Air quality still a global problem

Not everyone has access to pure, fresh air.
Half the world's population live in nations with poor air quality.
The Yale-based 2016 Environmental Performance Index (EPI) has been released and while there were some improvements, the global report also points at troubling declines in areas such as air quality and fisheries.

Global air pollution has become a major concern and now accounts for 10 percent of all deaths, the report claims (compared to 2 percent of deaths due to foul water).

Too many people live and work in nations that expose them to unsafe levels of air pollution. We are talking half the world's population here, more than 3.5 billion people.

Apparently, it doesn't matter whether the nation is poor or overly industrialized. The authors of the report urged policymakers to work together to make changes and improve air quality. They point to successful initiatives like providing clean drinking water and sewage infrastructure.

The EPI looks at 180 countries and how they protect ecosystems and human health.

IBM to settle toxic spill suit

Company and plaintiffs announce a settlement over TCE releases from the former plant

The settlement ends a six-year saga.
IBM Corp. will settle a lawsuit brought by 1,000 plaintiffs who alleged that toxic spills from the company's former Endicott manufacturing plant caused illnesses and deaths, damaged property values and hurt businesses.

Both sides announced the settlement without revealing details of the agreement.

"IBM and the plaintiffs' counsel have reached this agreement in an effort to resolve these cases without further burdensome and expensive litigation," said the joint statement from the litigants.

The settlement brings to a close a more-than six-year saga in which IBM and those who claim they were harmed by the toxic releases waged a fierce legal battle on monetary rewards.

Affected residents, in a multi-million-dollar liability lawsuit against IBM, claimed the company should pay for the damage caused to residents around what once was the company's main domestic manufacturing facility.

From 1935 to the mid-1980s, IBM used TCE (trichloroethylene) to clean metal parts in degreasers at its industrial campus in the Village of Endicott. In 1979, the company discovered some of the TCE had pooled in groundwater beneath the facility and appeared to be migrating.

Soil vapor intrusion

Contamination from soil vapor intrusion was detected by the late 1990s, and by 2002, IBM began testing the air at the request of state health and environmental agencies. Basement ventilation systems were eventually installed in more than 400 homes.

Settlement negotiations between the parties began last July, when state Supreme Court Justice Ferrous D. Lebous requested that representatives of both sides start meeting about an out-of-court settlement. Negotiations were apparently successful, culminating with Tuesday night's release that the parties agreed to a settlement that satisfied both sides.

Lawyers of those who brought the suit against IBM said they will conduct meetings with clients over the coming weeks to present terms of the settlement.

IBM representatives said the company will continue the environmental cleanup that has been ongoing since the widening toxic plume was discovered.

Pumps spread throughout Endicott pull pollution from the ground through structures called recovery wells.

Over time, these wells have grown in number from four to more than 22, and to date, they have recovered more than 815,000 pounds of trichloroethylene and other toxic chemicals, with an unknown amount remaining beneath the village.

Company officials have never publicly explained IBM's role in the disaster, and their legal position was that the company always handled chemicals responsibly and in accordance with standards of the day.

They have not denied their former operations were a primary contributor to the pollution. They have not admitted it, either, nor have they offered a detailed explanation of the source of the problem.

Cleaning up industrial solvents

Representatives of the company said it was cleaning up the solvents from multiple industries that have operated in the region's industrial corridor for generations. Endicott was also home to the vast shoe manufacturing empire of Endicott Johnson Corp., once the region's largest employer.

However, the toxic-liability suit named only IBM as the source of the chemicals that tainted parts of Endicott's commercial district and nearby residences.

IBM sold the 140-acre campus to Huron Real Estate Associates in 2002. Current tenants include i3 Electronics (formerly Endicott Interconnect), BAE Systems and Binghamton University, among others.

Lawyers for IBM have long contended it was following the responsible path, picking up the sizable costs for cleaning the spill and providing venting systems for properties designated at-risk for vapor intrusion.

Both sides scored initial victories as the case wound its way through the courts. Lower courts ruled against IBM's motion to have the case dismissed, and ruled in favor of a plaintiff's motion to have charges of negligence — the underpinnings of the case — tried before a jury.

But lower court rulings also eliminated or limited some aspects of the litigation, including the charge that the pollution constitutes a trespass in all cases, and the claim that IBM should be held accountable for monitoring the medical condition of all plaintiffs, including non-property owners.

IBM was also able to limit claims for medical monitoring to only people claiming other damages, such as illness or property loss. That eliminated claims for a potentially large group of plaintiffs — renters and children, for example — who may have been exposed but did not develop illnesses or suffer property damage.

Asbestos to blame for Nevada cancer levels: Study

DENVER - Malignant mesothelioma has been found at higher than expected levels in women and in individuals younger than 55 years old in the southern Nevada counties of Clark and Nye, likewise in the same region carcinogenic mineral fibers including actinolite asbestos, erionite, winchite, magnesioriebeckite and richterite were discovered.

These data, published in the Journal of Thoracic Oncology, the official journal of the International Association for the Study of Lung Cancer, suggest that these elevated numbers of malignant mesothelioma cases are linked to environmental exposure of carcinogenic mineral fibers.

Malignant mesothelioma is a fatal cancer associated with asbestos exposure that develops on the outer linings of the lungs.

