Welders exposed to toxic substances at storage tank manufacturing company

Welding without proper safety precautions can expose workers
to hazardous chemicals and fumes. 
Workers welding stainless steel and other alloy steels containing chromium metal at a Wisconsin bulk storage tank manufacturer were exposed to hazardous levels of hexavalent chromium.

At high levels, hexavalent chromium can cause lung cancer and respiratory, eye and skin damage.

After a complaint, U.S. Department of Labor Occupational Safety and Health Administration inspectors visited Imperial Industries in Rothschild and identified two willful and 12 serious safety violations.

Proposed penalties total $161,100.

"Each year 50,000 workers die from exposures to hazardous substances like chromium during their careers. Failing to take steps to limit exposure to this dangerous substance is inexcusable," said Robert Bonack, area director of OSHA's Appleton office.

"Workers pay the price when companies don't follow standards to reduce injuries and illnesses. Imperial Industries needs to take immediate steps to comply with safety and health standards."

Inspectors determined employees were exposed to hexavalent chromium at levels exceeding permissible exposure limits while welding steels containing chromium metal. Chromium is added to harden alloy steel and help it resist corrosion.

Additionally, the company failed to implement engineering controls to reduce and monitor exposure levels among workers.

The November 2014 investigation also found workers endangered by amputation and struck-by hazards because machines lacked safety mechanisms. Numerous electrical safety hazards were also identified, and workers were found operating damaged powered industrial vehicles.

Imperial Industries manufactures heavy gauge metal industrial tanks that are typically mounted to commercial trucks.

Under the Occupational Safety and Health Act of 1970, employers are responsible for providing safe and healthful workplaces for their employees.

OSHA's role is to ensure these conditions for America's working men and women by setting and enforcing standards, and providing training, education and assistance.

US salons need to nail occupational safety: Advocates

Nail salons will employ more than 100,000 workers by 2022

of reproductive age, experts say.
When New York City Public Advocate Letitia James, JD, announced that her office was releasing a report on nail salons last year, it was anything but a frivolous task.

The policy report, “How Safe is Your Nail Salon?,” released in September, took a look at health and safety practices for both consumers and workers in New York City’s nail salons.

And with more than 2,000 businesses licensed to do manicures and pedicures in the city alone, the health of a large swath of the public is affected.

In New York, the salons are regulated by the state — which has just 27 inspectors to help maintain their safety, James told The Nation’s Health.

The health and wellness of nail salon employees is no small matter, as the U.S. Bureau of Labor Statistics estimated there were 86,900 manicurists and pedicurists in the U.S. in 2012. That number is expected to rise to 100,400 by 2022.

But that estimate is probably far too low, according to the California Healthy Nail Salon Collaborative, which estimates there are 97,100 manicurists in California alone right now.

Up to 80 percent of those workers are Vietnamese immigrants, and more than 50 percent are women of reproductive age.

Duyen Tran, MPH, an APHA member and the interim outreach coordinator for the collaborative, says there are several reasons that nail salon work appeals to young women in the Vietnamese community.

Some of it is the flexibility working in a nail salon can afford: Employees can tailor their schedules around their families’ needs. Another reason is the ease with which a worker can enter into the industry and start making money. Training courses, which are 12 to 18 months long, and exams are offered in Vietnamese.

“To do nail salon work you don’t need high English proficiency,” Tran told The Nation’s Health. “It doesn’t require intensive English training, so it’s really an opportunity for this recent immigrant population to enter the workforce and use it to support their families and communities in a very short time.”

But joining the workforce means exposure to known dangerous products — and potentially unknown dangers, as well.

Three chemicals pose most risks to workers

The biggest risks to nail salon workers are “the toxic trio:” Toluene, formaldehyde and dibutyl phthalate are the most common and dangerous ingredients in nail products, including polish and polish remover, that have been linked to serious health risks.

According to the Centers for Disease Control and Prevention, toluene exposure has been linked to tiredness, confusion, weakness, drunken-type actions, memory loss, nausea, loss of appetite and hearing and color vision loss. High levels of exposure have been linked to kidney damage.

Formaldehyde exposure can lead to irritation of the eyes, nose and throat, causing tearing, and skin irritation, according to CDC, and is a known carcinogen. CDC’s Agency for Toxic Substances and Disease Registry notes that dibutyl phthalate is linked to organ development issues in fetuses when exposed during gestation.

The toxic trio can be transmitted as airborne particles, through product contact with skin or eyes and via unintentional transfer of the materials to uncovered food, drink or cigarettes, according to research from the California Healthy Nail Salon Collaborative.

The Occupational Safety and Health Administration has reported that chemical levels can exceed 826 parts per million during the application of acrylics in nail salons, but proper ventilation can drop that to 12.4 parts per million.

Despite these risks, in Nails Magazine’s 2014-15 report, “Nails Big Book: Everything You Need to Know About the Nail Industry,” 34 percent of nail salon workers reported that they never wear protective gloves while working.

Sixty-one percent said they never wear a mask while working. And more than half reported having work-related health concerns. Twenty-three percent said they were uninsured.

Salons can promote safety for workers

Though self-reported low numbers of nail salon workers take safety precautions, state and federal government regulations require certain steps to be taken to ensure worker safety.

OSHA distributes “Stay Healthy and Safe While Giving Manicures and Pedicures: A Guide for Nail Salon Workers,” which outlines workers’ rights to health and safety for both employees and salon owners.

The guide has been translated to Vietnamese, Spanish and Korean. And OSHA has been working to reach out to communities to make sure workers’ rights are well-known, said Mandy Edens, MSPH, director of OSHA’s directorate for technical support and emergency management.

Company sued for selling formaldehyde-releasing floors

Class-action lawsuits allege Lumber Liquidators sold flooring that contained dangerous chemical

Los Angeles, CA -- It’s bad enough to be facing a parade of lawsuits ranging from allegations of stock price affectations to defective products. However, when Anderson Cooper and the venerable 60 Minutes comes knocking at your door, you know you’re not going to have a good day.

Such are the issues facing Lumber Liquidators, a US vendor of Chinese flooring products that are alleged to have not only failed California’s so-called CARB-2 safety standards, plaintiffs also claim levels of formaldehyde in the products exceed safe limits by serious margins.

