Air pollution slows cognitive development in children: Study

Traffic-related fumes in schools may
lead to development problems in children.
Attendance at schools exposed to high levels of traffic-related air pollution is linked to slower cognitive development among 7-10-year-old children in Barcelona, according to a study published by Jordi Sunyer and colleagues from the Centre for Research in Environmental Epidemiology (CREAL), Spain, published in PLOS Medicine.

The researchers measured three cognitive outcomes (working memory, superior working memory, and attentiveness) every 3 months over a 12-month period in 2715 primary school children attending 39 schools.

By comparing the development of these cognitive outcomes in the children attending schools where exposure to air pollution was high to those children attending a school with a similar socio-economic index where exposure to pollution was low, they found that the increase in cognitive development over time among children attending highly polluted schools was less than among children attending paired lowly polluted schools, even after adjusting for additional factors that affect cognitive development.

Thus, for example, there was an 11.5% 12-month increase in working memory at the lowly polluted schools but only a 7.4% 12-month increase in working memory at the highly polluted schools.

These results were confirmed using direct measurements of traffic related pollutants at schools.

The findings suggest that the developing brain may be vulnerable to traffic-related air pollution well into middle childhood, a conclusion that has implications for the design of air pollution regulations and for the location of new schools.

While the authors controlled for socioeconomic factors, the accuracy of these findings may be limited by residual confounding, that is, the children attending schools where traffic-related pollution is high might have shared other unknown characteristics that affected their cognitive development.

How should mold be safely cleaned?

It is essential to clean up mold as well as excess water or moisture, because moisture is the key to mold control.

If the excess water or moisture problem is not fixed, mold will most likely grow again, even if the area is completely cleaned.

Clean hard surfaces with water and detergent and dry them quickly and completely.

Absorbent materials such as ceiling tiles may have to be discarded if the mold cannot be completely removed.

To clean up mold safely and effectively, staff should wear waterproof gloves during clean up and should not touch mold or moldy items with bare hands.

Respiratory protection should also be used in most remediation situations to prevent inhalation exposure to mold.

10 tips to control mold and moisture in schools this spring

  1. Establish a mold prevention and remediation plan within your greater IAQ management program.
  2. View the IAQ Reference Guide on Mold and Moisture for tips on identifying and correcting common mold and moisture issues.
  3. Inspect all school buildings for signs of mold, moisture, leaks or spills, or evidence of past water damage.
  4. Prevent moisture condensation by increasing surface temperature, installing proper insulation and improving air circulation.
  5. Eliminate sources of moisture by reducing indoor humidity; maintain indoor humidity levels between 30 and 60 percent.
  6. Respond promptly when you see signs of moisture and/or mold or when leaks or spills occur. Dry all wet areas within 24 to 48 hours.
  7. Perform regular heating, ventilation, and air conditioning (HVAC) inspections and maintenance as scheduled. Ensure HVAC drip pans are clean, unobstructed and flowing properly.

EPA moves against harmful chemicals in homes and schools

health and productivity.
The EPA has taken action to protect consumers from new uses and imports of the harmful chemicals Toluene Diisocyanates (TDI).

These chemicals are currently widely used in residual amounts in the production of polyurethanes and consumer products, such as coatings, elastomers, adhesives, and sealants and can be found in products used in and around homes or schools.

Diisocyanates are well known dermal and inhalation sensitizers in the workplace and can cause asthma, lung damage, and in severe cases, death.

The proposed decision would give EPA the opportunity to evaluate the use of, and if necessary, to take action to prohibit or limit all products containing over 0.1 percent of the chemical including imported products that make their way into the United States.

EPA’s proposed action, a Significant New Use Rule (SNUR) under the Toxic Substances Control Act (TSCA), would require manufacturers (including importers) to notify EPA at least 90 days before starting or resuming new uses of these chemicals in consumer products at levels above 0.1 percent by weight.

EPA would then have the opportunity to evaluate the intended use of the chemicals and, if necessary, take action to prohibit or limit the activity.