The 3-year survival rate is only 8% and there are limited therapeutic options. The incidence of malignant mesothelioma is higher in locations with known industrial and occupational exposure and for similar reasons the incidence is higher in men, with a male to female ratio of 4:1 to 8:1.

The latency period for is 30-50 years so those diagnosed from occupational exposure are usually in their seventies whereas those diagnosed younger than 55 are rarely associated with occupational exposure.

Asbestos is a commercial and regulatory term applied to six mineral fibers historically mined for industrial use. Naturally occurring asbestos is a term used to describe fibrous minerals that were not used commercially and therefore were not called asbestos and their use was and still is not regulated.

Like asbestos, these naturally occurring fibers are natural components of rocks and soils and a potential source of exposure especially if these fibers become airborne through natural erosion or human activities producing dust.

Researchers from Hawaii, Nevada, and Pennsylvania examined malignant mesothelioma mortality data from the Centers for Disease Control by gender, age group, state, and counties for the period 1999-2010.

The two southern Nevada counties of Clark and Nye were grouped together and the proportion of women and those younger than 55 years old in these two southern counties were compared to those in all other Nevada counties grouped together as well as the rest of the United States.

The male to female ratio of malignant mesothelioma in all Nevada counties excluding Clarke and Nye was 6.33:1, but in Clarke and Nye counties it was statistically lower at 2.69:1 (p=0.0468), which could not be explained by population demographics, as these were the same.

The percentage of individuals younger than 55 was significantly higher in the southern Nevada counties compared to the remainder of the US counties (11.28% vs 6.21%, p=0.0249).

Tremolite and actinolite, both members of the asbestos family, as well as erionite, winchite, richterite, and magnesioriebeckite are present in southern Nevada and all have been linked to cancer in humans.

The authors acknowledge that women and children can be exposed to fibrous minerals as a result of their husband's or father's occupational exposure when bringing these fibers home on their clothes.

However, the authors conclude "in southern Nevada there are no major asbestos industries, thus this seems an unlikely hypothesis. Instead, the presence of asbestos and other fibers in the environment of Clark and Nye Counties, where a lower M:F sex ratio and an increased proportion of malignant mesothelioma are seen in young individuals, suggests that some of these malignant mesotheliomas are caused by environmental exposure which can happen when human activities and natural processes such as wind or water release fibers in the air."

Michele Carbone, senior author on the study, states "further research is needed, including epidemiological, geological, mineralogical and health-based personal exposure studies in order to characterize the residential and occupational history of the malignant mesothelioma cases we studied, to highlight the highest risk areas within Clark and Nye counties, to identify the type of fibrous minerals and their precise distribution throughout Nevada, and to identify the activities responsible for the release of fibers in the air, which may be the cause of some of the malignant mesothelioma in this region."

Cruise line to install exhaust gas scrubber systems

EPA, Coast Guard extend pollution control agreement with Royal Caribbean

WASHINGTON – The U.S. Environmental Protection Agency (EPA) and U.S. Coast Guard authorized formal exemptions by Royal Caribbean Cruise Lines that allow for the enlargement of  the cruise line’s research program to develop and install exhaust gas scrubber systems on its cruise ships.

Under the exemption, as articulated in MARPOL, Royal Caribbean will expand the program from six to 19 ships.

This advanced emission control technology will be used in waters surrounding U.S. coasts, known as Emission Control Areas (ECAs).

Because emissions from ocean-going vessels can harm air quality on land, the U.S. government requires ships operating within the North American and U.S. Caribbean ECAs to reduce harmful air pollution emissions such as nitrogen oxide, sulfur oxide, and particulate matter.

The ECAs were developed by the United States and Canada through an agreement with the International Maritime Organization in order to protect human health and the environment by significantly reducing air pollution from ocean-going vessels.

EPA estimates that by 2020 the low sulfur ECA requirements will have prevented as many as 14,000 premature deaths and relieved respiratory symptoms for nearly 5 million people in the United States and Canada.

Royal Caribbean’s research program has developed exhaust gas scrubber technology that has the potential to provide greater emission reductions than would be achieved using only ECA compliant low-sulfur fuel, and at a much lower cost.

Under this research program extension, a total of 19 ships covering a range of vessel sizes and applications will begin using these scrubbers starting in 2015.

These permits provide a temporary relief from the ECA’s fuel sulfur content requirements.

This approach will enable Royal Caribbean to meet its emission requirements through exhaust gas scrubber technology, rather than with engine and fuel system modifications. This trial program will also provide valuable information on developing advanced emissions control technologies for other marine engines.

10 occupations that are bad for your lungs - Part 1

Our lungs work hard for all of us - but
some occupations are worse than others.
Your lungs work hard. Most adults take more than 20,000 breaths a day. But just how well your lungs do their job may be affected by the job you do.

Chemicals. Germs. Tobacco smoke and dirt. Fibers, dust, and even things you might not think are dangerous can damage your airway and threaten your lungs.

"The lungs are complex organs," says Philip Harber, MD, MPH, professor of public health at the University of Arizona in Tucson. "Occupational and environmental exposures can lead to scarring or fibrosis, asthma, COPD, and infection or cancer."