The issue takes on greater significance given the adoption of the California Air Resource Board Phase 2 (CARB-2) emissions standard for formaldehyde in manufactured products as the US standard several years ago, which finally comes into effect nationwide later this year.

According to the report aired on 60 Minutes, glue used in the production of laminate flooring can sometimes contain formaldehyde. In low levels it’s not considered a problem, especially when the formaldehyde is encased in the product, preventing emissions from escaping into the air.

The problem with Lumber Liquidators Flooring formaldehyde, according to the allegations, is that a greater level of formaldehyde is used in the production of products for Lumber Liquidators, in an effort to keep costs down.

Such a high level of formaldehyde, according to environmental experts interviewed by CBS News for 60 Minutes, can succeed in escaping from the product into the air, making homeowners ill.

That’s the allegation carried in a Lumber Liquidators Defective Flooring Class Action Lawsuit filed by John and Tracie-Linn Tyrrell in federal court in California March 5.

Customer suffered health effects after floor installation

According to the Richmond Times Dispatch (3/5/15), John Tyrrell began experiencing symptoms that include extreme shortness of breath, weakness, fatigue, and incessant coughing and sneezing shortly after he and his son-in-law installed the laminate flooring.

“Despite repeated medical tests, his doctors have not been able to identify the cause of these symptoms,” the lawsuit claims.

The proposed class action seeks to represent any consumer who purchased Chinese flooring products from Lumber Liquidators in the last four years. They seek re-imbursement for the material and installation, as well as unspecified damages.

The lawsuit also seeks to force Lumber Liquidators’s hand by having an injunction granted, preventing the company from selling the allegedly defective products.

“Based on lawsuits, articles and blog posts, [Lumber Liquidators] knew or should have known that its laminate wood flooring products were not compliant with [California emissions] standards,” the lawsuit said.

“Despite this knowledge, defendant failed to reformulate its flooring products so that they are compliant or to disclose to consumers that these products emit unlawful levels of formaldehyde.”

Lumber Liquidators, according to the Dispatch report, is “currently reviewing the allegations contained in this lawsuit,” the company said.

“It appears that many of the claims mimic contentions raised in a separate suit that was filed by a law firm that also represents a short-seller, which looks to benefit from decreases in our stock price, in another action against us. We believe in the safety of our products and intend to defend this suit vigorously.”

Out of 31 samples of Chinese flooring products imported by Lumber Liquidators independently tested by 60 Minutes at two certified testing labs, all but one sample presented with seriously high levels of formaldehyde that exceeded state and pending federal guidelines.

Upon dispatching reporters to the manufacturing facility in China, 60 Minutes was told the facility had the capability of manufacturing to the CARB-2 standard, but switched to cheaper manufacturing methods that utilized higher levels of formaldehyde in the wood glue for products manufactured for Lumber Liquidators.

Officials of the manufacturing facility also admitted to 60 Minutes reporters using a hidden camera that products were improperly labeled as CARB-2 compliant, or so it is alleged.

In a filing, Lumber Liquidators said “we believe that ‘60 Minutes’ used an improper test method in its reporting that is not included in California regulations and does not measure a product according to how it is actually used by consumers. We stand by every single plank of wood and laminate we sell all around the country.”

The case is John Tyrrell et al v. Lumber Liquidators Inc., Case No. 2:2015cv01615, California Central District Court.

Viral documentary is challenging China’s powerful polluters

A Chinese video has garnered well over 20 million views on video sharing site YouKu, and close to 5 million on Tencent Video.

What’s more, it hasn't yet been banned.

Usually that would describe content like celebrity gossip or comical animals, but this is Under the Dome, a meticulously researched documentary on the causes and implications of the country’s pollution crisis.

Pollution in China is an inconvenient truth. Nearly everyone agrees it is a problem, but the intricacies, scale, and potential solutions are not well understood.

Chai Jing—a former TV news anchor who produced Under the Dome with her own funds—has attempted to tackle the complexities of the issue much as Al Gore did for climate change.

In her documentary, Chai purposefully guides viewers through the data on pollution, weaving in interviews with experts, policymakers, and industry representatives.

The documentary—named after the Stephen King book that inspired an American TV series—is novel on many levels. There is an expertly animated section showing how particulate matter infiltrates the lungs.

Charts and disturbing images of pollution-ravaged lungs are presented with Gore-like effectiveness.

And there are many moving anecdotes from Chai about her personal relationship with pollution, which she believes caused her infant daughter to be born with a benign tumor.

But what’s most surprising is how brazenly Chai attacks some of the most powerful organizations in the country, from the coal and oil industries to the Ministry of Environmental Protection and state-run banks.

She makes a trip to a coal factory in Hebei Province to get a firsthand account of production.

Chai goes on to discuss the quality of coal and poor regulation of its disposal.

In recent years, our coal consumption has grown, the quality of the coal has gotten worse, we aren’t cleaning the coal, and there is little regulation of coal disposal.

The result is this: In China, the places with higher coal consumption have a much higher concentration of particulate matter.

Regulators and the oil industry

Chai moves on to talk about the impact of oil consumption on air quality, focusing first on vehicle emissions standards. She addresses the fact that, while China’s increasing reliance on cars is partly to blame for poorer air quality, lax regulation of heavy-duty trucks is even more harmful.

She tracks down drivers that have stickers on their trucks claiming that they have been cleared for the “China IV” emissions standards.

Checking their engines, however, reveals that they are well below these standards. While there are regulations that can put a stop to these “counterfeit China IV” trucks, she says, they are never enforced.

Chai attempts to find out which government department is responsible for enforcing these regulations. She finds a lot of buck passing.

Moving past enforcement, Chai turns to the poor quality of oil used in commercial vehicles.

She looks to find out why standards aren’t higher, and finds a revolving door between the oil industry and the regulators meant to keep it in check.

Banks, subsidies, and zombie companies

Looking for an example of the kind of heavy industry that consumes large amounts of the coal and oil she’s been discussing, Chai zeroes in on steel.

She reveals a systemic problem faced by several industries in the country: “zombie” companies, which are noncompetitive and obsolete firms that are kept alive primarily by government subsidies.

She later makes a more general point: The most important thing for the government to do is not to subsidize obsolete, polluting industries. What it should do is provide fair opportunities for the industries of tomorrow.

