Fracking chemicals need to be disclosed: Oklahoma

Oil and natural gas producers must report the chemicals used in hydraulic fracturing

Fracking fluids include a variety of different
chemicals, which may be hazardous to health.
Operators of all oil and gas wells in the state must report the chemicals used in hydraulic fracturing either directly to the website FracFocus.org or to the Oklahoma Corporation Commission, which will add the information to the FracFocus database.

The new regulation is an extension of a rule that required operators of horizontal wells in the state to disclose the makeup of their fracking fluids beginning in 2013.

The rules initially targeted only horizontal wells because that category represents most of the larger operators and about three-quarters of the wells drilled in Oklahoma in 2013, Corporation Commissioner Dana Murphy said.

“It's important to go ahead and include all wells because we want to treat all operators the same, but you have to focus where most of the activity is first,” Murphy said.

Corporation Commission rules for many years have required operators to report the chemicals used in drilling operation only if the commission asked for it.

Many operators began reporting their fracking fluid voluntarily in 2011 when FracFocus.org became operational.

“The issue is the public's desire to get the information,” Murphy said. “The new rule gives them confidence that we're doing our jobs as regulators and the industry is doing its job as well.”

Hydraulic fracturing, or fracking, is the process of using water, sand and chemicals to shatter rock deep below the surface and allow oil and natural gas to more easily flow to the well.

Oil and natural gas companies have been using hydraulic fracturing in Oklahoma for more than 60 years, but the process has become much more popular — and controversial — over the past decade as fracking has been combined with horizontal drilling and other improvements to let companies produce oil and gas from shale and other dense rock.

Office vapor intrusion spurs lawsuit

Five female office workers say gasoline fumes harmed their unborn children

Exposure to chemical fumes may affect an unborn child.
JACKSON (AP) -- Texaco Inc. has settled a lawsuit with five women who alleged the oil company was responsible for ailments of children born after they were exposed to leaded gasoline fumes.

Both sides informed the Mississippi Supreme Court on Aug. 15 the settlement was reached. Terms were not released.

The Supreme Court dismissed an appeal last week and sent the case to Jefferson County for approval of the settlement.

A jury had returned a $17 million verdict for the women in 2010.

The women said they were pregnant when they worked in an office building in Fayette that had been a gasoline station affiliated with Texaco, and were exposed to fumes from tanks left in the ground.

As result, they claimed, their children were born with disabilities and illnesses.

Wayne Drinkwater of Jackson, an attorney for Texaco, now part of Chevron, argued before the Supreme Court the company didn't own or operate the station and leaks were not its fault.

Eduardo Flechas, representing the families, said the court record showed Texaco had control of the tanks when the leak occurred between 1974 and 1976.

Life after gas stations – watch out for vapor intrusion

Thousands of U.S. gas stations have been abandoned in the past 20 years, often remaining vacant and boarded up.

Apart from being an eyesore, these closed-up gas stations can also become a health and environmental hazard, leaking petroleum into the soil and water supplies underneath.

According to the National Association of Convenience Stores, more than one quarter of the 200,000 nationwide gas stations have closed since 1991.

Higher oil costs and stiff competition from big-box retailers have pushed smaller stations out of business.

And while many of these abandoned stations sit on desirable land close to busy streets and communities, it is no wonder that so many remain boarded and locked up.

Toxic cleanup: When no one feels responsible

Vapor intrusion is a serious health
hazard, experts warn.
The U.S. Army, activists and regulators seem unable to agree on who should clean up a TCE plume underneath Orion Park just outside Moffett Field.

The site contains a former housing complex where contaminants have been found in the groundwater as well as in the indoor air of the homes.

The Army says it’s not responsible for the cleanup based on their own site investigation, which found no on-site source of the toxins. They say it must be someone else’s responsibility.

However, the EPA and other experts are not convinced by the report and demand a cleanup by the Army. Even the Department of Defense has ordered the Army to take action on Orion Park’s environmental condition.