The good news: Many on-the-job lung dangers are preventable. Depending on your line of work, making certain changes can be key: Improve ventilation, wear protective equipment, change the way you do your work, and learn more about hazards, for examples.

Here are 10 jobs where precautions may help you avoid work-related lung damage.

1. Bartending and Waitressing

Secondhand smoke has been linked to lung cancer. It remains a threat to workers in cities where smoking hasn't been banned in public places. Casino workers also can find themselves in a cloud of smoke.
Smoky environments put bartenders and
waiting staff at risk for lung disease. 

No one's going to wear a respirator while serving martinis or dealing a blackjack game. Separating smokers from nonsmokers, cleaning the air, and ventilating buildings won't keep nonsmokers from being exposed.

Short of working to change policy, the best solution may be to find another job.

"Unfortunately, the individual worker has limited options," says Susanna Von Essen, MD. She's a University of Nebraska Medical Center professor of internal medicine in the division of pulmonary, critical care, sleep, and allergy.

2. Housekeeping and Cleaning

Some cleaning supplies, even so-called "green" or "natural" products, have harmful chemicals that have been linked with developing asthma.

"Cleaners are reactive chemicals, meaning that they react with dirt and also with your lung tissues," Von Essen says.

Some release volatile organic compounds, which can contribute to chronic respiratory problems and allergic reactions. Read labels and follow instructions.

Consider using "simple cleaning agents like vinegar and water or baking soda," Von Essen says. Open windows and doors to keep the area well ventilated, too.

3. Health Care

Doctors, nurses, and other people who work in hospitals, medical offices, or nursing homes are at increased risk for lung diseases such as tuberculosis, influenza, and severe acute respiratory syndrome (SARS).

So, health care workers should keep up with immunizations (including the flu vaccine) that the CDC recommends for them.

Health care workers may also develop asthma if latex is used in gloves or other supplies. Latex-free synthetic gloves are an alternative.

4. Hair Styling

Certain hair-coloring agents can lead to occupational asthma. Some salon hair-straightening products contain formaldehyde, a known carcinogen. It's also a strong eye, nose, throat, and lung irritant.

Good ventilation is important. Because wearing a respirator might cause appointments to cancel, know what's in the products you're working with. If they're not safe, find a safer product.

5. Manufacturing

Some factory workers risk getting asthma or making their existing asthma worse. Asthma not caused by work but made worse by it affects as many as 25% of adults with asthma, Harber says.

Factory workers can be exposed to everything from inhaled metals in foundries to silica or fine sand, which can lead to silicosis, a disease that scars the lung, or increased risk of lung cancer.

A lung disorder called "popcorn lung," or bronchiolitis obliterans, has been seen in plant workers exposed to some of the flavoring chemicals used to make microwave popcorn. Again, respirators and proper ventilation are key for those workers. (No risk of "popcorn lung" has been seen in people who eat that popcorn.)

Aging brain affected by environmental exposures

The population of Americans aged 65 and older is expected to double between 2010 and 2050,1 and by mid-century the proportion of the human population made up of people over age 80 is projected to have quadrupled since 2000.
Seniors may be affected by poor IAQ and chemical
exposures earlier in life, researchers say.

So factors that affect this aging population are of increasing importance. Of particular concern are the neurological diseases and disorders typically associated with advanced age, among them Alzheimer’s and Parkinson’s diseases, dementia, and reduced cognitive function.

Investigators are studying the effects of not just present-day exposures and environmental influences such as physical and mental exercise, but also exposures that occurred much earlier in life, whose effects may only become apparent in old age.

It was long assumed that “once the brain received its allotted quota of nerve cells, its destiny was frozen. After that, the passage of time eroded our allotment steadily and irrevocably,” as professor emeritus Bernard Weiss of the University of Rochester School of Medicine and Dentistry wrote in 2007.3

Now, however, there is increasing evidence that the brain is capable of generating new neurons and other functional brain cells even during advanced age. There is also evidence that the older brain can respond quickly and positively to external influences such as physical exercise and intellectual stimulation.

This is prompting considerable interest in developing strategies for protecting and enhancing neurological function in the elderly.

The two most vulnerable periods for the brain, Weiss says, are early in life, when the organ is first developing, and later in life, when the body’s defenses and compensatory mechanisms begin to falter.

There is a large and growing body of evidence indicating these two vulnerable life stages can be linked when damage incurred during early development contributes to health disorders that may not become apparent until later in life.

Weiss also notes that declining defense mechanisms may magnify vulnerability to contemporary environmental exposures.

He says that when older adults experience cognitive problems, diagnoses rarely consider the possibility that environmental chemical exposure may be involved, simply because questions about such exposures are typically not asked as part of clinical intake.

Over the past 30 years, Weiss says, research attention has focused primarily on environmental influences on early developmental stages. Far less extensively researched, but a subject of increasing interest, are environmental chemical exposures that can affect the health of the aging brain.

Neurotoxic agents

In the past 10 years, however, a number of studies have looked at the effects of chronic low-level lead exposure on adult humans’ cognitive abilities. The findings of such studies suggest that lead that has accumulated in bones can be mobilized over time as part of the aging process, resulting in exposures that adversely affect adults’ cognitive skills later in life.

Other metals may adversely affect neurological function in later life by either acting directly on the brain or adversely impacting other organs or hormones that maintain healthy neurological function.