What to do about it

Amazingly, given the film’s critical tone and its high-profile targets in government and major Chinese industries, the video has not (yet) been blocked, although state-run news organizations have been directed not to “hype” the documentary further, according to China Digital Times, which monitors leaked censorship instructions.

Since that directive makes clear that the authorities are aware of “Under the Dome,” it’s not clear why Chai has been able to survive the censors.

Perhaps it’s because the video is so measured in its criticism, or that it simply became too popular too fast to shut down. Or maybe the government simply agrees with her message.

According to one government report, newly appointed environment minister Chen Jining said the documentary was “worthy of respect” and thanked Chai for her work.

Even with its popularity, though, Chai is just one former TV anchor. Her lecture closes by imploring others to act.

She tells anyone who is watching to find a way to help, comparing the experience of China to those of countries that have overcome once deadly pollution problems.

As you prepare for spring’s warmer weather, consider taking some time to review your district’s policies and procedures related to mold and moisture control.

Schools should be proactive in their moisture control practices, which are the key to controlling indoor mold growth.

Molds are a major source of indoor allergens and can trigger asthma in sensitive individuals.

Even when spores are dead or unable to grow, mold can cause health effects, such as allergic reactions.

The types and severity of health effects associated with exposure to mold depend, in part, on the type of mold present and the extent of the occupants’ exposure and existing sensitivities or allergies.

Prompt and effective remediation of moisture problems is essential to minimize potential mold exposures and their potential health effects. These negative health effects can lead to increased absenteeism and reduced performance in both staff and students.

How should mold be safely cleaned?

It is essential to clean up mold as well as excess water or moisture, because moisture is the key to mold control.

If the excess water or moisture problem is not fixed, mold will most likely grow again, even if the area is completely cleaned.

Clean hard surfaces with water and detergent and dry them quickly and completely.

Absorbent materials such as ceiling tiles may have to be discarded if the mold cannot be completely removed.

To clean up mold safely and effectively, staff should wear waterproof gloves during clean up and should not touch mold or moldy items with bare hands.

Respiratory protection should also be used in most remediation situations to prevent inhalation exposure to mold.

10 tips to control mold and moisture in schools this spring

  1. Establish a mold prevention and remediation plan within your greater IAQ management program.
  2. View the IAQ Reference Guide on Mold and Moisture for tips on identifying and correcting common mold and moisture issues.
  3. Inspect all school buildings for signs of mold, moisture, leaks or spills, or evidence of past water damage.
  4. Prevent moisture condensation by increasing surface temperature, installing proper insulation and improving air circulation.
  5. Eliminate sources of moisture by reducing indoor humidity; maintain indoor humidity levels between 30 and 60 percent.
  6. Respond promptly when you see signs of moisture and/or mold or when leaks or spills occur. Dry all wet areas within 24 to 48 hours.

Asbestos to blame for Nevada cancer levels: Study

DENVER - Malignant mesothelioma has been found at higher than expected levels in women and in individuals younger than 55 years old in the southern Nevada counties of Clark and Nye, likewise in the same region carcinogenic mineral fibers including actinolite asbestos, erionite, winchite, magnesioriebeckite and richterite were discovered.

These data, published in the Journal of Thoracic Oncology, the official journal of the International Association for the Study of Lung Cancer, suggest that these elevated numbers of malignant mesothelioma cases are linked to environmental exposure of carcinogenic mineral fibers.

Malignant mesothelioma is a fatal cancer associated with asbestos exposure that develops on the outer linings of the lungs.

The 3-year survival rate is only 8% and there are limited therapeutic options. The incidence of malignant mesothelioma is higher in locations with known industrial and occupational exposure and for similar reasons the incidence is higher in men, with a male to female ratio of 4:1 to 8:1.

The latency period for is 30-50 years so those diagnosed from occupational exposure are usually in their seventies whereas those diagnosed younger than 55 are rarely associated with occupational exposure.

Asbestos is a commercial and regulatory term applied to six mineral fibers historically mined for industrial use. Naturally occurring asbestos is a term used to describe fibrous minerals that were not used commercially and therefore were not called asbestos and their use was and still is not regulated.

Like asbestos, these naturally occurring fibers are natural components of rocks and soils and a potential source of exposure especially if these fibers become airborne through natural erosion or human activities producing dust.

Researchers from Hawaii, Nevada, and Pennsylvania examined malignant mesothelioma mortality data from the Centers for Disease Control by gender, age group, state, and counties for the period 1999-2010.

The two southern Nevada counties of Clark and Nye were grouped together and the proportion of women and those younger than 55 years old in these two southern counties were compared to those in all other Nevada counties grouped together as well as the rest of the United States.

The male to female ratio of malignant mesothelioma in all Nevada counties excluding Clarke and Nye was 6.33:1, but in Clarke and Nye counties it was statistically lower at 2.69:1 (p=0.0468), which could not be explained by population demographics, as these were the same.

The percentage of individuals younger than 55 was significantly higher in the southern Nevada counties compared to the remainder of the US counties (11.28% vs 6.21%, p=0.0249).

Tremolite and actinolite, both members of the asbestos family, as well as erionite, winchite, richterite, and magnesioriebeckite are present in southern Nevada and all have been linked to cancer in humans.

The authors acknowledge that women and children can be exposed to fibrous minerals as a result of their husband's or father's occupational exposure when bringing these fibers home on their clothes.

However, the authors conclude "in southern Nevada there are no major asbestos industries, thus this seems an unlikely hypothesis. Instead, the presence of asbestos and other fibers in the environment of Clark and Nye Counties, where a lower M:F sex ratio and an increased proportion of malignant mesothelioma are seen in young individuals, suggests that some of these malignant mesotheliomas are caused by environmental exposure which can happen when human activities and natural processes such as wind or water release fibers in the air."

Michele Carbone, senior author on the study, states "further research is needed, including epidemiological, geological, mineralogical and health-based personal exposure studies in order to characterize the residential and occupational history of the malignant mesothelioma cases we studied, to highlight the highest risk areas within Clark and Nye counties, to identify the type of fibrous minerals and their precise distribution throughout Nevada, and to identify the activities responsible for the release of fibers in the air, which may be the cause of some of the malignant mesothelioma in this region."