What is TCE and how does it affect people’s health?

TCE stands for Trichloroethylene, a carcinogenic solvent that was used by the nearby defense department and computer industry operations, which leaked into the ground.

In underground plumes, TCE becomes an enormous health hazard when fumes enter buildings or homes through a process called vapor intrusion, taking advantage of tiny cracks and fissures in the foundation.

Inside homes, it can build up to dangerous levels.

According to the EPA, TCE is carcinogenic to humans by all routes of exposure and it can cause a wide range of health effects, including neurological, immunological, reproductive and developmental effects.

Off-site and on-site sources of pollution possible

There is acknowledgment that part of Orion Park’s toxics came from nearby plumes that were being cleaned up by the Navy and tech companies, but the EPA says the Army’s claim of no on-site sources was not substantiated.

Meanwhile, the area in question now houses a new Army reserve and command post with buildings that have vapor barriers and ventilation systems installed to help prevent soldiers’ exposure to TCE vapors.

In the long run, it is cheaper to clean up the toxic rather than to maintain vapor intrusion barriers and special ventilation systems in buildings.

The negotiations between parties are ongoing.

Perc vapor intrusion fears in Orange County

The air in buildings can suffer if the
soil underneath it is contaminated.
Working in the city of Orange just got more dangerous.

Soil testing shows  that the ground underneath one building is contaminated with a toxic chemical – now the OC Employees Association is asking for the evacuation of the building and an adjacent building for fear of toxic air at the workplace.

The tests revealed the presence of the industrial chemical and solvent perchloroethylene (also known as perc) in the soil five and 10 feet below ground. Additional tests are planned.

The levels met EPA guidelines, but the level at 10 feet exceeded the California Human Health Screening Levels.

What is perchloroethylene?

According to the EPA, perc is a colorless, nonflammable liquid.  It does not occur naturally but is produced in large amounts (310 million pounds in 1991) by three companies in the United States.

The largest US user of perc is the dry cleaning industry.

Textile mills, chlorofluorocarbon producers, vapor degreasing and metal cleaning operations, and makers of rubber coatings also use perc. 

It can be added to aerosol formulations, solvent soaps, printing inks, adhesives, sealants, polishes, lubricants, and silicones.  Typewriter correction fluid and shoe polish are among the consumer products that can contain perc.

People are exposed to perc when they breathe in the gases. Once in the body perc can remain, stored in fat tissue.

Health effects of perc

While human health effects depend on the individual, the amount of perc and the time frame of exposure, the chemical has been linked to health problems such as
  • Liver and kidney damage
  • Memory loss
  • Confusion
  • Exposure to perc can cause
    cancer, experts say.
  • Cancer

Employees in the affected building are worried about their health and safety and have been calling and e-mailing to voice their concerns, the union says.

Vapor intrusion a concern at toxic spill sites

Vapor intrusion can happen in any home.
The United States Environmental Protection Agency (EPA) warned last week that 10 homes in the Phoenix area of a polluted toxic spill site had concerning levels of chemicals indoors.

The original source of the pollution is a former Motorola plant that accidentally leaked chemicals (including trichloroethylene, or TCE) from industrial solvents into the ground in the 1980s.

TCE is a known carcinogen and scientists say it could be harmful even at relatively low concentrations.

The EPA and others are monitoring the levels of chemicals in the area, but last year, they measured for the first time the ambient air inside nearby homes to check for vapor intrusion.

Vapor intrusion is what happens when chemicals and gases from contaminated groundwater and land enter homes through cracks and fissures in the foundation or building. Once inside the home, they can build up and become an even bigger health hazard.

The homes that measured concerning levels of TCE will be equipped with special machines, which circulate outdoor air inside the home and prevent vapor intrusion by utilizing pressure.