EPA guide aims to improve indoor air quality in schools

Most schools suffer from indoor air quality problems, which can
affect student and staff health, well-being and productivity.
The U.S. Environmental Protection Agency (EPA) released new guidance to help school districts protect indoor air quality while increasing energy efficiency during school renovations.

“This guidance provides common-sense solutions for improving energy efficiency and indoor air quality in schools across the country,” said Janet McCabe, acting assistant administrator for EPA’s Office of Air and Radiation.

“By using these guidelines, school districts can cut their energy bills and help ensure that students have a healthy and safe learning environment.”

Both energy management and protection of indoor air quality (IAQ) are important considerations for school facility management during energy upgrades and retrofits, and schools can protect occupant health by addressing both goals holistically.

These renovation and construction activities can create dust, introduce new contaminants and contaminant pathways, create or aggravate moisture problems, and result in inadequate ventilation in occupied spaces.

EPA’s Energy Savings Plus Health: Indoor Air Quality Guidelines for School Building Upgrades offers opportunities to prevent and control potentially harmful conditions during school renovations.

The practices outlined in the new guidance support schools as healthy, energy-efficient buildings that play a significant role in local communities.

Nearly 55 million elementary and secondary students occupy our schools, as well as 7 million teachers, faculty and staff.

 In addition, many communities use school buildings after regular school hours as after-care facilities, recreation centers, meeting places and emergency shelters during natural disasters.

For more than a decade, EPA has made significant strides in protecting children’s health in schools by equipping personnel at the state, district and school level with the necessary knowledge and tools to create healthy indoor environments.

The new guidance builds on EPA’s existing programs, such as ENERGY STAR for schools and Indoor Air Quality Tools for Schools, which helps schools identify, resolve and prevent air quality problems, often with low- and no-cost measures.  

Today, half of the schools in the United States have adopted indoor air quality (IAQ) management plans, the majority of which are based on EPA’s IAQ Tools for Schools.

However, there are still about 25 million children in nearly 60,000 schools who are not yet protected by IAQ management programs.

Spring air cleaning in schools

The transition from winter to spring

The winter months bring changes in weather conditions and building-occupant behaviors, and therefore changes to how school facilities are operated and maintained.

In addition, spring weather may bring heavy rain and possible flooding to certain parts of the country which can impact the indoor environment in schools.

It is particularly important to put in place proactive indoor air quality (IAQ) management practices to effectively manage the transition from winter to spring conditions.

Follow the tips below to help your school prepare for seasonal IAQ challenges.

Inspect and maintain ventilation systems 
During cooler weather, the heating, ventilation and air conditioning (HVAC) system may be working overtime. Good ventilation system design, operation and maintenance are critical to providing clean and healthy air in schools. Regularly inspect your ventilation system and establish a maintenance plan to provide adequate air ventilation, control odors and reduce the levels of pollutants that cause most IAQ problems inside school buildings. Control moisture levels to prevent mold
In many regions, the change in seasons brings a change in outdoor temperature and humidity and an increase in rain or flooding, which can lead to moisture problems and mold growth. Maintaining the relative humidity in school buildings between 30 and 60 percent will help control mold. In addition, prompt and effective remediation of moisture problems, including drying wet areas within 24 to 48 hours, is essential to prevent mold growth.

Proactively use Integrated Pest Management (IPM)
Wintertime means more time spent indoors by students and staff, and the cooler weather can bring in unwanted pests who are seeking shelter from the cold. Pest populations can be eliminated, prevented or controlled by creating inhospitable environments for pests (removing basic elements that pests need for survival) and by blocking pest access into buildings. Follow the IPM checklist to help identify potential pest problems in schools buildings.

Involve everyone
In addition to the tips above, in order to maintain healthy indoor environments during this time of year and year-round, it is critical to ensure everyone plays a part. Open communication is a key component to securing buy-in from your school community members about the importance of proactive IAQ management and sustaining these plans long-term. Washington day cares close to polluted roads

Small children are most affected by
air pollution, experts say.
It’s a cruel fact of physiology: kids are the hardest-hit victims of air pollution.