For example, cadmium can cause kidney disease, which is associated with cognitive problems. Like lead, cadmium is stored in the body, primarily in the kidneys and liver but also in joints and other tissues, where it has a biological half-time of decades.

Similarly, lead and mercury have been associated with liver disease, which itself is associated with adverse neurological health effects, including a condition that produces a type of neuronal plaque associated with Alzheimer’s disease.

Chemical exposures that adversely affect kidney and liver function can also hamper the body’s ability to detoxify and excrete environmental toxicants, thus letting them remain in the body—an effect that may be particularly problematic in advanced age when a body’s defense mechanisms are in decline.

There is evidence connecting certain metals (e.g., lead, manganese), pesticides (e.g., paraquat, maneb), and solvents (e.g., toluene, trichloroethylene) with neurological 
symptoms characteristic of Parkinson’s disease. Many of the exposures studied have been occupational, and some were acute, rather than lower-level and chronic. Much more extensive research is needed to determine the precise role environmental exposures to these agents may play in prompting Parkinson’s disease.

More substantial evidence links various solvent exposures to other neurological conditions, including cognitive impairments, neuropathy, and what is sometimes called “pseudodementia,” when temporary neurological dysfunction produces symptoms similar to those of dementia.

Organic solvents, including toluene, have also been found to impair color vision, while other solvent exposures have been linked to hearing loss, particularly when combined with noise exposure.

Such exposures have been primarily studied when they occur occupationally, but some epidemiological studies suggest there is also potential for adverse effects from ambient environmental exposures.

These solvent and pesticide exposures can, of course, occur at any age. But because the neurological disorders with which they are linked mirror those associated with motor and sensory-function declines of aging, they can be mistaken in diagnosis for the effects of aging or diseases of old age like Parkinson’s and Alzheimer’s diseases.

It also appears that long-term non-acute exposures to solvents and pesticides can affect verbal memory, attention, and spatial skills, with effects that may not become apparent until later in life, when they, too, might be confused with or compounded by aging-related conditions.

More subtle environmental exposures are also thought to be implicated in neurological health effects that can manifest later in life. These include exposures to chemicals that may disrupt the normal function of hormones involved in regulating neurological health, chief among them thyroid hormones.

Hormones are intimately involved with neurological function; a normal brain can’t develop without healthy thyroid hormone function, and the fetal brain is extremely receptive to thyroid hormone.

When environmental factors affect thyroid and other hormones, the result can be health effects associated with conditions that impair neurological function.

For example, there is evidence that exposure to persistent organic pollutants including dioxins and certain polychlorinated biphenyls, halogenated flame retardants, and pesticides can produce hormonally mediated effects that promote obesity and diabetes, which increase risk for vascular health problems.

There is also evidence that exposures to some of these same compounds may directly increase risk for hypertension and cardiovascular disease.

These cardiovascular conditions can, in turn, cause less dramatic neurovascular effects that sometimes result in memory loss, or what’s called “vascular dementia,” when reduced blood flow to the brain deprives brain cells of oxygen and causes the equivalent of small strokes.

Evidence of similar effects has been reported for exposure to chemicals that are pervasive due to widespread use but are not environmentally persistent.

Among these is bisphenol A (BPA).

Laura Vandenberg, an assistant professor of environmental health studies at the University of Massachusetts Amherst, explains that numerous animal studies indicate early-life exposure to BPA can produce health effects characteristic of metabolic syndrome.

Individuals with metabolic syndrome are at increased risk for hypertension, with its risk for adverse neurological effects. It is also often hard to exercise for those who are overweight or obese or who have cardiovascular disease or diabetes. Yet aerobic exercise in later life appears to be an essential component of maintaining, if not also enhancing, brain function in older age.

Protective Factors

There is now substantial research investigating how physical activity and exercise affect brain function. This is also the area of research where it is perhaps the easiest to make direct comparisons between animal experiments and human studies.

One focus is to understand the mechanisms by which exercise protects and restores the brain.

Of particular interest is learning how physical exercise increases the production of new neurons, and how that may enhance performance of certain memory functions. Functions of interest include what’s called “relational binding”—for example, remembering the name of a person you recently met and where you met that person.

Physical exercise also appears to enhance “visual pattern separation,” which enables you to distinguish and remember different patterns—a process that increases memory accuracy.

Chemical pollutants found in luxury fashions

products, Greenpeace charges.
Environmental campaign group Greenpeace has found traces of chemicals that can pollute waterways in children's clothing and shoes made by luxury brands, challenging the sector's reputation for higher standards than those of mass fashion, a recent Reuters article reports.

Greenpeace said it found the substances in products from Dolce & Gabbana, Giorgio Armani, Versace, Hermes, Christian Dior, Louis Vuitton and Marc Jacobs.

Greenpeace has been campaigning against pollutants used in the textile industry since 2011. It wants major brands and their suppliers to commit to stop discharging potentially harmful chemicals in waste water by 2020.

Concerned about toxicity to aquatic organisms and the fact some do not biodegrade easily, the European Union has restricted the industrial use of some of these chemicals but there are no rules on the sales of textiles containing their residues.

Greenpeace said 12 of the 27 articles it tested contained residues of nonylphenol ethoxylates (NPEs), used in textile manufacturing which it said can break down into hormone-disrupting chemicals when released from garments during washing.

