools have to learn to control air quality problems

Central Alberta school reopens after air quality concerns over mould

An elementary school in west-central Alberta has reopened after it was shut down due to air quality concerns.

Lochearn School in Rocky Mountain House was shut down after high levels of airborne mould were initially detected in at least three of the classrooms from tests by Alberta Infrastructure taken on Jan. 31.

Results from a second round of tests on March 7 were released Thursday afternoon and confirmed the recent cleaning and repairs were effective and all air standards meet Health Canada guidelines.

Health Canada guidelines state that acceptable readings of airborne mould can be up to a maximum total of 150 colony forming units per cubic metre of air.

From the Jan. 31 test, some classrooms were showing results of 643 and 468 units, but the test taken last week found no classrooms over 75.

Danielle Spencer, the school's principal, said in a press release that health and safety of students and staff are her Number 1 priority.

The division expected good results after remediation work was conducted at the school on Feb. 20 and 21, said Gordon Majeran, the associate superintendent of corporate services with the Wild Rose School Division.

The recommendations in the first report from Alberta Infrastructure involved the replacing of all water stained ceiling tiles, a disinfection and cleaning of all identified areas with mould and targeted mould remediation -- meaning encapsulation -- on some of the bulkheads overhead at the school entrance, Majeran said.

"We will continue with testing to monitor the air quality and we will also be developing a roof repair plan,'' Majeran said.

Structural problems were pointed out in the school early in the new year when the onset of warmer weather combined with the heavy snow load on the roof began to cause leaks, especially in the north wing.

Concerned about mould, the division followed up with an air quality test, Majeran said.

The first results came back on Feb. 12 but staff were only told the results on Wednesday evening, which sparked the decision to close Lochearn on Thursday.

"They were concerned ... and not comfortable now that they knew the levels ... They didn't want the students there so as a precautionary measure we decided it may be best to close the school until the new results came in,'' Majeran said.

There was "no particular reason'' staff weren't told about the exact levels of mould found in the school, he added.

Ban 'dry clean only' labels: Environmental groups

Environmental groups are pushing the Federal Trade Commission to do away with dry clean only labels.

Dry cleaners, the groups say, often use cleaning chemicals that are harmful to the environment and can pose health risks to workers and consumers.

They say labeling rules should be changed so that consumers are told their garments can also be cleaned by more green-friendly “wet cleaning.”

Professional wet cleaners, the green groups say, can safely wash most garments that would ordinarily be sent to a dry cleaners — such as cottons, wools, silks, leathers and suedes — without emitting the same levels of air pollution or contaminating the water.

The FTC is considering changes to the Care Labeling Rule that would allow clothing manufacturers to recommend professional wet cleaning as an alternative to dry cleaning. Environmental groups want to require labels to say clothing can be wet cleaned.

The FTC, which first proposed the rule in July 2011, will hold a public roundtable on March 28 to discuss the potential new standards with stakeholders.

But the FTC wants to make sure that consumers have access to professional wet cleaning shops before it recommends such a rule. The service is relatively new and still growing in certain parts of the country.

Professional wet cleaners and even many dry cleaners are on board with the rule, because they say it will give them more options to wash clothes.

More and more dry cleaners offer both traditional dry cleaning and professional wet cleaning services, but they say consumers tend to prefer dry cleaning, because that is the method that is recommended on the labels of their clothes.

Clothing manufacturers also favor the rule, because it would facilitate international trade.

The public roundtable will discuss the cost of requiring wet cleaning instruction labels, what content should be provided on those labels, the availability of wet cleaning services and consumer awareness of wet cleaning.

Spring air cleaning in schools

The transition from winter to spring
can cause poor air quality in schools.
The winter months bring changes in weather conditions and building-occupant behaviors, and therefore changes to how school facilities are operated and maintained.

In addition, spring weather may bring heavy rain and possible flooding to certain parts of the country which can impact the indoor environment in schools.

It is particularly important to put in place proactive indoor air quality (IAQ) management practices to effectively manage the transition from winter to spring conditions.

Follow the tips below to help your school prepare for seasonal IAQ challenges.

Inspect and maintain ventilation systems 
During cooler weather, the heating, ventilation and air conditioning (HVAC) system may be working overtime. Good ventilation system design, operation and maintenance are critical to providing clean and healthy air in schools. Regularly inspect your ventilation system and establish a maintenance plan to provide adequate air ventilation, control odors and reduce the levels of pollutants that cause most IAQ problems inside school buildings. Control moisture levels to prevent mold
In many regions, the change in seasons brings a change in outdoor temperature and humidity and an increase in rain or flooding, which can lead to moisture problems and mold growth. Maintaining the relative humidity in school buildings between 30 and 60 percent will help control mold. In addition, prompt and effective remediation of moisture problems, including drying wet areas within 24 to 48 hours, is essential to prevent mold growth.