Pound for pound, children breathe more than adults, receiving a relatively bigger toxic dose delivered to their developing bodies. And the smaller the child, the bigger the impact. What makes an 8-year-old cough could make an infant stop breathing.

That science takes on particular significance in Washington, where 126 day cares are located beside major roads and where rules about where new facilities can open are not enforced.

Researchers say air pollution from vehicle traffic can aggravate asthma, reduce lung function and boost school absenteeism, as well as promote cancer later in life and harm developing immune systems.

An additional 439 day cares sit within 500 feet of the state’s heaviest truck routes, a new analysis by InvestigateWest shows. The diesel fuel that powers these trucks can spew 100 to 200 times more soot than gasoline engines, and the exhaust is so toxic that the World Health Organization classifies it as a carcinogen.

Nationally, more than 11 million children under 5 are enrolled in regular child care.  In Washington, one-fourth of all toddlers and one-third of all preschoolers attend a licensed child care facility, according to a 2008 survey.

The pollution risks are not always reflected in where parents choose to or are able to enroll their kids.

Just south of Everett along Interstate 5, a hedge separates the playground of Kids ‘N Us Learning Academy from a highway off-ramp. Among the dozens of day cares that fall within the pollution plume of I-5, Kids ‘N Us is one of the closest, its property line just over 300 feet from the heavily traveled road.

In Washington, the murky set of guidelines governing where day cares can operate does little in practice to protect kids from air pollution risks.

State child care licensing code does not restrict where in-home day cares — limited to 12 or fewer kids — can open.

Institutional child care centers, which have an average capacity of 69 kids, are required to be on an “environmentally safe site” and in a neighborhood “free of a condition detrimental to the child's welfare,” according to a state regulation.

The licensing process for a new day care does not require a site review by health officials to determine whether a property is safe from environmental hazards like nearby freeways. Instead, the Department of Early Learning, a fire marshal and the local planning department sign off on a new location. The agency also employs four health specialists to respond to complaints and concerns.

As is the case with schools, the construction of day cares can trigger a State Environmental Protection Act, or SEPA, review. But that process emphasizes air risks stemming from construction like dust and short-term truck traffic rather than ambient air concerns like a nearby highway.

Reducing harm from near-road exposures at day cares is something of a bureaucratic hot potato, with the Washington Department of Early Learning saying it’s not its job to correct for environmental risks, and health officials saying the initial push isn’t theirs to make.

State officials acknowledge that they are a lot more worried about keeping kids safe — meaning, for starters, alive — than in heading off seemingly subtle pollution threats. The high-profile deaths of two children in state-licensed day cares — one an accidental drowning in 2004, the other a death from E. coli in 2010 — focused regulators’ attention on acute threats to children.

Vinyl flooring releases contaminants at schools and daycares

Large areas of vinyl flooring in daycares and schools appear to expose children to a group of compounds called phthalates, which have been linked to reproductive and developmental problems, scientists are reporting.

They published their results on the ubiquitous plastic ingredients in the ACS journal Environmental Science & Technology.

Chungsik Yoon and colleagues note that polyvinyl chloride (PVC), also known as vinyl, is the second most-produced plastic by volume and is commonly used in flooring.

Phthalates, which increase both the flexibility and durability of PVC, are key ingredients in PVC materials used in vinyl flooring and a wide range of other products, including toys, food packaging, medical devices, and even pharmaceuticals, cosmetics and soaps.

The problem is that these additives leach out of products into the air and dust. Concern over their potential health effects, particularly in infants and children, has spurred scientists to investigate human exposure to them indoors.

However, most studies fall short of verifying what products were contributing to indoor phthalate levels. Yoon's team set out to fill that gap.

Using a portable instrument called an X-ray fluorescence (XRF) analyzer, they tested the flooring materials in 50 public and private daycares and kindergartens in Seoul, South Korea, to test for PVC.

They also collected dust samples from various surfaces in the buildings and analyzed them.

The PVC-verified flooring was a major source of the most common phthalate that they detected, called di(2-ethylhexyl) phthalate (known as DEHP).