In five items, the group said it also found per- and polyfluorinated chemicals (PFCs) used to make garments water repellent. Five articles tested positive for phthalates, used in printing designs on clothing, and three for antimony, a compound used to manufacture polyester.

The chemicals Greenpeace tested for have been commonly used in textile manufacturing, but are gradually being phased out by some brands due to concern about their polluting impact.

Reuters could not independently confirm Greenpeace's findings, which two of the companies sought to play down.

Some big brands have become highly sensitive to scrutiny of their environmental standards as shoppers demand more information about how products are made, with companies like H&M and Adidas keen to portray themselves as "green".

They are among two of the 20 brands Greenpeace has already persuaded to make the "Detox" pledge, helped by supporters bombarding the firms via social media. The only luxury names to sign up so far are Britain's Burberry and Italy's Valentino.

Greenpeace said many of the products in its study were labelled as "Made in Italy", usually a by-word for quality, but still contained similar chemical residues to garments made in developing countries.

"It's time these luxury brands lived up to their reputation as fashion trendsetters, and started leading the toxic-free fashion revolution," said Chiara Campione, a campaigner for Greenpeace Italy.

Many clothing retailers have already agreed to make their clothing PFC-free but some outdoor brands have said there are currently no PFC-free technologies that would provide the same lasting level of weather protection.

PCE threatens Colorado workers and residents

Spills releasing PCE, the cancer-causing chemical used in dry cleaning and metal degreasing, have produced at least 86 underground plumes across Colorado that are poisoning soil and water and fouling air inside buildings.

Cleaning up this chemical is a nightmare — a lesson in the limits of repairing environmental harm. The best that Colorado health enforcers and responsible parties have been able to do is keep the PCE they know about from reaching people.

But based on a review of Colorado Department of Public Health and Environment case files, people likely have been exposed.

For years, PCE (perchloroethylene or perc) penetrated homes and a church in Denver's Cole neighborhood, forcing installation of ventilators. It contaminated municipal drinking water wells near Colorado Springs. It reached rooms where toddlers play at an Aurora day care. And PCE is spreading under a central Denver Safeway at levels far exceeding health standards.

The required cleanups drag out for decades because of costs. But even if funds were sufficient, PCE is proving so pernicious — able to eat through concrete, staying volatile decades after spills — that experts increasingly question whether full cleanup to meet health standards is feasible.

Probable carcinogen

Federal authorities long have recognized sharp, sweet-sour-smelling PCE among the most dangerous chemicals contaminating U.S. cities.

A 2012 Environmental Protection Agency reassessment concluded that PCE is a probable carcinogen that also attacks nervous systems.

While occasionally inhaling PCE on dry-cleaned clothes isn't considered harmful, regular exposure is risky enough that the EPA has ordered a phase-out of dry cleaners using PCE in residential buildings by 2020.

Yet PCE remains legal. EPA data show there are 28,000 dry cleaners using it nationwide. About 350 cleaners use it in Colorado.

Dry cleaners favor PCE over other chemicals. The same penetrating properties that make it a nightmare when spilled also make it a wondrous obliterator of blotches on dresses and suits.

Identifying risks


Four to 18 new plumes due to PCE spills in Colorado are identified each year. The list has been growing. Cleanups last for years, and CDPHE could not say how many have been completed.

State law requires intervention when PCE contaminates groundwater at concentrations exceeding 17 parts per billion. In 2010, state water commissioners relaxed that standard from the EPA drinking-water standard of 5 ppb.

For PCE vapors in air, Colorado's limit is 41 micrograms per cubic meter in homes and 175 at work sites. The home limit was relaxed in 2012 from 4 micrograms .

An estimated 1,000 former dry-cleaner sites exist around Colorado — the majority not tested for PCE contamination.

Nationwide, EPA officials track an estimated 3,800 toxic chemical cleanups, many involving PCE. The Superfund list of major environmental disasters includes at least 50 sites where PCE and related chemicals are present.

These include PCE plume spreading from dry-cleaning facilities in a Veterans Affairs hospital in Salt Lake City that has contaminated springs, aquifers and creeks, forcing city officials to shut down a municipal well.

PCE likely will be found at 50 to 70 percent of the untested dry-cleaner sites in Colorado, said Denver lawyer Kemper Will, a former EPA employee who has represented industry, property owners and dry cleaners in numerous cases.

PCE contamination of indoor air is a serious concern, and businesses often aren't as careful handling chemicals as they should be, Will said. But it's not feasible to conduct full cleanups to meet today's highly protective health standards. "We cannot afford, as a nation, to purify all old mistakes."

Will lobbied for the policy giving state officials greater flexibility in deciding how much cleanup must be done. Reducing PCE levels in groundwater to 17 ppb isn't always necessary, he said. A smarter approach would focus on indoor air.

"I want to apply sound, rational judgment," he said.

Health Canada to review 23 pesticides

Ottawa agrees to review after pressure from environmental group

Environmentalists are declaring victory over an announcement by Ottawa that it will conduct a health review of 23 pesticides, including a weed killer found everywhere from wheat fields to suburban lawns.