E-cigarettes produce formaldehyde: Study

Electronic cigarettes can produce more formaldehyde than regular cigarettes

human carcinogen.
A preliminary study in the New England Journal of Medicine raises a new worry about electronic cigarettes – exposure to formaldehyde.

Under certain conditions, taking 10 puffs from an e-cigarette would expose a user to about 2.5 times as much formaldehyde as he or she would get from smoking a single tobacco cigarette, according to the study.

Formaldehyde is the pungent chemical that was used to preserve the frog you dissected in your high school biology class.

It’s used as an industrial disinfectant and as an ingredient in permanent-press fabrics, plywood, glues and other household products, according to the National Cancer Institute.

It is also formed when the propylene glycol and glycerol in e-cigarette liquids and oxygen are heated together.

The World Health Organization’s International Agency for Research on Cancer says formaldehyde can cause leukemia and nasopharyngeal cancer. The U.S. Environmental Protection Agency considers the chemical a “probable human carcinogen.”

In experiments at Portland State University, researchers used a tank system type of electronic cigarette to produce nicotine vapor.

The e-liquid vapor was captured in a tube and analyzed using a technique called nuclear magnetic resonance spectroscopy. Each sample consisted of 10 puffs of vapor (at 3 to 4 seconds per puff) collected over 5 minutes.

When the e-cigarette was used on the “low voltage” setting of 3.3 volts, the researchers didn’t detect any formaldehyde in the vapor. However, when the device was on the “high voltage” setting of 5 volts, they measured an average of 380 micrograms of formaldehyde per sample.

Based on these results, the research team estimated that an e-cigarette user who vaped 3 milliliters of e-liquid per day would breathe in at least 14.4 milligrams of formaldehyde. The actual daily exposure is probably higher, they wrote, because their experiments failed to capture all of the vapor the e-cigarette produced.

For the sake of comparison, a 2005 study in the journal Regulatory Toxicology and Pharmacology estimated that a person who smoked a pack of 20 cigarettes would inhale 3 milligrams of formaldehyde in the process.

The researchers calculated that the lifetime cancer risk incurred by inhaling formaldehyde would be 5 to 15 times higher for long-term e-cigarette users than for long-term tobacco smokers.

Proponents of electronic cigarettes were quick to criticize the study for testing the devices under conditions that don’t reflect actual use.

If a person were to take 4-second puffs on a high voltage setting, they would experience a “very harsh and awful taste,” Bill Godshall, an advisor to the Consumer Advocates for Smoke-free Alternatives Assn., said in a statement distributed by the American Vaping Assn.

Gregory Conley, the group’s president, added that e-cigarette users take shorter puffs as they increase the voltage on their devices. “These are not settings that real-life vapers actually use,” he said.

But study coauthor James Pankow, a chemistry professor and expert on cigarette smoke dangers at Portland State University, said the line between e-cigarettes and tobacco cigarettes was growing fuzzier by the day.

“No one should assume e-cigarettes are safe,” he said in a statement. “For conventional cigarettes, once people become addicted, it takes numerous years of smoking to result in a high risk of lung cancer and other severe disease; it will probably take five to 10 years to start to see whether e-cigarettes are truly as safe as some people believe them to be.”

Air pollution to be pressing issue for families and lawmakers

Poor air quality threatens family health.
SALT LAKE CITY — Poor air quality and its adverse impacts to health have risen as a key concern for both policymakers and the public, threatening family health and quality of life, Utah's economy and the vibrancy of its outdoor recreation.

Solving the problem promises to be an issue that once again demands significant time and money from Utah's lawmakers this session.

A spate of bills has already been introduced, although advocates and the co-chairman of the Utah Legislature's Clean Air Caucus do not believe this session will be as active as 2014 when it comes to the number of measures filed.

"I think a lot of the focus this year will be on funding," said Rep. Patrice Arent, D-Millcreek. "Air quality will be a high priority again, but we want to make sure our funding is not just one-time. I see some important legislation coming forward."

The clean air effort also promises to capture the attention of a public dealing with January inversion.

Billed last year as the largest political protest in Utah's modern history, the "Clean Air No Excuses" rally in late January drew a boisterous crowd demanding action.

Protecting children

The physicians group and HEAL Utah both are keeping an eye on air quality measures in the session this year. They mentioned Rep. Steve Handy's HB49 as a good proposal that did not pass last year that they hope prevails in this session.

Mirroring a recommendation from Utah Gov. Gary Herbert, the bill would provide $20 million to change out the most polluting diesel school buses in the state fleet and to boost the fueling infrastructure for alternative-fuel buses.

Multiple studies point to air pollution levels inside buses that can be greater than emissions outside the actual bus. Researchers have found that the elevated levels inside the bus are attributed to emissions from the bus itself that intrude into the cabin, a process sometimes termed "self-pollution."

One study found that average exposure to PM2.5 emissions or fine particulates on school buses was five to six times greater than ambient levels outside, and that exposures to both kinds of emissions and black carbon were determined to be higher than an average walking commute.

Another study from Los Angeles determined that diesel exhaust levels inside four sampled school buses were up to 400 percent higher than what was measured inside a passenger car driving directly ahead of the school buses.

Handy's bill addresses many of the buses that were manufactured before 2002 to get at some of the worst offenders. Because he doesn't want polluting buses to be sold to be some other state's health risk and pollution problem, the buses that will be replaced will be destroyed, not sold.

"This makes a certain and clear statement that school districts are committed to cleaner school buses, and we are not passing on the problem to someone else," Handy said.

The bill is identical to what Handy ran last year, but he believes with Herbert's support, as well as that of other groups, there will be more political traction to get the measure passed in 2015.

Change equipment

Herbert's budget also calls for increased funding for what's known as the CARROT program to change out dirty, polluting equipment that can include snowblowers or lawnmowers.

The program received $200,000 last year, and the Utah Department of Environmental Quality believes the governor's request for an additional $1.5 million will make a significant dent in removing some of the most polluting equipment out there.

Moench said he believes there will always be a gap between what the advocates ask for in the arena of air quality and what lawmakers are willing to pass, but he said groups are not going to relent on efforts to hold industry to higher standards and to repeal Utah's "no more stringent" state law that prohibits the state from making tougher rules than the Environmental Protection Agency.