Chemicals used in gas fracking to be listed: Trade group

Most members will disclose fracking
chemicals, coalition says.
With mounting concerns over the chemicals used in the natural gas hydraulic fracturing, or fracking, process by natural gas drillers in the Marcellus shale region, people in the area might soon be one step closer to knowing what may be in their water or air.

The Marcellus Shale Coalition, the industry trade group representing 200 gas drilling companies, has said that most of its members have agreed to disclose voluntarily the chemicals that are used.

They are planning to make the chemicals used in each well public, by listing them in a national database titled FracFocus.org.

The companies have previously declined to disclose the chemicals in their fracking fluids because they claimed it was a “trade secret”.

As of January 1, 2012, the coalition will require all of its members to disclose the chemicals, a spokesman said in an article in the Pittsburgh Tribune-Review.

The chemicals are mixed into the millions of gallons of water and sand pumped underground to release the natural gas.

Many of the chemicals can be found in most household cleaners, according to the article, and often, the fluid contains acids, chlorides, methanol and ethylene.

The controversy has centered on the potential health effects linked to the fracking fluid that returns to the surface and how the waste is handled.

As the natural gas industry keeps growing at an explosive pace, concerns are starting to surface about the safety of the hydraulic fracturing process and the health effects that may be associated with it.

The concerns center on the chemicals that are being used in the process (which are often deemed proprietary and are not publicized), the VOCs that may be entering nearby residents’ homes and the symptoms that may be linked with the chemical exposure.

TCE more dangerous than previously thought

TCE contamination is a public health risk.
The industrial solvent trichloroethylene (TCE) just got an upgraded risk assessment from the U.S. Environmental Protection Agency (EPA), which found that it causes kidney and liver cancer, lymphoma and other health problems.

As one of the most widespread groundwater contaminants in the nation, TCE may thus be more dangerous than previously thought.

The findings could lead to higher cleanup costs and a new federal drinking-water standard for the contaminant, which currently stands at 5 parts per billion in water and 1 microgram per cubic meter in the air.

According to EPA officials, the new risk assessment could affect cleanup strategies at 761 Superfund sites. TCE has been found in almost every state, but a lot of it is in California, including two Superfund sites on military bases Camp Pendleton and Edwards Air Force Base.

Underground plumes of TCE often lead to high ambient levels of the chemical in the air and affect people in their homes, at work or on the move. Soil vapor intrusion in homes above contaminated groundwater is a major concern, experts say.

What is TCE?

The chlorinated solvent was developed by chemists in the late 19th century and was widely used after the Second World War as a metal degreaser, as a chemical intermediate and extractant, and as a component of some consumer products.

TCE is designated as a Hazardous Air Pollutant, is a common groundwater contaminant, and has been found at more than 1,500 hazardous waste sites, according to EPA.

TCE can be released to indoor air from the use of TCE-containing consumer products, volatilization from water supplies, and vapor intrusion through walls and floors from contaminated soil and groundwater.

Vapor intrusion in Ohio spurs health concerns

Soil vapor intrusion can affect a
home's indoor air quality.
People living in Moraine, Ohio, could be inhaling toxic vapors left over from a General Motors plant, EPA warned after testing 60 homes.

It may not be safe to keep living in homes where they found a high level of toxic vapors, experts said in a public meeting at the end of August.

Pamela Barnett, a Cleanup Manager with Revitalizing Auto Communities Environmental Response Trust (RACER), described the chemicals as, "It's solvents. Very similar to dry cleaning solvents".

RACER is a company working with the EPA to clean up the site.

The chemicals in question are Tetrachloroenthylene (TCE) and Trichloroethylene (PCE). Long-term exposure to TCE and PCE has been linked to liver and kidney tumors and increased chances of developing leukemia and lymphoma.

The cleaning chemicals enter the homes through cracks and fissure sin the foundation and may be inhaled by the residents.

EPA is installing vapor intrusion mitigation systems that are designed to vent the fumes outside.