"This is the first study to verify the sources of phthalates with an XRF analyzer and to evaluate the relationship between phthalate concentrations and PVC-verified materials," the scientists state.


Remove indoor air contaminants with air cleaners

PITTSBURGH (KDKA) – With more and more children suffering from conditions like asthma, parents and teachers are paying close attention to air quality.

Now, some students are keeping an eye on the levels as well.

There are two flags outside of the Environmental Charter School in Regent Square – the American flag and a smaller, colorful flag.

Depending on the day, you may see purple, red, orange, or green. Each color is an indication of the air quality.

The students monitor the air quality and raise the flags according to what the air quality is like in the city for the day. Green means good air quality, yellow is moderate and orange means be cautious.

The program is sponsored by the Southwest Pennsylvania Air Quality Partnership and the Group Against Smog and Pollution.

The school flag program is currently in 10 schools around the region, but the goal is to expand that number over the school year.

Schools drowning in exhaust and diesel fumes

Cheaper land, easy access for buses and convenient location often cause schools to be built near major roads and highways.

This has become a concern to parents, school staff and administrators, since children spend about a third of their day at school, often during the hours of heaviest traffic.

And the closer they are, the more they can be exposed to harmful pollutants. Within 500 feet of major roads, traffic pollution — a plume of suspended soot and gases — often carries pollutants at levels considered harmful by air-pollution researchers.

A 2008 study found that more than 10 percent of surveyed U.S. schools were located within about 300 feet of highways, the distance within which road pollution is most potent.

If a school is situated along a heavy truck route, the figures can get downright alarming. The diesel fuel that powers these trucks can produce 100 to 200 times more soot than gasoline engines, and the exhaust is so toxic that the World Health Organization classifies it as a carcinogen.

Some states in the U.S., e.g. California, passed a law requiring that new schools be built at least 500 feet from major roads. At existing schools, there are ways to reduce the danger, too: better air filters can help, for example, as can restricting kids’ time outside when traffic is heavy.

Dangerous vehicle emissions


The dangers of vehicle emissions have been known for years:  researchers in Europe first made the connection between children’s poor lung function and school-day exposure to traffic in 1993.

Ten years later a California Environmental Protection Agency study made a similar leap, finding that kids in San Francisco’s East Bay attending near-road schools were 5 to 8 percent more likely to suffer from bronchitis and asthma.

Proximity doesn’t necessarily equal risk, however. Schools uphill from a road often experience less pollution than those downhill. Wind plays a role, as does topography like sound walls and trees and hedges.

Parents check classroom air quality on mobile device

Poor indoor air quality in schools can
become a problem for students and staff.
Many schools are being renovated over the summer, causing parents to worry about potential toxic fumes to affect their children.

Some schools are moving to appease worried parents and provide information about the work being done, the materials used and the indoor air quality in the classroom.

According to a report by ChinaNews, a middle school in Yangpu district has posted QR codes in its recently renovated classrooms so parents can check the quality of the school's renovations with a simple scan of their mobile phones. This was announced by the Shanghai Environmental Protection Industry Association.

The school put up the square bar codes as part of a pilot program that aims to assure parents that their children won't be breathing toxic fumes from the renovations.

Parents worry that the two-month summer vacation isn't long enough for the noxious fumes from some construction materials, which can contain carcinogens such as methylbenzene, to dissipate.

In 2011, 73 students at the newly built Wunan Kindergarten in Shanghai missed the first day of classes because their parents were worried about the "pungent fumes" in the building stemming from construction over the summer.

The QR codes, which can be scanned with most mobile devices, offer parents a simple way to check the air quality and other details about the renovations, said Li Wei, the vice secretary-general of the Shanghai Environmental Protection Industry Association.

The scan results for the school's 72-square-meter conference hall showed that the air quality in the room has been tested on three different days since August 19. The tests were all clear. The scan results also showed that the composite wood floors and coatings on the walls, desks and chairs all met standards.

In the past, schools have not released the complete results of such safety inspections to parents. The QR code scans, however, give parents access to the full inspection results for seven classrooms, Li said.