But they point out the decision comes only after several lawsuits were filed last summer and suggest it shouldn’t take legal action to get the federal government to follow the law.
Many of the chemicals have already
been banned in Europe.

“It is a victory in that sense, that we’re getting them to do something they’ve never done before,” said Elaine MacDonald of the environmental law group Ecojustice. “But we shouldn’t have to sue them to get them to do it.”

Last August, four lawsuits were filed over 29 chemicals, all of which Ecojustice said were banned in Europe.

The federal government is obliged by law to review chemicals that are banned in any country belonging to the Organization for Economic Co-operation and Development.

Health Canada had originally declined to do any studies. It said some of the chemicals had been recently examined and found to present acceptable risks.

The agency added that it wanted to consider reasons for the European bans before conducting studies on the others.

The Pest Management Regulatory Agency quietly reversed that decision in a website posting dated Dec. 30.

“The (agency) . . . has determined that this subsection’s criteria have been met, namely that a member country of the Organization for Economic Co-operation and Development prohibits all uses of this active ingredient for health or environmental reasons.”

Four of the six chemicals Canada won’t review were found to be still in limited European use — restricted to functions such as anti-flea dog collars. The final two are not used in Canada.

The pesticides that will be studied are found in 360 different products widely available for consumer and industrial use in Canada. They include 2,4-D — an active ingredient in 140 different products.

“2,4-D is one of the most common herbicides out there,” said MacDonald. “It’s in many household products. 2,4-D is what I would characterize as ubiquitous.”

Norway banned the chemical in 2000 over concerns about its links to cancer and its ability to migrate into groundwater.

Other common chemicals to be reviewed include:
Bromoxynil, found in 48 products and registered for use on cereal crops and vegetables.
Carbaryl, used in 39 pest-control products such as flea collars and ant powder.
Chlorthal-dimethyl, a possible carcinogen and herbicide most commonly used on weeds in vegetable operations.
Trifluralin, a popular herbicide on the Prairies that’s highly toxic to fish.
Trichlorfon, an insecticide approved for woodlots, Christmas tree plantations and cattle, which has been linked to human nerve damage.

In a Jan. 9 letter to Ecojustice, a federal lawyer points to the government’s review plans and asks the group to drop its lawsuit.

“In our view, the usefulness of that exercise is seriously undermined by the consultation document,” wrote Elizabeth Kikuchi.

Ecojustice lawyer Laura Tessoro said the court action has only been placed on hold and remains on the books.

“The agency doesn’t have a great track record of committing to doing special reviews under the act,” she said. “This is basically the first time it’s ever agreed to do them.

“In light of that, we need to keep the pressure on.”

EPA to act on leaking containers at New Jersey facility

EPA obtains warrant to address over 1000 drums and containers at New Jersey facility; Ongoing investigation reveals presence of hazardous materials

(New York, N.Y.) The U.S. Environmental Protection Agency has obtained a federal warrant to do the necessary cleanup work at the Superior Barrel & Drum company facility in Elk Township, New Jersey, where more than a thousand unlabeled or improperly labeled drums and other containers have been left in a state of disrepair.

Many of the drums are leaking their contents onto the ground and are exposed to wind and rain.

The EPA and the NJDEP are currently investigating the drums and containers at the site under a warrant that was previously issued by a federal judge when the facility owner refused to give the EPA access to the facility.

The EPA is working with Elk Township, the local fire and police departments and the NJDEP on the investigation and cleanup of the facility.

The EPA is currently evaluating what substances are present in the drums and containers and assessing whether they could cause a chemical release or fire. The site is partially in a federally protected wetland.

Hazardous materials can cause health issues


The EPA began its investigation on August 30, 2013. Field tests indicate that some drums contain hazardous materials, including corrosive and flammable chemicals.

The preliminary results of samples sent to the laboratory show the presence of volatile organic compounds such as benzene and other hazardous substances such as lead.

Exposure to these pollutants can have serious health effects. Benzene is known to cause cancer and lead is a toxic metal that is especially dangerous to children because their growing bodies can absorb more of it than adults. Lead in children can result in I.Q. deficiencies, reading and learning disabilities, reduced attention spans, hyperactivity and other behavioral problems.

The EPA is continuing to sample the contents of containers and drums at the site. The first set of final laboratory data is expected in the next few weeks. The EPA has secured the facility by installing fencing, warning signs and round the clock surveillance.

Once it completes its investigation, the EPA will work with state and local agencies to take appropriate steps to remove the hazardous waste and protect the public.

Communities get EPA grants to address IAQ concerns

EPA awards 2013 Environmental Justice Small Grants 

WASHINGTON – The U.S. Environmental Protection Agency (EPA) announced a total of $1.1 million in competitive grants to 39 non-profit and tribal organizations working to address environmental justice issues nationwide.
The grants support activities such as
improved IAQ in child care facilities.

The grants will enable the organizations to develop solutions to local health and environmental issues in low-income, minority and tribal communities overburdened by harmful pollution.

“EPA’s Environmental Justice Small Grants are making a visible difference in communities across the country,” said EPA Administrator Gina McCarthy in the press release.

“These grants help build capacity, raise awareness, and equip communities with the tools to address environmental challenges – from climate change impacts to brownfields and water pollution. I’m proud to continue to promote these important grants and advance EPA’s long-term commitment to our community stakeholders.”