Living close to a Superfund site – the long road to remediation

When a hazardous waste sites are abandoned, they are often called Superfund sites.

“Superfund” is also the name of the fund established by the Comprehensive Environmental Response, Compensation and Liability Act of 1980, which was meant to curb toxic waste dumps.

Housing development gone wrong: Residents fear exposure to toxic solvents

A Scottish housing estate built on the site of a former munitions factory might harbor more than what residents have bargained for.

The residents claim that there are toxins 27 times beyond the international safety levels that have been found in tests in their homes.

Many of the residents have started suffering from health problems such as stomach problems, nausea and muscular pain, which only started after they moved there, they said.

The factory that used to operate on the site handled toxic metals, hazardous chemicals and radioactive materials in the 1940s.

The residents claim that indoor testing of 25 homes had confirmed the presence of exceptionally high levels of the toxic solvents, including trichloroethylene (TCE) and tetrachloroethylene (PCE), among others.

Monridge Environmental LLC, the company brought in to carry out the tests, was said to believe the levels of these pollutants could not be attributed to the use of household products, a concern that was voiced by other authorities.

Des Collins, senior partner at Collins Solicitors, said: "TCE is a well-known and accepted carcinogen. The levels in four houses are hugely excessive and the findings of this latest report have potentially far-reaching and damaging consequences. Further, the evidence of other solvents being detected, very often at dangerous levels, gives real cause for concern.”

The council has been accused of ignoring 1995 recommendations for a remediation program to clean contaminated waste from the site before giving the green light to build more than 100 houses on it.

Havertown Superfund site ‘not an unacceptable risk’ for residents: EPA

Vapor intrusion can harm people's health.
The United States Environmental Protection Agency (EPA) recently published a completed assessment of the health risks from vapor intrusion for residents living near the Havertown Superfund site and found that trichloroethylene (TCE) and its byproducts “do not pose an unacceptable risk to residents via a vapor intrusion pathway.

“These contaminants have not been detected in indoor air living space and therefore, a removal action is not required to mitigate potential risks from TCE.”

The Superfund site has been subject of governmental interjection after a wood treatment plant spilled hazardous chemicals into the river and affected the surrounding areas.

Trichloroethylene is a non-flammable, colorless liquid used as a solvent for cleaning or degreasing metal parts. It can enter groundwater when chemicals are spilled on the ground, poured down drains or otherwise disposed of improperly.

Depending on concentrations and exposure, TCE can cause nerve, kidney or liver damage as well as cancer of these organs.

The EPA announced in February that it would launch a vapor intrusion study due to concerns that TCE detected in groundwater on the Superfund site could be entering nearby homes through vapor intrusion, a process whereby volatile contaminants in soil and groundwater evaporate and gas off into buildings through cracks in basements and foundations, sump pumps, drainage pits or utility conduits.

In March, the EPA collected indoor and sub-slab/crawl space air samples from 10 residences in the vicinity.

The EPA suspects TCE concentrations are not related to historical operations at the Superfund site but derive from other, unidentified sources.

Natural gas and air pollution - How does fracking affect the environment and residents?

One of our colleagues from the blog Air Quality Online by AllerAir posted an interesting video report done for the New York Times on the concerns of local residents living in the shadows of natural gas development.

This has been a hotly debated topic for a while, since natural gas production was touted as a "greener" energy source, and witnessed an explosion of growth all over North America.

Opponents argue that the production process spews serious pollutants into the air like VOCs and other toxins that may have serious long-term health effects. One former EPA employee says the industry has been given a pass on environmental laws.

In media reports and documentaries such as Gasland, residents in the areas near compressors started complaining about contaminated soil and water, bad smells, persistent headaches, sore throats, dizziness, nausea and nose bleeds, among other concerns.

Class action suit targets benzene spill

Vapor intrusion can harm people's health
and property values, a lawsuit claims.
Toxic vapors entering homes and buildings are not only damaging to human health, they can also hurt property values, according to one recently filed lawsuit.