The pilot program is expected to eventually be implemented citywide, and could be expanded to places like hospitals, shopping malls and movie theaters.

EPA fines six Arizona school districts for asbestos violations

The U.S. Environmental Protection Agency has fined six Arizona school districts a combined total of $94,575 for Asbestos Hazard Emergency Response Act (AHERA) violations. More than 15,000 children attend the 25 schools not in compliance with the federal AHERA in these districts.

During inspections conducted in 2011, EPA inspectors discovered numerous violations, from failing to inspect facilities for asbestos containing materials, failing to re-inspect campuses with known asbestos containing materials, and failing to have an Asbestos Management Plan. All of the school districts have since taken necessary actions to comply with the law, with the cost of compliance reducing the penalties in most cases to zero.

“Asbestos in schools has the potential to harm the health of students, teachers, and maintenance workers,” said Jared Blumenfeld, EPA’s Regional Administrator for the Pacific Southwest. “EPA takes these violations seriously, and we are satisfied the schools have now conducted inspections and put their asbestos plans in place.”

Each school district is allowed to subtract properly documented costs of complying with the regulations from the penalty amount. The six school districts are:
· Apache Junction Unified School District (Pinal County): fined $21,675, but this was reduced to $7,933 because of the school district’s cost of achieving compliance.
· St. John’s Unified School District (Apache County): fined $14,195, reduced to $824 by the school district’s cost of achieving compliance.
· Florence Unified School District (Pinal County): fined $31,705, but no cash payment was due because the documented costs of compliance exceeded the penalty.
· Vernon Elementary School District (Apache County): fined $2,700, but no cash payment was due because the documented costs of compliance exceeded the penalty.
· McNary Elementary School District (Fort Apache Indian Reservation): fined $14,200, but no cash payment was due because the documented costs of compliance exceeded the penalty.
· Round Valley Unified School District (Apache County): fined $10,100, but no cash payment was due because the documented costs of compliance exceeded the penalty.

Federal law requires schools to conduct an initial inspection using accredited inspectors to determine if asbestos-containing building material is present and develop a management plan to address the asbestos materials found in the school buildings. Schools are also required to appoint a designated person who is trained to oversee asbestos activities and ensure compliance with federal regulations. Finally, schools must conduct periodic surveillance and re-inspections of asbestos-containing building material, properly train the maintenance and custodial staff, and maintain records in the management plan.

Local education agencies must keep an updated copy of the management plan in its administrative office and at the school which must be made available for inspection by parents, teachers, and the general public.

Finland: Schools suffer from indoor air pollution

Over the past several years, countless studies have been made on dampness and moisture in buildings throughout Finland. In 2007, researchers chose 630 random houses and apartments that were built between 1950 and 1989 for their study. Of those homes, 51 percent had moisture problems; 33 percent of those had moderate to severe issues, particularly in houses. 

Many respiratory diseases, eye irritations and allergies have been directly linked to the moisture problem across the country.

The National Public Health Institute revealed in 2007 that there was a strong correlation between damp homes and the prevalence of asthma among children. Up to one in five asthma cases could be linked to water damage in the home.

A new study, made by the Trade Union of Education in Finland (OAJ,) has now discovered that moisture issues extend beyond the home. Up to two thirds of the schools and day-cares across the country have indoor air quality issues. Approximately 80 percent of the buildings in Finland, schools and day-cares included, are not sufficiently ventilated.

Water damage in some of the damp schools is so bad that recommendations have been made to tear them down, rather than try to repair them. Though poor indoor air quality in schools have been an issue for over fifteen years now, some people believe the issue is still not being handled properly. Remediation has been slow moving, leading to parents, in one town, taking matters into their own hands.

Tervajoki School in Vähäkyrö, Finland was shut down for a week while parents pulled their kids out of the school and promised to continue striking until changes were made. The school has since been relocated pending repairs or the building of a new school.