The 2013 grants support activities that address a range of community concerns such as reducing exposure to indoor environmental asthma triggers, restoring and protecting waterways, educating child care professionals on ways to prevent lead poisoning, and reducing pesticide use in child care facilities.

Environmental justice is defined as the fair treatment and meaningful involvement of all people, regardless of race or income, in the environmental decision-making process.

Since 1994, EPA’s environmental justice small grants program has supported projects to address environmental justice issues in more than 1,400 communities.

The grant awards represent EPA’s commitment to promoting community-based actions to address environmental justice issues.

In the fall of 2013, EPA will issue a Request for Proposals for the FY 2014 Collaborative Problem Solving Grants. A schedule of pre-application community stakeholder teleconference calls will be announced at that time.

Airborne workplace hazards may be deadly: Experts

Many workplace hazards are hard to miss – there are those that may cause injury or death and others that can affect a person’s mindset – but those that are not easily recognizable, including invisible fumes, dust and inhalable toxins, may be the most dangerous workplace hazards, experts warn.

These types of toxins have been linked to a wide range of health effects, including
  • Asthma
  • Chronic obstructive pulmonary disease (COPD)
  • Asbestosis
  • Cancers, such as mesothelioma and lung cancer

The problem with these inhalable hazards is that health effects may take a long time to appear, up to a few decades in some cases, while other exposures may cause immediate health problems.

In Australia, experts say that approximately 39% of workers are regularly exposed to airborne hazards in the workplace. Exposure to fumes, gases and particulates was especially likely for technicians, trades workers and machine operators.

Many of the workers surveyed said they did not receive any safety measures or equipment, while another large portion said they received inadequate controls.

Employers responsible for supplying a safe working environment

Experts recommend the following:
  1. Regular monitoring of the workplace air quality and identifying hazards
  2. Putting controls into place
  3. Capturing dust at the source rather than letting it escape
  4. Make sure there are fresh air exchanges and filtering air, if needed

Companies that fail to protect workers may have to face substantial fines.

Vapor intrusion forcing people out of their homes

Toxic chemicals from contaminated soil can find their
way inside homes and affect the residents.
Whenever homes, schools or other buildings are constructed on top of previously contaminated land, toxic chemicals and gases may find their way inside, where they can affect people’s health and well-being.

This is supposedly what happened in a Scottish neighborhood near Glasgow.

Built on a site that was used by industrial plants from the 1940s until the 1970s, homes that were tested showed high levels of toxic chemicals in the ambient air.

The toxins were
  • Trichloroethylene (an industrial solvent)
  • Tetrachloroethylene (dry-cleaning fluid)
  • Polychlorinated biphenols
  • Polyaromatic carbons

The air inside 25 homes was tested in June and July 2011 and found levels of the chemicals at much higher levels than deemed acceptable by WHO standards. Apart from the high levels of chemicals, experts also worried about the mixture of toxins people are exposed to.

One family moved away after the wife developed nose bleeds, headaches and nausea a few years after moving there.

The family is suing the landlord over the toxic fume exposure in a test case that may be of interest to more than 40 families living in the area.

The plaintiffs allege that a required remediation of the place did not take place.

The chemicals in question have been linked to irritations, Parkinson’s disease, cancer and developmental disorders.

Life after gas stations – watch out for vapor intrusion

Thousands of U.S. gas stations have been abandoned in the past 20 years, often remaining vacant and boarded up.

Apart from being an eyesore, these closed-up gas stations can also become a health and environmental hazard, leaking petroleum into the soil and water supplies underneath.

According to the National Association of Convenience Stores, more than one quarter of the 200,000 nationwide gas stations have closed since 1991.

Vapor intrusion rising as main cleanup concern

Vapor intrusion can become a concern in any
home or building, experts say.
When it comes to human exposure to pollutants, regulators have traditionally been most concerned with contaminated soil and water – but polluted air caused by vapor intrusion is fast becoming a major cleanup issue, experts say.

According to the Interstate Technology and Regulatory Council, polluted ground and water have been around for centuries, while vapor intrusion entered the public debate about two decades ago, making it the new kid on the block.

New guidelines, issued in 2010 by the Wisconsin Department of Natural Resources, describe how to investigate and prevent vapors from entering homes or buildings.

Health effects of vapor intrusion

Regulators are becoming concerned about the health effects that potential vapor intrusion issues can cause in building occupants. Many chemicals and solvents have been linked to cancer and other serious health effects.

The EPA is still working on its own guidelines.

Well-known vapor intrusion offenders include dry cleaners. When dry cleaning operations contaminated the ground underneath their business with perchloroethylene (perc), the dry cleaning fluid, the chemical could often be detected in adjacent homes or buildings, having entered through cracks or opening in the foundation or building envelope.

Other solvents and chemical substances can become vapor intrusion concerns, including 1,1 dichloroethene and trichloroethene which were used in industrial applications.

Consultants and industrial hygienist often recommend indoor air mitigation systems similar to those used for radon to reduce risks of exposure.

Using only green-certified products a challenge, contractors say

While green products are popular in general,
a green-only approach is still difficult.
The green industry has been flourishing not only with the growing popularity of LEED-certified buildings, but also with an abundance of greener products entering the market.