 Three law firms have filed a class action lawsuit in Madison County, alleging a 1986 Shell Oil Co. benzene spill and intrusion into residences have damaged the groundwater and reduced the value of people's homes.

Property values have dropped, and residents cannot sell their homes, leaving them "trapped in their homes," the suit claims.

Most previous lawsuits involving chemical or benzene spills have concentrated on seeking damages for serious health effects, including cancer.

This lawsuit claims that benzene and other poisonous hydrocarbons have contaminated the groundwater and the soil underneath the village of Roxana. This plume of toxins has destroyed the value of the real estate in Roxana and has placed in serious jeopardy the health of Roxana's residents, it says.

The benzene in the groundwater exposes the Roxana residents to benzene vapor intrusion into their homes, attorney Chris Dysart said.

The complaint alleges that among the toxic chemicals released, the Illinois Environmental Protection Agency documented the release of 8,400 gallons of pure benzene in 1986 from an underground pipeline that extended from the Wood River Refinery in Roxana to a barge-loading facility on the Mississippi River.

The complaint alleges that the defendants did nothing to clean up or otherwise address the toxic chemicals, including benzene, for more than 20 years.

Vapor intrusion: Danger seeping out of forgotten wells

Vapors can enter homes that were built
on or around old wells.
The search for oil and gas prompted prospectors and energy companies to drill as many as 12 million holes across the U.S. in the last 150 years. Many were plugged after they dried up, but hundreds of thousands were simply abandoned and forgotten.

Government reports have warned for decades that abandoned wells can provide pathways for oil, gas or brine-laden water to contaminate groundwater supplies or to travel up to the surface, according to a recent ProPublica article.

New wells sometimes disturb layers of rock and dirt near fragile old wells, leading to new cases of contamination. For Pennsylvania and other states sitting on top of the Marcellus Shale formation, the rapid growth of gas drilling may increase the danger of such contamination.

 
Vapor intrusion can lead to explosions in homes

In 2008, gas from an abandoned well leaked into a septic system in Pennsylvania and exploded when someone tried to light a candle in a bathroom, killing the person, according to a 2009 draft report by the state Department of Environmental Protection.

That report also documented at least two dozen other cases of gas seeping from old wells, including three where the drilling of new wells "communicated" with old wells, leaking gas into water supplies and forcing the evacuation of a home.

In February, methane from an old well made its way into the basement of a house in West Mifflin, triggering a small explosion. Two families had to be evacuated.

Such incidents rarely receive much attention outside the states and neighborhoods they affect. But as the nation's latest drilling boom continues, abandoned wells have begun attracting more attention, particularly in states where the earth is already pock-marked with holes left by earlier waves of extraction.

The task of finding, plugging and monitoring old wells is daunting to cash-strapped state governments. A shallow well in good condition can sometimes be plugged with cement for a few thousand dollars. But costs typically run into the tens of thousands, and a price tag of $100,000 or more isn't unusual.

Some regulators fear that the number of abandoned wells will grow when the current drilling boom runs its course. To prevent that, states require energy companies to post bonds before they begin building their wells. But they are often so low that it can be more economical for a company to forfeit its bond rather than plug its wells. In Pennsylvania, for instance, an energy company can cover hundreds of wells with a single $25,000 bond.

 
Birthplace of an industry

One of Pennsylvania's worst cases of gas migration occurred in Versailles. From 1919 through 1921, more than 175 gas wells were drilled in the town. Residents put wells in their back yards to heat their homes, packing them into the 25-by-100-foot lots.

The boom dried up when most of the wells proved unproductive. But in the 1960s, pockets of gas began leaking into homes. Some houses were condemned and demolished, and Versailles became a case study for federal scientists trying to locate old wells.