Proactively use Integrated Pest Management (IPM)
Wintertime means more time spent indoors by students and staff, and the cooler weather can bring in unwanted pests who are seeking shelter from the cold. Pest populations can be eliminated, prevented or controlled by creating inhospitable environments for pests (removing basic elements that pests need for survival) and by blocking pest access into buildings. Follow the IPM checklist to help identify potential pest problems in schools buildings.

Involve everyone
In addition to the tips above, in order to maintain healthy indoor environments during this time of year and year-round, it is critical to ensure everyone plays a part. PCE threatens Colorado workers and residents

Cancer-causing chemical contaminates Colorado soil, water and homes

Spills releasing PCE, the cancer-causing chemical used in dry cleaning and metal degreasing, have produced at least 86 underground plumes across Colorado that are poisoning soil and water and fouling air inside buildings.

Cleaning up this chemical is a nightmare — a lesson in the limits of repairing environmental harm. The best that Colorado health enforcers and responsible parties have been able to do is keep the PCE they know about from reaching people.

But based on a review of Colorado Department of Public Health and Environment case files, people likely have been exposed.

For years, PCE (perchloroethylene or perc) penetrated homes and a church in Denver's Cole neighborhood, forcing installation of ventilators. It contaminated municipal drinking water wells near Colorado Springs. It reached rooms where toddlers play at an Aurora day care. And PCE is spreading under a central Denver Safeway at levels far exceeding health standards.

The required cleanups drag out for decades because of costs. But even if funds were sufficient, PCE is proving so pernicious — able to eat through concrete, staying volatile decades after spills — that experts increasingly question whether full cleanup to meet health standards is feasible.

Probable carcinogen

Federal authorities long have recognized sharp, sweet-sour-smelling PCE among the most dangerous chemicals contaminating U.S. cities.

A 2012 Environmental Protection Agency reassessment concluded that PCE is a probable carcinogen that also attacks nervous systems.

While occasionally inhaling PCE on dry-cleaned clothes isn't considered harmful, regular exposure is risky enough that the EPA has ordered a phase-out of dry cleaners using PCE in residential buildings by 2020.

Yet PCE remains legal. EPA data show there are 28,000 dry cleaners using it nationwide. About 350 cleaners use it in Colorado.

Dry cleaners favor PCE over other chemicals. The same penetrating properties that make it a nightmare when spilled also make it a wondrous obliterator of blotches on dresses and suits.

Identifying risks


Four to 18 new plumes due to PCE spills in Colorado are identified each year. The list has been growing. Cleanups last for years, and CDPHE could not say how many have been completed.

State law requires intervention when PCE contaminates groundwater at concentrations exceeding 17 parts per billion. In 2010, state water commissioners relaxed that standard from the EPA drinking-water standard of 5 ppb.

For PCE vapors in air, Colorado's limit is 41 micrograms per cubic meter in homes and 175 at work sites. The home limit was relaxed in 2012 from 4 micrograms .

An estimated 1,000 former dry-cleaner sites exist around Colorado — the majority not tested for PCE contamination.

Nationwide, EPA officials track an estimated 3,800 toxic chemical cleanups, many involving PCE. The Superfund list of major environmental disasters includes at least 50 sites where PCE and related chemicals are present.

These include PCE plume spreading from dry-cleaning facilities in a Veterans Affairs hospital in Salt Lake City that has contaminated springs, aquifers and creeks, forcing city officials to shut down a municipal well.

PCE likely will be found at 50 to 70 percent of the untested dry-cleaner sites in Colorado, said Denver lawyer Kemper Will, a former EPA employee who has represented industry, property owners and dry cleaners in numerous cases.

PCE contamination of indoor air is a serious concern, and businesses often aren't as careful handling chemicals as they should be, Will said. But it's not feasible to conduct full cleanups to meet today's highly protective health standards. "We cannot afford, as a nation, to purify all old mistakes."

Will lobbied for the policy giving state officials greater flexibility in deciding how much cleanup must be done. Reducing PCE levels in groundwater to 17 ppb isn't always necessary, he said. A smarter approach would focus on indoor air.

"I want to apply sound, rational judgment," he said.