HEAL Utah Director Matt Pacenza said groups also hope to see another push for a local option sales tax with revenue directed at boosting mass transit, specifically adding more bus routes.

The measure passed overwhelmingly in the House last session but faltered the final night of the session in the Senate, never making it up for a vote.

Asthma on the rise in China's cities

Air pollution is a major risk factor
for asthma, experts say.
Asthma cases have risen dramatically in China over the past decade along with ever deteriorating air pollution, according to leading respiratory specialists.

Nationwide, the prevalence of asthma stands at 1 to 2 percent, while in some cities it can reach more than 10 percent, a leading pulmonary physician said.

Lin Jiangtao, director of the China Asthma Alliance and a physician at China-Japan Friendship Hospital, was citing results from the first nationwide epidemiology survey on asthma, which he led.

The potentially fatal disease has risen quickly across the nation, with Shanghai recording the fastest increase in prevalence of 190 percent over the past decade.

"Given that air pollution is a major risk factor in asthma, the disease is still rising constantly," Lin warned.

In a widely reported case, Chinese mother Shang Yujun moved her son to three different Chinese cites to escape air pollution before finally settling in London to control his asthma.

Lin suggested that patients with the disease limit outdoor activities and heavy exercise on days with high concentrations of pollutants, as such conditions can prompt asthma attacks.

Asthma is the leading cause of hospitalization among children in China and imposes a significant burden on their families. Patients with the condition have increased rates of work absenteeism.

The Asia Asthma Development Board said China has the world’s highest mortality rate from asthma, with 36.7 out of 100,000 patients failing to survive.

Wang Chen, a leading respiratory disease expert and an academic at the Chinese Academy of Engineering, said, "Various respiratory diseases have become a public health challenge in China."

But he said public awareness remains poor in a country where only 34 percent of the cases are under control.

Of the more than 30 million patients in China, about 80 percent fail to effectively control the disease and less than 5 percent have received standard treatment, Lin said.

A 36-year-old patient surnamed Wang, from Hebei province, said he used to be hospitalized three times a year in Beijing for serious asthma attacks. He was diagnosed with the disease after having it for more than a year.

"I frequently felt out of breath and had to take a rest when climbing up several steps," he said.

Drug therapy and a surgical procedure called bronchial thermoplasty helped put him back on his feet after he had to use a wheelchair.

Wang Chen called for standardized treatment and improved access to drug treatment for asthma patients.

Fracking may be as dangerous as asbestos: Report

The health effects of fracking are still
unknown, scientists warn.
Fracking could carry unforeseen risks in the way that thalidomide, tobacco and asbestos did, warns a report produced by the UK government’s chief scientific adviser.

A chapter in the flagship annual report produced by the UK’s chief scientist, Mark Walport, argues that history holds many examples of innovations that were adopted hastily and later had serious negative environmental and health impacts. The chapter is written by Prof Andrew Stirling of the University of Sussex.

The controversial technique, which involves pumping chemicals, sand and water at high pressure underground to fracture shale rock and release the gas within, has been strongly backed by the government with David Cameron saying the UK is “going all out for shale”.

But environmentalists fear that fracking could contaminate water supplies, bring heavy lorry traffic to rural areas, displace investment in renewable energy and accelerate global warming.

The chapter in the report produced by the chief scientific adviser appears to echo those fears. “History presents plenty of examples of innovation trajectories that later proved to be problematic — for instance involving asbestos, benzene, thalidomide, dioxins, lead in petrol, tobacco, many pesticides, mercury, chlorine and endocrine-disrupting compounds...” it says.

“In all these and many other cases, delayed recognition of adverse effects incurred not only serious environmental or health impacts, but massive expense and reductions in competitiveness for firms and economies persisting in the wrong path.”

Thalidomide was one of the worst drug scandals in modern history, killing 80,000 babies and maiming 20,000 babies after it was taken by expectant mothers.

Fracking provides a potentially similar example today, the report warns: “... innovations reinforcing fossil fuel energy strategies — such as hydraulic fracturing — arguably offer a contemporary prospective example.”

Stirling’s chapter also argues that the UK and the world could tackle climate change with energy efficiency and renewable energy alone but vested interests in the fossil fuel industry stand in the way.

There is a “clear feasibility of strategies built entirely around energy efficiency and renewable energy”, the report, published late last year, says. “Yet one of the main obstacles to this lies in high-profile self-fulfilling assertions to the contrary, including by authoritative policy figures.”

“In energy... the obstacles to less-favoured strategies [such as energy efficiency and renewables] are typically more commercial, institutional and cultural than they are technical. Among the most potent of these political obstructions are claims from partisan interests — such as incumbent nuclear or fossil fuel industries — that there is no alternative to their favoured innovations and policies.”

A spokesman for the Royal Academy of Engineering, which produced an influential 2012 report on shale gas with the Royal Society that concluded it could be safe if it was properly regulated, said the risks from fracking were very low.

“Our conclusion was that if carried out to highest standards of best practice, the risks are very low for any environmental contamination. The most serious risks come in the drilling and casing and surface operations rather than the fracturing itself.”

“You can’t eliminate the risk of something going wrong, but you can monitor very closely and be very open and transparent about what’s going on.”

On the chief scientific adviser’s report, he said: “I think he’s making a very broad and general point.”

Greenpeace UK’s energy campaigner, Louise Hutchins, said: “This is a naked-emperor moment for the government’s dash to frack. Ministers are being warned by their own chief scientist that we don’t know anywhere near enough about the potential side effects of shale drilling to trust this industry. The report is right to raise concerns about not just the potential environmental and health impact but also the economic costs of betting huge resources on an unproven industry. Ministers should listen to this appeal to reason and subject their shale push to a sobering reality check.”

British government loses landmark air pollution case

Air pollution is a killer, experts say.
The Government will be forced to urgently clean up illegal air pollution in British cities, after a ruling at the European Court of Justice.

Following the case, brought by environmental group Client Earth, individuals will now be able sue the Government for breaching EU pollution laws, while ministers will be forced to prepare and implement plans to improve air quality “as soon as possible”.

In a slap-down for the Government, the court overwhelmingly dismissed a long-stated policy of seeking to comply with EU air pollution laws by simply appealing to Europe for more time.