Some of the old wells were plugged. But more often, vents were installed to direct gas away from the homes. Today, dozens of pipes pop out of the ground in yards, behind garages and through houses, slowly leaking methane and hydrogen sulfide so the explosive gases don't accumulate. In 2009, Versailles received a $368,600 federal grant to maintain its aging vents. About 50 methane alarms have been installed in the town.

Nobody knows how much damage abandoned wells have caused in the United States over the years. Most states don't systematically track cases of contamination that result from abandoned wells, said Mike Nickolaus, special projects director for the Ground Water Protection Council, an association of state groundwater agencies.

Some regulators are concerned that fracking, which is used in most new wells, increases the possibility that old wells will be damaged or disturbed. The process injects water, sand and chemicals into wells at high pressure to release oil or gas. But by disrupting the earth it can also push gas and other contaminants into openings created by old wells.

Navy to tackle TCE vapor intrusion at Moffett Field

The news about vapor intrusion concerns in North America keep on coming. Workers in the buildings at Moffet Field in Mountain View, California, may soon be able to breathe easier, after the U.S. Navy agreed to clean up the toxic vapors that pollute their indoor air.

This announcement in the Mountain View Voice article comes after a long dispute between the Navy and the United States Environmental Protection Agency (EPA). EPA tested the indoor air quality at the Moffet Field Museum “several times since 2008 and indoor air concentrations have exceeded EPA indoor air cleanup levels," according to EPA records.

The problem is a big underground plume of TCE, an industrial solvent that contaminated the soil and groundwater at Moffett years ago.


Navy accepts responsibility for toxic vapor cleanup

Under the agreement, the Navy may have to install ventilation systems or other mitigation measures, which can cost as much as $200,000 for a 20,000-square-foot building. But first it needs to find out the extent of the soil vapor intrusion. More than 30 occupied buildings at Moffett have not been tested since 2003.

Moffett Field used to be a base airport for the U.S. Navy and is now a joint military-civil airfield with moderate air traffic used by California Air National Guard, NASA,and others.

Fears of vapor intrusion prompt EPA studies

The news of suspected soil vapor intrusion in various homes in Haverford, Pennsylvania and Moraine, Ohio, has caused the U.S. Environmental Protection Agency (EPA) to assign vapor intrusion studies in those areas.

In Haverford, the tests will record the presence of trichloroethylene in the groundwater at the Havertown Superfund site, explains an article in the Delaware Country Daily Times.

Apart from sampling TCE levels in homes, the tests also involve installing new groundwater wells.


Vapors seep through cracks in foundation

TCE is a nonflammable, colorless liquid that is often used as a solvent to clean or degrease metal parts. Chemical spills and improper disposal can cause it to enter groundwater.

TCE vapors can volatilize or off-gas through soil and pollute indoor air by seeping through cracks in basements and foundations. Long-term exposure has been linked to risk of nerve, kidney or liver damage and cancer in these organs.


Vapor intrusion a relatively new concern

According to EPA spokesperson Roy Seneca, who was quoted in the article, EPA “now looks more closely than ever at vapor intrusion as a potential pathway. Vapor intrusion was never considered so much in the past to be a problem.

“If there was TCE in groundwater, but a public water system was in place, it wasn’t looked upon as a potential health concern. But vapor intrusion is something they look upon now as a ... concern.”

It can take up to six weeks to get results back from the laboratory.


Vapors at former auto plant sites a concern in Ohio

In Moraine, Ohio, 60 residences will be checked for vapor intrusion close to where the former GM plant operated.

GM and Motors Liquidation Co., which now owns the former plant site, have been tracking a plume of contaminated water, according to an article in the Dayton Daily News.

EPA has asked residents to sign an open access agreement. The organization has already tested groundwater and ground vapors, a spokesperson said, and they now want to check if vapors have entered homes southwest of the former manufacturing site.

Previously, groundwater around former plant sites has been found contaminated with petroleum-based chemicals or VOCs.