EPA stresses a healthy environment in schools

Poor indoor air quality impacts students as well as
teachers and school staff, experts warn.
The United States Environmental Protection Agency has long been a promoter of good indoor air quality in schools as well as greener administration practices, and helps schools make changes for the better with their Tools for Schools guidance.

In a recent webinar on Green Ribbon Schools (GRS), a US Department of Education project, experts demonstrated why indoor air quality is so important for a healthy school environment as well as for academic success.

Environmental health is one of the main pillars of GRS, and focuses on integrated pest management (employing healthier alternatives to pesticides), ventilation and contamination controls of indoor air pollutants such as chemicals, tobacco smoke, mold, radon and more.

IAQ often overlooked

According to the webinar experts, indoor air quality can affect the students, teachers’ and administrators’ health, comfort and ability to perform.

IAQ is a major component of the school’s physical environment that is the most easily overlooked, they said.
In schools, IAQ should always be a priority because children are more vulnerable to environmental pollution.

Indoor air pollution can cause or aggravate asthma.
They breathe more air than adults in relation to their body size and their immune systems and organs are still developing.

Health effects of poor IAQ can be immediate or long-term. For example, many indoor air pollutants can cause or trigger asthma, or aggravate the symptoms.

With one out of every 10 school children suffering from asthma, the missed school days also affect their overall performances.

Academic performance linked to IAQ

The experts cited scientific evidence that showed how improved indoor air quality increases productivity, the ability to concentrate and recall information and can reduce respiratory illnesses.

It can also save schools money, as better academic performances may mean increased funding for the district. A healthy school environment in a well-maintained school also means fewer costly, major repairs have to be done. Schools also have to spend less on substitute teachers, if there are fewer health-related absences.

The experts gave the following tips for schools:
  • Change the HVAC filters regularly
  • Fix water infiltration problems immediately to avoid mold and mildew
  • Implement Integrated Pest Management (IPM) practices
  • Keep rooms clean and free of clutter
  • Store hazardous products safely
  • Ban idling vehicles outside
  • Use healthy cleaning agents and materials
  • Conduct regular inspections

Universities, colleges ponder smoking bans on campuses

Tobacco smoke is not the only indoor air pollutant
affecting students, faculty and staff.
Almost half of campuses in the United States are considering bans on tobacco in all its forms, or have already enacted such policies, according to a recent AP article in the Washington Post.

That means not only is smoking not allowed inside the buildings, but it may be banned from the entire campus as well.

Despite opposition from student smokers and some staff and faculty members, the bans are perhaps a natural result of the mounting evidence presented by researchers about the dangerous effects of tobacco smoke and secondhand smoke exposure.

The main reasons speaking for such bans are:
  • Health risks
  • Reduced costs of smoke-free dorms and facilities
  • Minimizing enticements to form a dangerous lifelong habit

Universities in California, New York and Missouri are planning tobacco bans in the near future.

The surgeon general’s report for 2012 identified the ages of 18-26 as the most critical for young people to start smoking and become lifelong users.

About a quarter to a third of college students smoke, studies show.

However, campus tobacco bans have gained popularity across the nation, growing from pretty much zero a decade ago to more than 700 today.

IAQ challenges in (portable) classrooms, schools

When the California Air Resources Board tested the state’s K-12 classrooms, they found alarming rates of toxic dust, stale indoor air, mold and formaldehyde, a volatile organic compound that is a known carcinogenic.

Green classroom project evaluates effects on students

The United States Green Building Council is helping schools become greener and cleaner.

The council defines a green school as a school building or facility that creates a healthy environment that is conducive to learning while saving energy, resources and money.

A second classroom without any updates serves as a control room.

Many schools in the United States celebrate Healthy Schools Day on April 24, an important reminder about what a difference a healthy environment can make in a child’s life.

Children are among the most vulnerable groups when it comes to indoor air pollution and environmental toxins, and with them spending so much time in school, administrators, parents and communities need to do their part to protect the young learners.

According to the EPA, more than 53 million children and about 6 million adults attend more than 120,000 public and private school buildings.

The average child spends about 1,300 hours in a school building each year; teachers and other employees spend even longer periods.