Alan Andrews, Client Earth's lawyer, said: “Thousands of people die because of air pollution every year. This ruling will save lives by forcing the government to finally take this issue seriously. They will now have to come up with an urgent plan to rid our towns and cities of cancer-causing diesel fumes”.

In July the Government admitted that several British cities were set to meet toxic nitrogen dioxide gas limits within by 2010, at the same time in emerged NO2 legal limits were exceeded in 40 of the UK’s 43 urban zones in 2010.

Air quality campaigner Simon Birkett, founder of Clean Air in London, said “This is a massive win for Client Earth on all counts in a landmark environmental case that could be the most important in a generation."

He added: “This judgement means early next year the Supreme Court must take any necessary measure to require Defra to produce a meaningful new air quality plan that ensures the excedance period for nitrogen dioxide (NO2) limit values beyond 1 January 2010 is ‘as short as possible’. The judgement also makes clear that these limit values are absolute ‘obligations’."

Campaigners say the ruling could see many diesel cars and commercial vehicles banned from city centres to cut pollution.

These are the biggest producers of nitrogen dioxide (NO2), a harmful gas linked with heart attacks and asthma.

A clampdown could lead to policies like the London Mayor's plans for an “ultra-low-emission zone” being adopted across the country.

The focus of campaigners will now shift to the UK Supreme court which is expected to interpret what the time frame should be next year.

This should see the UK Supreme Court ordering the government to take action to meet limits in a much shorter time frame.

In the London Assembly Green Party member Jenny Jones called on Mayor Boris Johnson to “urgently review” his air pollution polices in light of the ruling.

She said: “This is great news for Londoners’ health. This judgment shatters the Mayor’s complacency on air pollution. The Mayor must urgently rewrite his strategy and reinstate emergency measures to bring pollution down from its dangerous and illegal levels.”

Knowing the dangers in certain occupations may help decrease the risk factors. The first five jobs that pose a threat to the lungs were:

Workers who demolish old buildings or do remodeling can be exposed to asbestos used as insulation around pipes or in floor tiles.

Even minimal exposure to its microscopic fibers has been linked to a variety of problems. One is mesothelioma, a form of cancer, Von Essen says.

Exposure also seems to raise the risk of small-cell lung cancer and can lead to asbestosis, or scarring of the lung. Removal should be left to trained and licensed crews.

"Know where the asbestos is," Von Essen says. "Follow all the rules and don't take chances."

7. Farming

Working with crops and animals can lead to several disorders. Hypersensitivity pneumonitis is a rare but serious problem caused by repeated exposures to mold-contaminated grain or hay. The lung's air sacs become inflamed and may develop scar tissue.

Grain in metal bins can get moldy. Breathing dust from this grain can lead to fevers, chills, and a flu-like illness called "organic dust toxic syndrome." Farmers also are more likely to report a cough and chest tightness.

"We think about 30% of farmers who grow crops in this way have had that at some point," Von Essen says. Workers in hog and chicken barns sometimes get an asthma-like syndrome.

"Dust and ammonia levels together seem to be risk factors," she says. Keep grain from getting damp, ensure adequate ventilation, and wear a respirator.

8. Auto Body Spray Painting

People who work in auto body shops are often exposed to chemicals known as isocyanates. They're a significant cause of occupational asthma.

"It's frequently a career-ending disease where they need to leave their profession," Harber says.

alleviate some of the risks.
Using quality respirators that are appropriate for your task can lessen the risk. It also helps to enclose the area being sprayed and to have a ventilated exhaust system. Better yet, replace hazardous materials with safer ones.

9. Firefighting

People who battle blazes are exposed not only to the fire, but also to other materials, including burning plastics and chemicals. Firefighters can significantly lower their risk of lung disease and other problems by using a "self-contained breathing apparatus" (SCBA). These devices should also be used during "mop up" or the clean-up period.

"Many of the chemicals are still in the air," Harber says. Ventilation also is critical.

10. Coal Mining

Underground miners are at risk for everything from bronchitis to pneumoconiosis, or "black lung." It's a chronic condition caused by inhaling coal dust that becomes embedded in the lungs, causing them to harden and make breathing very hard.

"This can cause progressive massive fibrosis and can kill people," Von Essen says.

Again, protective equipment can limit the amount of dust inhaled.

10 occupations that are bad for your lungs - Part 1

Our lungs work hard for all of us - but
some occupations are worse than others.
Your lungs work hard. Most adults take more than 20,000 breaths a day. But just how well your lungs do their job may be affected by the job you do.

Chemicals. Germs. Tobacco smoke and dirt. Fibers, dust, and even things you might not think are dangerous can damage your airway and threaten your lungs.

"The lungs are complex organs," says Philip Harber, MD, MPH, professor of public health at the University of Arizona in Tucson. "Occupational and environmental exposures can lead to scarring or fibrosis, asthma, COPD, and infection or cancer."

The good news: Many on-the-job lung dangers are preventable. Depending on your line of work, making certain changes can be key: Improve ventilation, wear protective equipment, change the way you do your work, and learn more about hazards, for examples.

Here are 10 jobs where precautions may help you avoid work-related lung damage.

1. Bartending and Waitressing

Secondhand smoke has been linked to lung cancer. It remains a threat to workers in cities where smoking hasn't been banned in public places. Casino workers also can find themselves in a cloud of smoke.

waiting staff at risk for lung disease. 

No one's going to wear a respirator while serving martinis or dealing a blackjack game. Separating smokers from nonsmokers, cleaning the air, and ventilating buildings won't keep nonsmokers from being exposed.

Short of working to change policy, the best solution may be to find another job.

"Unfortunately, the individual worker has limited options," says Susanna Von Essen, MD. She's a University of Nebraska Medical Center professor of internal medicine in the division of pulmonary, critical care, sleep, and allergy.

2. Housekeeping and Cleaning

Some cleaning supplies, even so-called "green" or "natural" products, have harmful chemicals that have been linked with developing asthma.

"Cleaners are reactive chemicals, meaning that they react with dirt and also with your lung tissues," Von Essen says.

Some release volatile organic compounds, which can contribute to chronic respiratory problems and allergic reactions. Read labels and follow instructions.