Many business cleaning services are making the switch to certified versions of commonly used green products such as cleaning agents, soap and hand sanitizer.

However, green specialty products seem to have a harder time becoming mainstream.

Green-certified carpet extractors, furniture polishes, metal polishes, concrete stripping or graffiti removal are products that are used only occasionally and need to work quickly.

Green specialty products more expensive

A lower demand in these types of products, high certification costs and questions of efficiency can all translate into higher prices – especially because the makers of these products have to amortize their certification costs in rising prices.

At least a third-party standard is now available for these products, with the launch of the new Green Seal GS-53 for Specialty Cleaning Products for Industrial and Institutional Use in 2011.

The standard covers a wide range of products, including dish soaps, graffiti removers, automotive cleansers, outdoor cleaners, odor removers and polishes and waxes.

Many contractors are also finding that a tough economic environment makes it difficult to keep making green products a priority since many building owners are facing a growing vacancy rate and lower lease rates.

A healthy environment is still important to most building owners, the contractors say, but cost is also an issue.

Pulp and paper mills’ chemical legacies

The pulp and paper industry deals with
many chemicals and pollutants.
During operation and after they are gone, pulp and paper mills can leave behind significant chemical pollutants – dioxins (a by-product from the chlorine used in the bleaching process of paper) and petroleum as well as many others.

Dioxins can also come from “sulfate liquor,” which is used to break wood down into pulp. In fact, dioxin is a general term for a group of hundreds of toxic chemicals that can come from numerous sources.

The chemicals can contaminate nearby waterways, groundwater, soil and air.

Dioxin exposure becomes a health problem when the chemicals accumulate in fatty tissue of animals, becoming a food chain problem.

They have been liked to cause reproductive and developmental problems, damage to the immune system, hormonal changes and cancer, the World Health Organization says.

In the case of a recently closed mill in Everett, the contamination could have been the reason why a potential buyer walked away and it may require an urgent cleanup.

Pulp and paper mills produce 9 million tons of pulp annually according to the U.S. EPA and are a strong player in the economy.

The term Sick Building Syndrome was coined in the 1970s, when increasingly airtight construction and potentially harmful indoor air pollution caused many employees to experience fatigue, headaches, eye, nose and throat irritation, sensitivity to odors and more.

Chemical regulations: Triclosan in the news

Canada and U.S. have different approaches

The chemical ends up in the environment where it can
enter the food chain and lead to even higher exposure.
Triclosan is a chemical with antibacterial qualities, which is why it can be found in thousands of household products, including toothpaste, soap, kids’ toys, face creams, computer keyboards, yoga mats and more.

While the United States Food and Drug Administration is still conducting a lengthy review of the chemical, Canada is moving to regulate it more aggressively.

The Canadian government just declared triclosan an environmental toxin and plans to curtail its use in Canada with more stringent regulations.

In the U.S. a similar movement exists to have the chemical regulated more, or even banned, but officials are still investigating the chemical’s safety and effectiveness after 40 years on the market.

Opponents of the chemical argue that the antibacterial agent ends up being washed down the drain. In the environment it turns into a pollutant known as 240CP.

People may be exposed to the chemical in the household products as well as when they consume plants and animals that have taken up the pollutant.

What are possible health effects of triclosan?

While research remains controversial or inconclusive, many people worry about the chemical’s possible impact on hormone levels, antibiotic resistance and more.

There are also controversial concerns about the chemical reacting with other chemicals.

When triclosan (often found in toothpaste) is mixed with chlorine (often found in tap water), it may form chloroform, a sweet-smelling chemical that can be used to render someone unconscious.

Officials maintain that there is not enough scientific evidence to recommend changing regulations regarding triclosan at this time.

There are currently no limits with regards to the concentration of triclosan in consumer products such as antibacterial soap.

New analysis calls for more proactive role of reproductive health specialists

Researchers from the University of California, San Francisco (UCSF) say that Ob-gyns could play a major role in reducing the effects of toxic chemicals on women and babies.

They could do this with a multifaceted approach:

  • Evaluating patients’ environmental exposures to chemicals
    This includes occupational exposures to chemicals and solvents
     
  • Providing education
    How to reduce exposure to chemicals at home, in the community and at work
    This information could be incorporated into childbirth classes, distributed through brochures and fliers and personal consultations
      
  • Help in implementing broader strategies to influence government policy
    Work with professional organizations to bring about policy change and within their institutions for better food models, for example
    Air pollution is a big risk that cannot be controlled on the individual level

Every individual is exposed to a wide range of natural and synthetic chemicals, and the number has risen dramatically over the past 70 years, the researchers say.

Environmental pollution a widespread problem

Virtually all pregnant women in the US carry multiple chemicals, including some that had been banned since the 1970s and others that can be found in common household products like non-stick cookware, processed foods and personal care products.

The problem is that more and more studies show that even low exposures to environmental chemicals can affect reproductive and developmental health.

The chemicals are a particular concern before and during pregnancy, when exposures have been linked to a number of health problems, the researchers say.

Just by making patients aware and talking about certain risk factors and ways to reduce exposure could help produce healthier future generations.

The researchers warned that the majority of chemicals used for commercial purposes enter the marketplace without being tested or standardized, and they could be very harmful for fetuses and infants in the developing stages.