Consider using "simple cleaning agents like vinegar and water or baking soda," Von Essen says. Open windows and doors to keep the area well ventilated, too.

3. Health Care

Doctors, nurses, and other people who work in hospitals, medical offices, or nursing homes are at increased risk for lung diseases such as tuberculosis, influenza, and severe acute respiratory syndrome (SARS).

So, health care workers should keep up with immunizations (including the flu vaccine) that the CDC recommends for them.

Health care workers may also develop asthma if latex is used in gloves or other supplies. Latex-free synthetic gloves are an alternative.

4. Hair Styling

Certain hair-coloring agents can lead to occupational asthma. Some salon hair-straightening products contain formaldehyde, a known carcinogen. It's also a strong eye, nose, throat, and lung irritant.

Good ventilation is important. Because wearing a respirator might cause appointments to cancel, know what's in the products you're working with. If they're not safe, find a safer product.

5. Manufacturing

Some factory workers risk getting asthma or making their existing asthma worse. Asthma not caused by work but made worse by it affects as many as 25% of adults with asthma, Harber says.

Factory workers can be exposed to everything from inhaled metals in foundries to silica or fine sand, which can lead to silicosis, a disease that scars the lung, or increased risk of lung cancer.

A lung disorder called "popcorn lung," or bronchiolitis obliterans, has been seen in plant workers exposed to some of the flavoring chemicals used to make microwave popcorn. Again, respirators and proper ventilation are key for those workers. (No risk of "popcorn lung" has been seen in people who eat that popcorn.)

Police station closed due to mold, leaks

Police stations often suffer
from poor IAQ, affecting the

DARTMOUTH — Cracked glass, water-damaged files, corroded pipes and black mold were some of visible issues police building committee members saw during a recent tour of the closed police station.

“It blows my mind,” said Ken Vincent, chairman of the 12-member committee expected to come up with dollar figures on renovating the facility or building a new station. “It’s important for the committee to see this so we can ask the right questions when we go out to bid.”

The Russells Mills Road station has been closed for more than eight months after an officer became sick with Legionnaires' disease and the bacterium legionella was found in the hot water system.

Custodian David Saulnier said several old pipes that were blocked off during previous expansions allowed the bacteria to fester.

From corroded pipes in the boiler room to soggy boxes in the records room, Saulnier led a group of 14 through the building, identifying issues.

“Over the last three years, I kept getting new leaks in the new HVAC system that did not have some valves,” he said, pulling down drop ceiling tiles to expose dots of mold.

Pointing to a thick grey-green ooze on the floor of the locker room, Saulnier said he had no idea what it could be.

Select Board representative Stanley Mickelson, who recently replaced Lara Stone on the committee, had mixed reactions to the tour. “Discombobulating,” he said. “There’s so much to go through.”

As temperatures drop, the department continues to operate out of six trailers and portable toilets in the parking lot, a situation Traffic Officer Joseph Vieira said is “not ideal.” Representing the police union on the committee, he said the tour was “a great first step” but “long overdue.”

In the recent rains, water dripped through the dispatchers' trailer windows, said Donna Wunschel, also on the committee.

“It’s an indoor job. I don’t even have rain gear,” she said. “We are trying to deal with it the best we can.”

The town has purchased a modular station with plumbing and heat to replace the trailers. Town Administrator David Cressman said he expects it will be in place early January.

“Let’s hope for no snow until then,” Vieira said.

Gyms plagued by bad air

A new study of air quality in gyms raises questions about whether the places in which we work out are as healthy as they should be.

Science and common sense tell us that exercising in polluted air is undesirable.

People who frequently run alongside heavily trafficked freeways and breathe great lungfuls of exhaust have been shown to have an increased risk of heart disease, even if they are otherwise in admirably good shape.

But few studies systematically have examined the air quality inside gyms.

So for the new study, which will appear next month in the journal Building and Environment, researchers at the University of Lisbon in Portugal and the Technical University of Delft in Holland decided that they would place air-quality monitoring equipment in gyms throughout Lisbon.

Portuguese fitness sites are similar to those in the United States, said Carla Ramos, a graduate student at the University of Lisbon who led the new study.

Most feature a weight room and multiple, smaller studio spaces for aerobics classes, yoga sessions and similar programs.

For the new study, Ms. Ramos obtained permission from 11 Lisbon gyms to position air-quality monitors in each site’s weight room and several studios. The machines were set to measure pollutants during the late afternoon or evening hours, when the gyms were at their most crowded.

For about two hours at each gym, the monitors measured the levels of commonly found indoor pollutants. These include carbon monoxide, carbon dioxide, ozone, airborne particulates such as dust, and various chemicals released by carpeting, cleaning products, furniture or paint, including formaldehyde.

To gain even more detailed readings, the scientists subsequently placed additional monitors in three of the gyms, which measured air quality throughout the building and throughout the entire day.

Then they checked the pollutant levels from all of the gyms.

Their findings were disquieting. In general, the gyms showed high levels of airborne dust, formaldehyde and carbon dioxide. The concentrations of these substances generally exceeded most accepted standards for indoor air quality. (No government agency in the United States formally monitors air quality in gyms.)

The levels were especially high during evening aerobics classes, when many people were packed into small studios, stirring up dust and fumes and puffing heavily, producing carbon dioxide with every breath.

The high concentrations of dust and chemicals like formaldehyde in the air at the gyms represent perhaps the greatest potential concern, Ms. Ramos said.

In sufficient concentrations, these substances can contribute to asthma and other respiratory problems, she said. Almost all of the gyms in the study had levels of these substances that significantly exceed European standards for healthy indoor air standards.

Carbon dioxide, though not toxic to people, could also be cause for concern. In high concentrations, Ms. Ramos said, it has been found to contribute to bodily fatigue and cognitive fogginess, neither of which is desirable during a high-intensity aerobics class.

Elevated levels of carbon dioxide can also indicate a poorly ventilated building, she said, especially if they remain inflated for hours, as they did in her study.

“We consider that the gymnasiums meet the criteria for a poor indoor quality,” Mr. Ramos said.

Poor indoor air quality is a particular issue in gyms, of course, because people there tend to be breathing heavily.

“When we exercise, we take in more air with each breath and most of that air goes through the mouth, bypassing the natural filtration system” in the nostrils, Ms. Ramos said. “The pollutants go deeper into the lungs compared to resting situations.”

The findings should not, however, discourage anyone from visiting a gym, Ms. Ramos said. None of the sites in the study had measurable levels of carbon monoxide, she pointed out, one of the most dangerous of known air pollutants.

The data might, though, prompt diligent gymgoers to perform a sniff test. If the air at your fitness center smells chemical-laden and stale, consider talking with the site manager, Ms. Ramos said.

Ask about ventilation and if the building has undergone a recent indoor-air-quality assessment.

Inquire, too, about the types of cleaning products used at the gym and whether floors are swept or mopped; the latter is better at reducing airborne dust, Ms. Ramos said.

For her part, Ms. Ramos conducted a formal air-quality assessment at the gym she attends (separately from her study) and offered the manager advice about how to reduce some of the pollutants that turned up.

“I prefer to be indoors to practice physical activity,” she said, as long as the air is as healthy as the activity.

List of cancer-causing chemicals grows

Many chemicals have been linked to
cancer, researchers say.
Four new substances have been added to a list of chemicals that may cause cancer compiled by the U.S. Department of Healthand Human Services (HHS).

The list of known carcinogens now includes a chemical called ortho-toluidine, which is used to make rubber chemicals, pesticides and dyes.

Recent research has linked the substance to bladder cancer in people.

Three other substances were added to a list of agents that are "reasonably anticipated to be human carcinogens."

These include a cleaning solvent called 1-bromopropane, a wood preservative mixture known as pentachlorophenol and cumene, which can be found in fuel products and even tobacco smoke.

"Identifying substances in our environment that can make people vulnerable to cancer will help in prevention efforts," Linda Birnbaum, director of the National Institute of Environmental Health Sciences and the National Toxicology Program, said in a statement.

"This report provides a valuable resource for health regulatory and research agencies, and it empowers the public with information people can use to reduce exposure to cancer-causing substances."

Ortho-toluidine was originally classed as "reasonably anticipated" to be a human carcinogen in 1983. But HHS scientists re-evaluated the substance, looking at three studies of dye workers and two studies of rubber-chemical workers who were regularly exposed to ortho-toluidine.

They found enough evidence of a link between ortho-toluidine exposure and an increased risk of bladder cancer to call the chemical a known carcinogen, according to HHS. Rats also developed bladder tumors after they ingested ortho-toluidine.

Ortho-toluidine is no longer produced in the United States, but at least 1 million lbs. (450,000 kilograms) of the substance is imported into the country each year, according to HHS.

The people who have the greatest risk of exposure are employees who work in chemical plants where ortho-toluidine is used to make rubber chemicals, dyes and pesticides.

HHS officials said they didn't have enough evidence to definitively prove that exposure to the other three chemicals can cause human cancers. But these substances do cause rats and mice to develop tumors, according to the agency.

In experiments, rodents that inhaled fumes of 1-bromopropane — a colorless to light yellow liquid solvent — developed tumors in several organs, including their skin, lungs and large intestine.

The substance is used as a cleaner for optics, electronics and metals. It has also become popular in dry cleaning as a replacement for perchloroethylene, another chemical considered a health and environmental hazard.

Mice that inhaled cumene fumes developed lung tumors and liver tumors, according to HHS's review. The flammable liquid with a gasoline-like odor is found in coal tar and petroleum, as well as tobacco smoke. It is used primarily to make acetone and phenol.

Pentachlorophenol — a substance used to treat utility poles, wood pilings and fence posts — caused tumors in the liver and other organs of mice.

In small studies of humans, exposure to this compound was associated with an increased risk of the blood cancer non-Hodgkin lymphoma, but the HHS said it considered the evidence too limited to call pentachlorophenol a known carcinogen.

Companies start disclosing fracking chemicals

As hydraulic fracturing operations spread,
so have fears of potential chemical hazards.
SAN ANTONIO — Baker Hughes Inc. this month will start disclosing all the chemicals it uses in hydraulic fracturing — the first of the major oil field service companies to adopt a policy of transparency.

The Houston-based company said it will not make any trade secret claims in the information it posts on the industry website FracFocus.org, starting with wells fractured on or after Oct. 1.

The process pumps water and chemicals at high pressure to break shale. Then sand is added to the mixture to prop open the fissures and let oil and gas flow up the well.

Along with horizontal drilling, the use of hydraulic fracturing, known more commonly as fracking, has opened up new shale fields across the United States.

Among the many chemicals used for fracking are hydrochloric acid, petroleum distillates and ethanol, according to FracFocus.

“The policy we are implementing today is consistent with our belief that we are partners in solving industry challenges, and that we have a responsibility to provide the public with the information they want and deserve,” Derek Mathieson, Baker Hughes chief strategy officer, said in a news release.

Baker Hughes will not detail specific product formulations but will disclose a single list of all the chemical constituents and their maximum concentrations.

As shale drilling boomed across the country — and in response to grass-roots concerns about potential environmental or health effects — the oil and gas industry launched FracFocus.org in spring 2011 as a national registry for companies to voluntarily report the composition of hydraulic fracturing fluids.

The Ground Water Protection Council and the Interstate Oil and Gas Compact Commission maintain the FracFocus website, which has information on more than 77,000 wells.

Texas has required operators to disclose the composition of fluids used in hydraulic fracturing on FracFocus since Feb. 1, 2012, but the law allows them to withhold the identity and amount of the chemicals as a trade secret.

The use of the trade secret exemption is widespread.

Of 12,410 instances of hydraulic fracturing in Texas between April 2011 and early December 2012, companies used terms such as “proprietary,” “secret” or “confidential” 10,120 times while reporting data on the FracFocus.org website, according to data collected by Pivot Upstream Group and analyzed by the San Antonio Express-News.

In the Eagle Ford Shale in South Texas, the trade secret exemption was used 2,297 times in 3,100 fracturing events.

In Texas, the only people who can challenge a trade secret claim are the landowner and someone who lives adjacent to him or her. State regulators also can challenge the use of the exemption.

In 2013, the Harvard Environmental Law Program's Policy Initiative criticized FracFocus, citing a lack of transparency.

This year, an Energy Department advisory board said companies were shielding too much information from public view in the FracFocus registry.
